Thresh VFX Update

As noted by Riot Sirhaian, Thresh's VFX update is now on the PBE for testing!

ARURF Available for Testing

Here's Riot Popc0rner with details on ARURF back for testing on the PBE:
"Hi folks! We've enabled ARURF for testing on PBE!
ARURF, not URF?
In a recent /dev article, we talked about why running URF was probably going to be a one-time experiment. Put simply: the results from that experiment aren't in yet. But we still want to deliver some rapid-fire fun in the meantime, and that's why we'll be turning on ARURF early next year.
New Stuff
The Rise of the Elements is upon us, and ARURF is no exception! The Elder Dragon no longer rules the roost, and the elemental dragons are back in force.
Elemental dragons:
Spawn at 4 minutes Respawn after 2.5 minutes
Dragon Soul effect is doubled Have increased Max HP, increasing further as the game goes on
Like Summoner's Rift, Elder Dragons will appear after the Dragon Soul has been claimed, and grant the same execution buff.
We've done another balance sweep, including new champions (hi, Aphelios!), and we'll continue to tweak ARURF the same way we do ARAM, with a goal that every champion has a winrate between 45-55%.
ARURF is enabled on the PBE now, so hop on and let us know what you think!

Context & Notes

1) Riot Scruffy noted details on the upcoming 9.24b patch:
[1] "Patch 9.24b preview - this is a micropatch meant to tune preseason systems and a few champs before the holidays."
[2] Should be coming roughly mid week.
2) Playtest Penguin and Riot PhRoXzOn noted changes to Sylas's passive coming to the PBE soon:
[1] "Sylas players on PBE -- Sylas' passive was not correct giving him the attack speed it was supposed to grant him on this iteration for testing. I let @RiotPhRoXzOn know so hopefully it'll be fixed for the next PBE deploy (Should be tomorrow but I'm unsure of PBE deploy schedules)"
[2] "Super sorry everyone, sylas attack speed while he has passive stacks was not functioning, so he should feel a lot better to play when it's fixed. It will miss pbe deploy today but should make pbe deploy tomorrow barring any unforseen issues. We know everyone's super sad about the attack resets being removed but we're hoping that this version will retain the feel of his passive flow, while bringing up his accessibility floor."
