Z-Drive Resonance (Passive)
Every third attack, or damaging spell on the same target, deals 15 + 12 per level (.7 AP) bonus magic damage and slows it by 40/50/60/70/80% [at levels 1/6/11/16/18] for 2/2.5/3 seconds [at level 1/6/11] (cannot be triggered on the same target more than once every 3 seconds).
If the target is a champion, Ekko gains the speed for himself. 

Timewinder (Q):
60/70/80/90/100 Mana 
11/10/9/8/7 sec Cooldown 
Ekko throws a device that deals 60/75/90/105/120  (+0.2 AP) magic damage to enemies it passes through. It expands into a slowing field on the first champion hit, slowing everything inside by 32/39/46/53/60%. It then returns to him after a delay, dealing 60/85/110/135/160 (+0.6 AP) magic damage to all targets hit upon return.

Parallel Convergence (W):
30/40/50/60/70Mana
22/20/18/16/14 sec Cooldown 
Passive:Ekko's basic attacks deal bonus magic damage to enemies under 30% health equal to 5% (+1% per 45 AP) of their missing health (max 400 damage vs. minions and monsters). 
Active:After a 3 second delay, Ekko creates a short-lived chronosphere at the target location that slows enemies who enter by 40%. If Ekko enters the sphere, he will detonate it, gaining a shield that absorbs up to 150/195/240/285/330(+.8) damage for 2 seconds. Enemies caught inside are stunned for 2.25 seconds.

Phase Dive (E):
40/50/60/70/80 Mana 
15/13/11/9/7 sec Cooldown 
 Ekko dashes a short distance in the targeted direction. His next attack will deal 50/80/110/140/170 (+0.2 AP) bonus magic damage and teleport him to his target."

Chronobreak (R):
No Cost 
110/90/70 sec Cooldown 
Makes Ekko invulnerable and untargetable, and teleports him back to wherever he was 4 seconds ago. Ekko heals himself for 100/150/200 + 20/25/30% (+1% per 30 AP) of the damage taken over the last 4 seconds, and deals 200/350/500 (+1.3 AP) magic damage to all nearby enemies on arrival.

[Note: The time-clone of where he was 4 seconds ago is always visible if the R is not on cooldown. Once he uses R to port to it, the clone disappears until it is ready to use again. Enemies can see the time-clone if they have vision of him]

As you have likely heard in the voiceover video above, Ekko also has oodles of special interactions for various champions - including special taunts for Caitlyn, Dr. Mundo, Garen, Jayce, Janna, Jinx, Twitch, Urgot, Vel'Koz, Vi, Viktor, and Zilean - when purchasing certain items, when being revived by Zilean's ultimate, and when dodging Caitlyn's R using his own R.

Lore

Here is the short form in-client lore entry:

"A prodigy from the rough streets of Zaun, Ekko manipulates time to spin any situation to his advantage. Using his own invention, the Zero-Drive, he explores the branching possibilities of reality. As well as experimenting with multi-dimensional probability, Ekko spends his days running wild with the other lost children of Zaun. Though he revels in this freedom, when there's a threat to his friends, he'll endure anything to defend them. To the unknowing observer, Ekko accomplishes the impossible with ease, time and time again."

Miscellaneous 

  • Twitch's cheese is back.
  • A golden spatula has been added in the upper left part of the jungle.  Removed
  • Poro has been added to Summoner's Rift. File name is "SRU_Poro". He seems to spawn in each base if that team has a champion from Freljord on their team.
  • If you load into a game with five Pool Party skins (or Rumble in the Jungle or  Surfer Singed), a yellow rubber duck will spawn on Summoner's Rift near the bottom Middle part of river.
  • They've added a glow to the runes around Baron's pit.

'Hexakill: Twisted Treeline' (with BANS!) featured game mode  on the PBE!

Here's L4T3NCY with  heads up on  the return of  Hexakill: Twisted Treeline, which is now back on the PBE for testing and now includes a ban phase!
"Hi everyone! ^.^/ 
It’s about that time again and we’re bringing back another of our tried and true modes, Hexakill: Twisted Treeline! This time around we’ve included one important addition; BANS!We heard you guys last time, so we’ve gone and squeezed bans into our Hexakill champion select screen. This is also a good test for us to see how efficiently we can resurrect old modes (it varies wildly from mode-to-mode, but you gotta start somewhere). 
Some design notes: 
-- Let us know what you think of the bans readability in the Hexakill champion select screen.
-- Obviously if any bugs, etc come up, let us know in this thread!"




