Below you will find a comprehensive list of new content, balance changes, and whatever else  is included in the current PBE cycle! Be aware that these changes are extremely tentative, there is a possibility that things you see below will be changed or even reverted prior to the live patch.

New Champion: Sett, the Boss

Following his Universe page and bio, our latest champion Sett, the Boss, has punched his way on to the PBE! Before we get into the full details, here's Riot Koyuncu with a Sett bug report thead:
"Hello everyone! I'm Riot Koyuncu, QA on Champions team and the person responsible for tracking and resolving Sett's bugs. Hope you've all been having fun powerbombing enemies into submission :) 
Sett will be on PBE for the next several weeks until his January release, and the team is looking to investigate any major issues that PBE players discover. If you stumble upon something strange related to Sett in your games, please let us know by leaving a comment in the thread or using the "Report a Bug" tool on the left. This can be anything ranging from strange SFX/VFX to incorrect behavior or interactions with his abilities. 
As always, detailed information (e.g. bug reproduction steps or video clips) are very helpful at helping us prioritize issues before release.

Abilities:

Pit Grit (Passive)
Heavy Hands: Sett's basic attacks alternate between a Left Punch and a Right Punch, always opening with a Left Punch. Attack speed increases the speed of both punches.
  • Left Punches deal normal damage
  • Right Punches come out faster and deal 5-90 (+15% tAD) bonus damage.
Heart of the Half-Beast: Sett gains  [0.25 at lv 1/ 0.50 at lv 6 / 1 at lv 11 / 2 at lv 16] additional health regeneration for each 5% missing health. 
Sett will reset back to a Left Punch if he does not do a Right Punch within 2 seconds of doing a Left Punch. The attack speed of a Left Punch is Sett's regular attack speed, and the attack speed of a Right Punch is 8 times the attack speed of Left Punch.
  •  Right punch base damage is 5 per level, maxing at 90 at level 18

Knuckle Down (Q)
Cooldown: 9/8/7/6/5
Cost: [None]
Sett itches for a fight, gaining 30% movement speed for 1.5 seconds while moving towards enemy champions. 
Sett's next two basic attacks deal 10/20/30/40/50 bonus physical damage, plus 1/2/3/4/5% (+[1% of total AD]%) of the target's maximum health.

Haymaker (W)
Cooldown: 16/14/12/10/8
Cost: [None] 
Passive: Sett stores 100% of damage taken as Grit , to a cap of X (50% of Sett's max health). Grit decays quickly 4 seconds after the damage was taken. 
Active: Sett winds up a giant punch in a direction, expending all Grit to deal 60/85/110/135/160 (+25% (+[10% bAD]%) of expended Grit) as true damage to all enemies in the center line. Enemies not in the center line take physical damage instead. 
Sett also gains a rapidly decaying shield equal to Grit expended for 3 seconds.

Facebreaker (E)
Cooldown: 16/14.5/13/11.5/10
Cost: [None] 
Sett smashes enemies on either side of him into each other, dealing 50/80/110/140/170 (+60% tAD) physical damage and slowing them by 50% for 0.5 seconds. If Sett grabbed at least one enemy on each side, all enemies are stunned for 1 second.

The Show Stopper (R)
Cooldown: 120/100/80
Cost: [None] 
Sett grabs an enemy champion, carries them forward, then slams them into the ground. All enemies near the impact take 200/300/400 (+100% bAD) (+40/50/60% of the grabbed enemy's bonus health) physical damage and are slowed by 99% for 1.5 seconds. Enemies take less damage the further they are from where Sett lands.

[TFT] Lunar + Leona and Karma

A new TFT element and two new champions are now on the PBE! Check out the details in this thread from Riot Jag and Riot Beernana:
"Leona and Karma are bringing the power of the moon to Teamfight Tactics. As Lunar champions, they’ll continuously protect and empower their allies. They'll hit live servers with patch 10.1. 
Here's how they work: 
Lunar 
(2): Every 7 seconds, your team gains 20% Critical Strike Chance, 20% Critical Strike Damage, and 20% Spell Power (Stacks up to 4 times). 
Moonlight transforms unit durability into a win condition for team comps that are built with drawn out battles in mind.

Leona 
Skin: Lunar Eclipse
Cost: 1
Origin: Lunar
Class: Warden
Ability: Lunar Eclipse 
  • Leona reduces all damage by 35/70/105 for 5 seconds. 
Leona is the frontline unit for the Lunar trait. She’s especially strong when deflecting lots of small instances of damage, so she should be quite sturdy against Summoners and low-threat units like other Wardens or Mystics. She’ll help buy the time you need to get the Moonlight blessing on all of your allies.

