New Champion - Seraphine

Our newest champion, Seraphine, is now on the PBE for testing! Before we get into the full details, here's Riot Jag with a bugs and feedback thread for Seraphine!

Seraphine, League's Starry-Eyed Songstress, is taking the stage and will be available on PBE starting today! She'll officially launch to Live in two weeks, and the team is looking to collect feedback and fix any major bugs that are discovered by PBE players. Abilities

Stage Presence (Passive)
Every third basic ability that Seraphine casts will echo, automatically casting a second time.  
Additionally, Seraphine draws inspiration from the music within her allies, creating a Note for each newrby ally whenever she casts an ability. For each Note, Seraphine's Attacks gain Attack Range and deal an additional 5-20 (+7.5% AP) magic damage and consume the Notes. 
Notes deal 95% damage of the previous one to non-minions.
Notes deal 300% damage to minions.

Seraphine projects a pure note, dealing 55/65/75/85/95 (+55% AP) magic damage, increased by the target's missing Health percentage up to [150%] damage below 25% Health.

Seraphine spurs her nearby allied champions in song, granting herself 20 (+0.04% per 100 AP)% decaying Move Speed, her allies 8 (+0.016% per 100 AP)% Move Speed, and everyone 60-120 (+30% AP) Shield for 2.5 seconds. 
If Seraphine is already Shielded, she calls out to her allies to join her, restoring 5 (+1.125% per 100 AP)% missing Health to them per nearby ally champion after a 2.5 second delay.

Seraphine unleashes a heavy soundwave, dealing 60/85/110/135/160 (+35% AP) Magic Damage to enemies in a line and Slowing them by 99% for 1 second. 
Enemies that are already Slowed are Rooted instead, and Immobilized enemies are Stunned. 
Deals 60/70/80/90/100% damage against minions.

Encore (R)
160/140/120s Cooldown

Seraphine takes the stage, projecting a captivating force that Charms for 1.25/1.5/1.75 seconds and deals 150/200/250 (+60% AP) magic damage. 
Any champions struck (including allies) become part of the performance, extending the range of this ability. Allied champions gain maximum Notes.

Continued Preseason 2021 Testing

The end of season is fast approaching and with that comes Preseason 2021! As stated in previous dev blogs, there will be a large item & shop overhaul that will be testing on the PBE for an extended length of time (six weeks).

First up, here's the latest from Riot Scruffy on the Preseason changes:
"Preseason is back on PBE today, there are lots of changes and more coming soon.  
-Stat filters in the shop 
-Many buffs and nerfs (eclipse we see u) 
-New support mythics 
-A million bug fixes  
Get back in there and enjoy, thank you again for all of the experimenting and feedback!"

He also noted new Item icons:

Preseason Items and Systems Update 

"Hey everyone, The massive item system overhaul is coming to PBE. This is the thread for all feedback related to:

ARAM Preseason Adjustments

Here's Riot Lowbo with a thread on ARAM changes that are now testing alongside the Preseason Item changes:

[1] "Hello everybody! Now that PBE is back with Preseason content, ARAM is enabled, along with the changes we made to accommodate the new item system. Going to first post the changes, and then the reasoning behind them. Most visible are the Guardian items:"

[2] The biggest thing is that they will count as a Legendary for your Mythic passive, allowing you to engage with that system earlier. In addition, they've been made more efficient - more stats for the same money, and they sell for 70% of cost rather than 40%
[3] With the Guardian items becoming so efficient, we wanted to make sure that all champions felt like there was one that was a good investment. So, we added health regen to Orb if you're a manaless champion, and we added Guardian's Blade for AD caster types.
[4] In addition, many of the sources of gold income are increased from before - nearby minion deaths grant 6 gold rather than 5, and kills and ambient gold are increased by 10%. These numbers are subject to tuning and could change before release.
[5] We made these changes because, in playtests, we felt that games were ending (or becoming decided) before players' builds came online. We think the Mythic items are really exciting, so we want to give ARAM players a chance to really engage with that system!
[6] In addition, we like that Guardian items now give a solid core of stats, making most champions feel a lot better. They also allow players to delay committing to a Mythic until getting a chance to feel out the game. Or, they can rush a mythic and then get a big stat boost cheaply!
[7] We've been really enjoying playtesting ARAM with these changes, and I hope y'all will to. Happy to discuss anybody's feedback, questions, or comments!

Here's Riot Lowbo with more Preseason ARAM changes now testing on the PBE:

Hello once again! We have some more ARAM changes for preseason coming to PBE. Once again, going to list the changes and then the goals for the changes. 
First, the little one. Alternating cannon waves removed. This was an unsuccessful experiment that stayed far too long. 
Second, the bigger one. Oracle's Extract removed. Instead, each cannon and super minion will have one charge of Umbral Glaive's Blackout passive, with some modifications to suit ARAM. (900 unit detection range, and traps stay visible for 4 seconds rather than 2 once detected) 
The chief problem we're trying to solve is that invisibility and trap champions, especially Teemo, have vastly different power levels depending on if their opponents know to buy Oracle's Extract. This makes them really hard to balance! Teemo has an 8.5% lower winrate in high MMR. 
In addition, Oracle's Extract detects invisibility, which is normally undetectable in Summoner's Rift. That means that some champions have core defensive abilities that can be irrelevant in ARAM if their opponents have the extract activated. 
Finally, Extract is power that feels bad on all sides. It feels bad to have to spend 300 gold to deal with Teemo, and it feels bad for Teemo to have his traps made totally irrelevant. We're hoping that this change opens up more fun play and counterplay for both sides. 
We understand that this will likely have unpredictable impacts to the power levels of invis/trap champions, so we're going to ship it with preseason which will shake things up anyway. We're going to be paying closer attention to ARAM balance in the following patches. 
Anyway, this change should be on PBE for testing today! I'll try to get some games in to see how the game is feeling. As always, happy to discuss any questions or comments y'all have on these changes and the goals for them."

"Hello everyone!

We've made some adjustments to ARAM to accommodate the new item system.

Changes:
  • Guardian items count as Legendary items for Mythic passives
  • Guardian item efficiency increased
  • Guardian items sell for 70% of cost rather than 40%
  • Guardian's Orb now grants health regen to manaless champions
  • Guardian's Blade, with health, AD, and Ability Haste, added
  • Nearby minion deaths grant 6 gold rather than 5
  • Passive income and kill gold up 10%
Goals:
  • Allow players to engage with the Mythic item system and get farther into their builds before games are decided
  • Let players delay committing to a Mythic, if desired, until they get a chance to feel out the game
  • All champions should have a Guardian's item they feel good about building
  • Players don't feel bad delaying their build by buying a Guardian item