Hide Eye Candy Menu Option

Here's Riot JxE with information on the new Hide Eye Candy menu option:


"Hey all, 
Recently we added an option to the Game tab in the menu called "Hide Eye Candy". Some of our more competitive players requested the the option to hide some of the less subtle movement on Summoner's Rift. We added the option to disable things like butterfiles, dragonfiles and the water wakes to help competitive players focus on what they care about, the gameplay. 
The next PBE deploy should have the hook ups enabled. Let us know if we missed anything that should've been added and if you have any other feedback regarding this new option.

Balance Changes

* Remember *: The PBE is a testing grounds for new, tentative, and sometimes radical changes. The changes you see below may be lacking context or other accompanying changes that didn't make it in - don't freak out! These are not official notes.

Champions

Akali
  • Shadow Dance (R) pass through range is now 100-200 from 150-200. If a target is marked with Akali's Q, you will only pass through half the distance (50-100). 
  • [Note: Here's ricklessabandon with context tweets on these:
[1] "the akali changes are that the distance caps are down by 50 at both ends (i.e., 100-200 now) and are reduced by 50% vs mota targets "
[2] "so, if you mark someone with q you go 50-100 units behind based on distance (whereas before it would be 150-250 vs mota targets)"]

Cassiopeia
  • Aspect of the Serpent (Passive) 100 stack bonus' Twin Fang heal AP ratio reduced to .06 from .1
  • Twin Fang (E) mana restore on kill reduced 1.5%from 3% of maximum mana. 

Jinx 
  • Switcheroo (Q)
    • Minigun speed reduced to 30/40/50/60/70% from 30/55/80/105/130% but now scales up 0 / 2 / 4 / 6 / 8 / 10 / 15 / 20 / 25 / 30 / 35 / 40 / 45 / 50 / 55 / 60 / 65 / 70% additional based on level.

Karma

  • Gathering Fire (passive)
  • CD refund on spell hit increased to 2/2.5/3 at level 1/7/13 from 2 at all levels.
  • CD refund on basic attack increased to 1/1.25/1.5 at level 1/7/13 from 1 at all levels
  • Focused Resolve (W)
  •  AP ratio increased to 90% from 60%
  •  Can now target monsters in addition to champions
  • Renewal (R+W)
  • No longer adds 75/150/225/300 (+60% AP) additional damage
  • New Effect: If link is not broken increases root duration by .5/.75/1/1.25 seconds.
  • Inspire (E)
  • Cooldown lowered to 10/9.5/9/8.5/8 seconds from 10 seconds at all ranks
  • Mana cost lowered to 60/65/70/75/80 from 60/70/80/90/100.
  • Shield amount decreased to 80/110/140/170/200 from 80/120/160/200/240
Defiance (R+E)
  • No longer deals 60/140/220/300 (+60% AP) damage
  • Now increases primary shield by 30/90/150/210 (+30% AP)
  • AoE shield amount increased to 50% of the primary target's shield from 30/70/100/150

  • Zenith Blade (E) [seems missile width lowered to 70 from 90.]

Lulu
  • Base Mana regen per second increased to 1.7 from 1.2

  • [Notericklessabandon noted on Twitter: "yup! trying out +2.5 mp5 at level one and being -almost- the same at 18. goal is to help lane for lulu, especially as support."