Karma 
Skin: Dawnbringer
Cost: 3
Origin: Lunar
Class: Mystic
Ability: Inspire
  • At the start of combat, Karma tethers to her closest ally. Karma shields the tethered ally (or a random one if the tether is dead) for 5 seconds, absorbing the next 200/350/500 damage. While the shield holds, the ally receives 50/75/100% bonus Attack Speed. 
Karma is top-tier at protecting and enhancing carries, so think carefully when determining her placement. With Karma on your team, you’ll always know where your star is—standing right next to her. "

"TL;DR: We’re hitting the items in TFT - adding some new ones, and updating others.
 
Hi everyone! In this post we're talking about the items we're updating in patch 10.1. Our goals were threefold:
  • Address some problem items that promised fun payoffs but had a lot of trouble delivering.
  • Help some items scale through the game by linking their power to the user’s star level.
  • Give more exciting gameplay to tanky champions. 
Here's the list: 
Last Whisper REPLACES Repeating Crossbow 
Last Whisper: When the wearer inflicts a critical hit, the target’s Armor is reduced by 90% for 3 seconds. 
In theory, Repeating Crossbow had a clear fantasy with huge upside. In practice, there was just too much downtime as it from champion to champion. It also couldn’t jump to a champion who was already full on items, which meant it tended to avoid your carries rather than boosting their stats even more. This also played especially poorly with Set 2’s elemental hexes, which consume an item slot. 
So, we’re creating a new item: Last Whisper. When its user scores a critical hit, the target’s Armor is massively reduced for a few seconds. This can let your whole team, not just damage dealers, chunk down a formerly-tough target. 
Bramble Vest REPLACES Thornmail 
Bramble Vest: Negates bonus damage from critical hits on the wearer. When the wearer is hit by a Basic Attack, a hail of thorns hits nearby enemies for 80/120/160 magic damage (increases with the holder's star level and can only damage once per second). 
Thornmail is a great example of an item that’s fantastic on one champion (Braum) and bad-to-awful on everyone else, because if it’s balanced around broad playability, it will become horribly overpowered on Braum (or any future champion who’s all about big mitigation). 
Rather than tweak Thornmail, or nerf it into oblivion, we’ve decided to replace it. Bramble Vest combines a bit of Phantom Dancer with a saner version of Thornmail’s damage-to-attackers. It’s also our first star-scaled item; the damage from the thorns depends on the wearer’s star level. 
Titan’s Resolve REPLACES Phantom Dancer 
Titan’s Resolve: When the wearer is hit by a source of damage, they gain a 2.5% stacking damage increase (stacks infinitely). 
(Updated version coming to PBE soon!) Titan’s Resolve: When the wearer takes damage or inflicts a critical hit, they gain a 1% stacking damage bonus. Stacks up to 80 times, at which point the wearer gains 25 Armor and Magic Resistance, and increases in size. 
12/17 Update: After additional testing, we needed to dial back Titan's Resolve a bit - or at least reduce its ceiling. Most of the time, it's fine... except when playing against Inferno teams, where its sensitive trigger led to some pretty insane stack counts. But it's fun to watch a stack count rise fast, so solutions like narrowing the trigger or imposing an internal cooldown weren't very appealing. The solution we landed on - imposing a reasonable stack cap and then giving extra tanky stats when the wearer hits it - let us maintain the fun feeling of the item while not having it be a hard counter for Inferno and, to a lesser extent, Summoner teams. 
Also: in early testing, we'd had a size increase built in (raid boss Leona!) but got feedback that size increases imply toughness and resilience rather than more damage. Since the reward for hitting the stack cap is now more tankiness, the size increase is back! 
Phantom Dancer received a significant change in 9.24, but since we ultimately wanted Bramble Vest to fill the anti-crit, anti-assassin role, giving tanks some opportunity to hit back made a lot of sense - especially on an item that grants Attack Speed. Since Bramble Vest renders Phantom Dancer redundant, we created Titan’s Resolve (aka “Leona’s Revenge.”) You want this item on champions who will take a lot of hits and stay standing to reap the benefits of a huge pile of Titan stacks. 
That’s it for the new items. What about item updates?

