Active: Neeko becomes invisible for 0.5 seconds and projects a clone that lasts 2 seconds. Neeko and the clone gain 20/25/30/35/40% movement speed for 2 seconds.
The clone in untargetable while stealthed. 

Tangle-Barbs (E)

12/11.5/11/10.5/10s Cooldown 
Neeko slings a tangle that deals 80/115/150/185/220 (+40% AP) magic damage and roots for 0.5 seconds. The last champion hit is rooted for 0.7/0.9/1.1/1.3/1.5 seconds instead. 
The tangle becomes empowered after hitting 2 enemies, growing larger, moving faster and rooting the last champion hit for 1.8/2.1/2.4/2.7/3 seconds.

Pop Blossom (R)
100 Mana
90s Cooldown 
After 1.25 seconds Neeko leaps into the air. She gains a shield that absorbs 50/80/110 (+50% AP) damage (+40/60/80 for each nearby enemy champion). Nearby enemies are slowed by 40%. 
When Neeko lands she deals 200/425/650 (130% AP) magic damage and stuns nearby enemies for 1.25 seconds. 
This ability can be prepared in secret if Neeko is disguised.

Ice King Twitch

Twitch is a bitter, hateful creature who has jealously watched the Winterlands from his frozen burrow since time immemorial. Finally driven to the surface by twisted delusions of grandeur, he now seeks to usurp the Poro King, corrupting his subjects with an ancient, icy curse.

Hextech Renekton

As is so often the way, artificers of the Hextech Renaissance pushed too far and too fast into their new science, without fully considering the possible consequences. Renekton—a half-mad monster of flesh and metal—is the result of that shortsightedness.

Loading Screen Update coming to PBE 

Here's Meddler with details on a large update for the loading screen that will be hitting the PBE soon, including  team chat, voice controls, and spell/rune tips!
"Hey folks! 
You've probably seen our Ranked 2019 video by now and saw a mockup of a part of the new loading screen. We’re happy to announce it’s coming to PBE today. We need your help testing it out and your feedback to make it better.
The loading screen is one of the oldest parts of League, and it’s one of the only places you get to show off to your team and your opponents, so we took great care in reworking it. We had a few goals in mind with these changes: 
  • Make it easier to strategize and plan with your team.
  • Make it easier to size up your opponents and teammates.
  • Clean up the visuals so it’s a little easier on the eyes. 
Here are a few highlights of the improvements you can expect to see: 
  • Team Chat - Now you'll be able to chat with your team while everyone's loading. Use this to talk about lane matchups, plan an early invade, and get coordinated with your team! No talking to your opponents though, as you can't use All Chat.
  • Voice Controls - While loading, you could ALT+Tab to control voice before, but who wants to do that? Voice controls will now be just a click away, right next to chat.
  • Spell and Rune Tooltips - No need to memorize every rune icon anymore. Now you can hover your opponents’ spells and runes to see more details about their builds right there. We also hope this is a particularly big plus for players just learning the game.
  • Click a champion to see more info - We’re introducing the “back” of the player card as a place to see more details about players and their champions. Click any player to see their honor, ranked armor or level border, and champion mastery. You’ll only be able to see your teammates’ border and icon, not your opponent’s, but you will be able to see your opponent’s champion mastery and honor.
Lots of little improvements: 
  • Your summoner name will always be shown in gold and your team will always be at the top so you’re a bit easier to find.
  • We also have a new indicator for which side of the map you’re on in the game header, since we used to communicate this with team position.
  • A new carousel will show gameplay tips, details about events, and lore tidbits with space to show images as well. If you have thoughts about what other content could go in here, let us know!
  • No more hunting around for loading info with a consolidated loading bar in the game header. 
We also heard you loud and clear that you really valued the personalization and prestige of summoner icons, so we’ve tossed the skin tier gem you may have seen in the Ranked 2019 video and put summoner icon on the front instead. 
Thank you so much for your feedback so far, and we hope you’ll give us more! We do reworks like this because we really do want to make the game better for everybody, and we listen to you to determine how those changes are working out. We’ll be looking out for your thoughts on the new loading screen and for any issues we see as it soaks on PBE. As a heads up, since this is brand new tech for loading, the possibility of crashes will be a little higher than normal, and we’ll be hunting aggressively for those to make sure the full launch is as stable as possible. Even after launch, this won’t necessarily be done. We’ll be looking for opportunities to make more improvements, and your feedback will be essential to making sure the end result is great for all players. Try it out, let us know what you think!"

Ranked changes coming to PBE for 8.24, 9.1, and 9.2!