Rek'Sai
  • Base HP lowered to 570 from 611.2

Ryze

  • Arcane Mastery (Passive) duration now 6 seconds from 3 seconds up to 4/5/6 based on R rank.
  • Overload (Q) damage increased to 65/95/125/155/185 from 65/90/115/140/165
  • Desperate Power (R) duration increased to 6 seconds at all ranks from 4/5/6

Sejuani
  • Flail of the Northern Winds (W) % of target's Max HP on initial hit lowered to 4/4.5/5/5.5/6% from 4/5.5/7/8.5/10%
  • Flail of the Northern Winds (W) swing AoE damage bonus health scaling down to 4/5/6/7/8% from 4/6/8/10/12% Reverted


Taric
  • Imbue (Q) mana cost lowered to 60/70/80/90/100 from 60/80/100/120/140

Zed
  • Death Mark (R) tooltip now shows "After 1 second Zed can reactivate Death Mark, causing Zed to switch positions with this shadow." [Tooltip only, this is part of the change from 5.9

Abyssal Scepter [REVERTED BACK TO LIVE AS OF 5/21 PBE UPDATE. Will not be going out in 5.10]
  • Abyssal Scepter has been reworked this cycle.

Ancient Coin
  •  Unique Passive - Favor now grants 3 gold  per nearby minion death from 2 gold.


Ardent Censer
  • Heals and shields on another unit now grant [15% attack speed and 30 magic damage on hit for 6 seconds] from [25% attack speed for 6 seconds.]

Banner of Command
  • Unique Active Promote's  range was increased to 1200 from 1000. 

Blade of the Ruined King
  • Active Range increased to 550 from 450.

Bilgewater Cutlass
  • Active range increased to 550 from 450

Mandrake Ward
  • [The highly experimental is gone again.]

Nomad's Medallion
  • Unique passive - Favor now grants 4 gold and 10 health per nearby minion death up from 3 gold and 5 health
  • Mana regen increased to 50% from 25%

Talisman of Ascension
  • Unique Passive - Favor now grants 4 gold per nearby minion death from 3
  • Unique Active cooldown reduced to 40 seconds from 60 seconds.



Mastery

Bandit
  • Changed from "Melee - Grants +15 Gold on champion kill or assist Ranged - Grants +3 Gold each time an enemy champion is attacked. This cannot trigger on the same champion more than once every 5 seconds" to "Grants +3 Gold (+8 Gold on Melee champion) each time an enemy champion is attacked. This cannot trigger on the same champion more than once every 5 seconds"

    **Expanded Mind
    • Swapped places in Utility Tree with Meditation
    • Changed from "+2/3.5/5% increased maximum Mana to "+25/50/75 Mana" 

    **Meditation 
    • Swapped places in Utility Tree with Expanded Mind
    • Changed from "+1/2/3 Mana Regen per 5 seconds" to  "Restore 0.5/1.0/1.5% of missing Mana every 5 seconds" 

    Intelligence
    •  Changed from"+2/3.5/5% Cooldown Reduction and reduces the cooldown of Activated Items by 4/7/10%" to "+2/3.5/5% Cooldown Reduction and reduces the cooldown of Activated Items by 8/14/20%"

    Inspiration
    • Changed from "+5/10 Experience every 10 seconds while near a higher level allied champion" to "+10/20 Experience every 10 seconds while near a higher level allied champion"

    Wanderer
    •  Changed from "+5% Movement Speed out of combat" TO "+20 Movement Speed out of combat"

    Summoner Spells

    Mark/Dash
    • Cooldown increased to 40 from 20
    • Range lowered to 1600  from 2500.
    • Total Damage is now split 50/50 instead of 25/75. Total damage still 20 + 10 per level.

    Reverted Changes

    Twisted Treeline

    [NOTE: Several Twisted Treeline changes were pushed in the initial update this cycle, including adjustments to health and damage of most of the 3v3 map's jungle creeps, adjustments to Vilemaw's HP, turret changes, death timer changes, xp curve changes, specific mode item changes, and more. Riot JxE has noted that they went out early and are not planned for 5.10. They  are now all REVERTED and the map is back to live status.]


    New loading screens
    [NOTE: These new loading screens are a part of the map changes that went out earlier then intended and will not be released in 5.10. The second PBE deploy of 5/13 REMOVED them from the build but I'll leave them down here for the sake of visibility.

    To join the new Summoner's Rift and Howling Abyss loading screens from previous patches, Twisted Treeline and Crystal Scar have new loading screen backgrounds.

    Twisted Treeline & Crystal Scar

    The Advanced tutorial also has a new loading screen, using the Vi & Ahri vs Blue Sentinel art.