Old: Creates a zone of ice that expands when the wearer Dodges, slowing enemies' Attack Speed by 25%. 
New: After casting a spell, the wearer’s next Basic Attack freezes the target for 1.5 seconds. 
Iceborn Gauntlet promised a wonderful dream - cover the map in a layer of ice and chill the enemy team into helplessness wherever they stood. But the visual overlap with Frozen Heart’s effect felt bad and was visually unclear with varying the magnitude of the slow. Additionally, any item that triggers from Dodge will have some extreme cases (Jax for example) that make it difficult to balance. 
We hearkened back to our League of Legends roots, and gave the Gauntlet a freeze effect on basic attacks. Ezreal can finally feel good about matching the glove to the rest of his outfit like he does on the Rift. 
Quicksilver 
Old: Prevents the next crowd control effect applied to the wearer. Refreshes every 3 seconds. 
New: The wearer is immune to crowd control effects. 
Quicksilver’s value was hard to get a read on, and the timing of its refresh could make it feel useless when it was needed most. Not anymore! 
Frozen Heart 
Old: Reduces the Attack Speed of nearby enemies by 25%. 
New: Reduces the Attack Speed of nearby enemies by 40% (stacking increases the radius of this effect). 
Attack Speed drives so many gameplay dynamics in Teamfight Tactics that allowing it to get debuffed to very low levels has many knock-on effects: slower rounds, too-broad usefulness against enemy auto-attackers AND casters, etc. A radius increase will help Frozen Heart stacking remain relevant without turning TFT into NURF mode. 
Locket of the Iron Solari, Statikk Shiv, and Luden’s Echo now scale based on the wearer’s star level 
It’s OK for items to fall off in the late game after conferring an early advantage, but we’d like to be able to control this better, and we’d also like to avoid the buyer’s remorse that comes with building an item that “everyone knows” becomes unacceptably weak once the game has gone a certain length. 
Ionic Spark 
Old: Whenever an enemy casts their Ability, they take 90 true damage. 
New: Enemies within 3 hexes that cast a spell are zapped, taking magic damage equal to 200% of their max Mana. 
Ionic Spark was an indiscriminate item: it hit the whole board, so no positional play could provide an escape, and it affected all casters equally. The new version now asks players to decide how to deploy it: on the frontline, where it will help burn the enemy frontline but miss the casters in the back? Or on assassins, where it might help kill the squishy casters earlier? Also, the fact that Ionic Spark treated big and small spells the same was a little strange, so now the damage depends on the spell’s mana cost.

Thresh VFX Update


Here's Riot Sirhaian with details on the Thresh VFX Update now testing on the PBE!
"Hello everyone! 
Similar to the previous VFX updates we’ve made in the past (Ziggs, Olaf, Lux, etc), we're working on updates to the Visual Effects (VFX) of more champions whose spell effects are in need of some love. Our aim is to get their FX to current League standards and improve gameplay clarity. In Patch 10.1, we'll be releasing a VFX Update for Thresh! 
Just like the previous ones, and since these are smaller updates geared toward sprucing up some of the oldest members of the roster, they aren't in the same prioritization conversation as to how we decide who gets a VGU (where we take model, gameplay, and thematic into account too!): they do not affect any other timeline, and are simply dev passion projects. 
We're looking for feedback on his VFX changes, which should be up on the PBE soon-ish. Please try him out there —especially if you're a main— and leave us your feedback once the changes are up! 
THRESH 
VFX Update aimed at improving gameplay readability and bringing up his VFXs to today's standards, while improving his thematic feel.

Base Kit:
  • - New souls and power-up effects.
  • BA - Trails on all skins, and new hit effects.
  • Q - Made the hitbox clearer and adjusted hook position. New hit effects. New link break effect (ie. on cleanse/qss). New wind-up effect.
  • W - New Lantern missile and AOE indicator. Should be more noticeable and in-thematic. New edge indicator. Cleaned up ray of light towards Thresh. Lantern now rotates much more fluidly (no more chunky rotations, except if you're super close to it). Cleaned up overall.
  • - Added a circle indicator to show the actual hitbox. Yes, there was a circle hitbox around it. Why? How would I know. At least now it's clearly indicated. Also new indicator overall with improved thematic feel.
  • - Thematic feel improvement, and cleaned up. I kept the original pillars.
  • Idle Effects - Cleaned up and improved idle effects overall to match his actual appearance (read "match the Senna cinematic").
Skin changes:
  • All Skins: Cleaned up and matched base changes.
  • Deep Terror Thresh: Cleaned up overall, and more bubbles.
  • Championship Thresh: New Championship particles overall, and some cleanup.
  • Blood Moon Thresh: Mostly just a cleanup with some thematic improvements.
  • Dark Star Thresh: Mostly just some tweaks to match base.
  • High Noon Thresh: Mostly just some tweaks to match base.
Known things to add/fix:
  • Add BA Trails on Dark Star.
  • Add E circle indicators on Pulsefire Thresh.
  • W Lantern fire position is off on High Noon Thresh.
Please test those changes on the PBE once he's up (should be some time next week) and let us know if you have any feedback!"

ARURF, not URF? 
In a recent /dev article, we talked about why running URF was probably going to be a one-time experiment. Put simply: the results from that experiment aren't in yet. But we still want to deliver some rapid-fire fun in the meantime, and that's why we'll be turning on ARURF early next year. 
New Stuff 
The Rise of the Elements is upon us, and ARURF is no exception! The Elder Dragon no longer rules the roost, and the elemental dragons are back in force. 
Elemental dragons:
Spawn at 4 minutes Respawn after 2.5 minutes
Dragon Soul effect is doubled Have increased Max HP, increasing further as the game goes on
 
Like Summoner's Rift, Elder Dragons will appear after the Dragon Soul has been claimed, and grant the same execution buff. 
We've done another balance sweep, including new champions (hi, Aphelios!), and we'll continue to tweak ARURF the same way we do ARAM, with a goal that every champion has a winrate between 45-55%.