"TL;DR: Ranked changes start rolling out to PBE today, with further changes coming to PBE in 9.1 and 9.2. We’re not testing position ranks or rewards yet, so stay tuned for those in a future patch.

Today, we’re going to start rolling out our Ranked changes to PBE, so I want to give you a rundown on what you can expect to see and what’s still coming. We’ve been talking for literal months about this stuff, and now we’ll need your help finding bugs and continuing the conversation as we approach Season 2019. 
Wait, you’re making changes to Ranked? 
Yes! Back in April, we laid out our plan to overhaul Ranked, which includes clear feedback during placements, better matchmaking, more accurate ranks, milestones and meaningful goals regardless of skill, and new rewards for deep and ongoing engagement.

Today 
First, let’s talk about what’s coming later today. We’re making a lot of changes here, so I’m bound to miss a few things. Here are the details:
Placements
  • You receive a provisional rank after one game (in future patches, only you will be able to see this)
  • For your remaining placement games, you gain bonus LP on wins and can’t lose LP
  • There are new celebrations for receiving a provisional rank and completing placements
Tiers
  • We added Iron tier and Grandmaster tier to Ranked
  • New progression: Iron > Bronze > Silver > Gold > Platinum > Diamond > Master > Grandmaster > Challenger
  • We removed All Division V ranks; there are now four divisions per tier
Ranked Armor
  • You receive ranked armor when you complete placements
  • You can equip your level border or Ranked armor in your profile—the option to do this will be enabled later this PBE cycle and you will see your level border until then
  • You can select whether to display your past rank on the banner behind your armor
  • If equipped, your ranked armor is visible on your profile, hovercard (in the friend list), party lobby, Ranked dashboard, and loading screen
UI Updates
  • We updated the end-of-game screen to give better feedback on placements, LP gains and losses, and promotion
  • We updated the ladder UI to display cutoffs for promotion and demotion between Master, Grandmaster, and Challenger
  • Your loading screen border now reflects your current rank for the queue you’re playing, but you can click the card to see your ranked armor and banner 
Coming Later
For anyone who’s keeping track, you probably noticed a few omissions: position ranks, split points, and rewards. The remaining Ranked changes will be hitting PBE in patches 9.1 and 9.2 before the season starts on January 23. 
Give us your feedback! 
Because there are fewer players on PBE and most don’t play regularly, it’s tough to test legitimacy or matchmaking quality. As a result, you probably shouldn’t expect the high stakes climb you’re used to on live. 
We still need your help testing everything going live today though, so jump in and play some games. Let us know what bugs you find and feel free to share your thoughts on any of the changes, whether it’s about system rules, UI, or art.

Nexus Blitz 2.0 on PBE

As noted, Nexus Blitz headed back to the PBE for more testing to get ready for a test run on live servers in 8.24! Changes include terrain and  layout changes, map art updates, and more!

    Nexus Blitz is back for its second run as an experimental mode, this time as part of the Snowdown festivities in Patch 8.24!  
    As you might have seen in the Nexus Blitz /dev article in October, we got a ton of feedback from players from around the world after our first test. We’ve made some big improvements, and we hope you'll enjoy playing this version throughout the holidays this year!  
    Let’s get into what those changes are:
    • Updated Map Layout - More jungle between the lanes, buffs moved around, extra jungle camp, jungle entrances moved around. Should help shake up how junglers interact with each other and the laners, but also make it easier to understand where the danger is as a laner
    • Improved Map Art - Prettier, with a little festive cheer! 
    • Events and Rewards - A couple brand new events and rewards to spice things up, and a bunch of polish!
      • Event: Prize Fight - series of speedy 2v2s and 1v1s in the center of the map. Matchups are balanced around how much gold you have.
      • Event: URF Deathmatch - Everyone has URF powers and everyone has 3 lives. Brawl until only one team remains!
      • Event: Sudden Death - Greatly improved to feel more fair and epic.
      • Event: Removed Snowball Fight
      • Reward: Battle Sled - All aboard for a wild sled ride from your base to almost anywhere on the map!
      • Reward: Statikk Shock - Your team gets chain lightning zaps on their auto attacks to mow down waves (and champions) with ease!
      • Reward: Removed Cursed Minions, Blessing of Caitlyn, Brush Stealth 
    • Telegraphed Events and More Notifications - Sometimes Nexus Blitz can get a little chaotic. These changes should help players instantly understand what’s happening (or about to happen).
    • The first event of the game now appears in champ select!
    • The game tells you which event will trigger 30 seconds before it begins.
    • Announcer VO that epically describes what’s happening!
    • Some new score meters and teamfight trackers that better fit most events!
    • Bans - It’s true! We're using the same blind 10-ban system as Ranked.
    • Balance - Tuning continues!

    Finally, here's a full changelist from Riot August, showing off new changes versus the last time Nexus Blitz tested on live servers:
    "To prove that we haven't been slacking off over the last few months, here's all the changes we've made to Nexus Blitz since it's 1.0 version. It's like we got our very own pre-season! 
    Map
    • Map art has been updated to be prettier and more polished using SR assets. (We still plan to retheme the map to something New/non-SR if the mode becomes permanent.)
    • Added a ton of announcer VO to tell you what's going on!
    • Map has been adjusted to increase jungle variance, reduce snowball, and enforce a longer laning phase
    Jungle
    • Added a new middle jungle with a gromp beween the lanes.
    • There is no longer a river and Water walking will be swapped for Scorch (the river may come back if we make NB permanent)
    • Red buff has been moved down towards top lane.
    • Blue buff has been moved into the middle jungle to encourage fights around bot lane
    • Jungle XP and gold has been decreased over game time to account for the 4th camp
    • Jungle camp damage/health/resist scaling has been reduced. This should make it easier to jungle alone as the game progresses (jungling together is still important early and still gives bonus gold/XP for the entire game)
    • Gromp no longer takes bonus damage from single target spells or when CC'd
    • Wolves still explode because it is the biologically correct thing for wolves to do.
    Lane
    • Minions now spawn slightly more often
    • Minions are worth slightly less gold and experience
    • Fixed a bug where minion global gold wasn't granted to people who were dead
    • Global gold from mionions and monsters has been slightly reduced (should help with snowball)
    • Minion late game MS has been reduced
    • Inhib towers have 50% DR until both outer towers have been destroyed
    • Added a 2nd nexus tower and decreased Nexus Tower Health
    Events
    • Time between events has been slightly normalized.
    • The first event of the game is now announced in champion select (pick Poppy)
    • The next event will be now revealed 30 seconds before it starts (instead of on event start)
    • Certain events have received updated score meters to better represent what is going on.
    • Added Arena
    • Added URF Death Match
    • Removed snowball fight
    • Push the Cart
      • Added a variant (Attack/Defend)

    PBE Bugs & Feedback Thread: VFX and SFX Updates for Mundo, Teemo, Anivia, Gragas and Renekton

    Here's Riot Sirhaian with a bugs & feedback thread for VFX and SFX updates for Dr. Mundo, Teemo, Anivia, Gragas, and Renekton that hit the PBE this cycle:
    "Hello everyone! 
    Similar to the recent Jarvan, Lee Sin, Veigar, and Vi updates, we're working on VFX and SFX updates to more champions whose spell effects are in need of some love to get to current League standards and improve gameplay clarity. 
    Anivia, Dr. Mundo, Gragas and Renekton are next in line to receive VFX and SFX updates, and and Teemo is getting VFX-only updates. We recently put out videos showing the updates to all of these characters, as well as forum posts detailing the goals and changes for each character. Based on the feedback we received from players we have already made some edits to the effects and they are Now available on PBE for you to test. 
    Please note that the changes listed in this post are only updates to address initial player feedback, and not a complete list of updates for each character. Please read the links to earlier posts below if you haven't already, as they contain the complete updates to the effects as well as any context on the changes. 
    Here are some of the changes we made after hearing your feedback: 
    Mundo

    Additional changes for 8.24: 
    All skins:
    • Q: Removed the cleaver that stays in the body of the victim, and improved the impact. Also a bit more bloody!
    • W: Refined the ability visuals. Now feels more like Mundo, while being much clearer. Also made it easier to see in colorblind mode.
    • R: Better colorblind mode visibility.
    Corporate Mundo:
    • New idle sounds.
    • Added buy/sell arrow and paper VFXs in his W/R.
    • Added paper/briefcase SFX to AA's and Q, and digital SFX added to W/R. 
    Teemo

    • BA: Non-empowered basic attacks should now be more different than empowered ones (E).

    • Added a unique sound to the R cast effect so that players can tell which spell Gragas is casting.
    • Added a brighter trail to the R barrel when in flight.
    Oktoberfest Gragas:
    • Restored missing Pretzels to E dash (missing since 2014).
    • Changed brightness of W damage reduction effect to make it more visible.
    Arctic Ops Gragas:
    • R Trail is a bit more readable.

    • Changed Bloodfury Renekton's ult to have a red decal in addition to red VFX.

    Once again, since these are smaller updates geared toward sprucing up some of the oldest members of the roster, they aren't really in the same prioritization conversation as how we decide who gets a VGU (where we take model, gameplay, and thematic into account too!).
