Coven Morgana

1820 RP / Legendary

10.8 Player Damage and Streak Adjustments coming to PBE!

"Hi friends, 
Wanted to get ahead of the ball here since y'all will be seeing the changes on PBE tomorrow. After monitoring and playing 10.6, we definitely agreed that there were some tunings that were off with these 2 systems changes that we introduced with Galaxies. So let me list out the problems and approach we're taking to hopefully resolve it. 
1) Late / end-game compositions are too consistently attainable without enough risk 
Although several of the 5 cost units were indeed too strong in 10.6, both the amount of gold we injected into the game economy combined with the player damage adjustments were strong contributors to the "Rebel" meta we saw in 10.6. Specifically, greedily loss-streaking is paying out too well while not being nearly as risky as it ought to be. 
2) The game flow of TFT has become a bit too predictable 
Because the player damage contribution had been shifted largely into the Base Damage per Stage, it has made it very predictable when the first player will be eliminated and when the final Top 2 fight will generally end. This isn't all bad - we think the general flow and overall game time are in a good spot, but it's definitely not perfect. We want more room for games to sometimes end faster than usual due to a strong hyperroll player taking over the game, and also on the other end of the spectrum 2 late-game titans duking it out for a good amount of rounds before one comes out the victor. 
1) We are moving more of the Player Damage back into the Surviving Units of a combat
Player Damage
  • Base Damage per Stage: 0/3/4/5/10/15/20 >>> 0/1/1/2/5/10/15
  • Damage from Surviving Units: 1/2/3/4/5/6/7/8/9/10... >>> 2/4/6/8/10/11/12/13/14/15... 
This should ideally make it more punishing for players who are purposely loss-streaking / open-forting as they risk being eliminated before 4-7. Loss-streaking should still be a strategy and especially a fallback for players who get unlucky early shop rolls or are struggling to settle on a composition, but players in this scenario should be actively trying to lose by small margins rather than happily full-on open-forting. 
2) Streaks gold values are being reduced 
  • Old
    • 2 wins = +1g
    • 3 wins = +2g
    • 4+ wins = +3g
  • New
    • 2-3 wins = +1g
    • 4 wins = +2g
    • 5+ wins = +3g 
Though we do like that players are now strategizing around streaks much more closely (especially relative to Interest), it has injected a lot into the economy and also leaves players who are ping-ponging between wins and losses a bit too far behind the curve. We're being cautious here because we still want everyone to care about streaks, because they should matter. If there continues to be too much gold in the system, we will likely look to drain either more from here or even other sources of income. 
All of the above numbers are obviously subject to change, especially as we head into the PBE testing phase. Let me know your thoughts on this, and hopefully will see some of you on PBE to play some games on 10.8!"

Balance Changes

NOTE*: The PBE is a testing grounds for new, tentative, & potentially experimental changes. Be aware that what you see below may be relative to other changes from earlier this cycle! These are not official notes and may be incomplete.

  • Stat level up changed from [3-18% bonus armor penetration] to [2-12 Lethality
  • Q abilities champ level scale up changed from [level 1-9] to [level 1-13]
    • "Level 13 is same power as old level 9"

  • Ranger's Focus (Q) bonus attack speed increased from 20/25/30/35/40% to 20/30/40/50/60%

  • Hate Spike (Q) lasher and spike damage increased from 25/30/35/40/45 to 30/35/40/45/50

  • Base armor lowered from 23 to 21
  • Rend (E) slow lowered from 25/30/35/40/45% to 10/18/26/34/42%

Master Yi

  • Highlander (R) attack speed lowered from 30/55/80% to 25/45/65%

  • Command: Dissonance (W) movement speed & slow increased from 20/25/30/35/40% to 30/35/40/45/50%
  • Command: Protect (E) shield AP ratio increased from 40% to 50%

  • Base HP increased from 570.48 to 575
  • Base Damage increased from 55.04 to 56
  • Base armor increased from 21.552 to 22
  • Overload (Q) movement speed when consuming 2 runes increased from 20/25/30/35/40% to 28/32/36/40/44%

  • Absolution (Passive) soul spawn rate on minions Senna doesn't kill lowered from 25% to 22%

  • Haymaker (W) damage lowered from 90/120/150/180/210 to 80/105/130/155/180

  • Base mana increased from 375 to 425
  • Starcall (Q) mana cost lowered from 60/65/70/75/80 to 45/50/55/60/65

  • Explosive Charge (E) bonus AD ratio increased from 50/70/90/110/130% to 50/75/100/125/150%

  • Disdain (E) 
    • stun duration increased from 1 to 1.5
    • Bugfix: now properly gets movement speed on dash
  • Fear Beyond Death (R) cooldown lowered from 120/95/70 to 100/85/70

  • Chain of Corruption (R) cooldown increased from 110/90/70 to 130/100/70

  • Bladecaller (E) damage falloff per feather hit lowered from 10% to 5%

Jungle Personal Power
  • Jungle camp XP increased by 10% at lvl 9+
  • Early game Homeguard on death: 50% movement speed decaying over 5 seconds
  • Shared kill XP reduced by 20% (lvl 1-6), reduced by 10% (lvl 7-8)
  • Solo kill XP increased by 20% (lvl 1-6), increased by 10% (lvl 7-8)

Jungle Items 
  • [New effect] "This item's healing will be amplified by 50% when under 30% Health." 
    • Includes:
      • Hunter's Talisman
      • Hunter's Machete
      • Stalker's Blade
      • Skirmisher's Sabre

TFT Changes

  • 4 champ healing increased from 30% to 40%
  • 6 champ healing increased from 60% to 75%

  • [New] 6 champ bonus: 125% bonus Attack Speed, refreshed on takedown.

  • [New] 6 Champ bonus: 45% Maximum Health Shield

  • [New] 9 champ bonus: 350 Shield & 15% Damage

  • [New] 9 champ bonus: 100% chance to trigger

Dark Star
  • [New] 9 champ bonus: +45 Attack Damage and Spell Power

  • 4 Champ Spell power increased from 40% to 45%
  • [New] 8 champ bonus: +125% Spell power

Space Pirate
  • 4 champ chance for component item drop increased from 15% to 20%

  • 6 champ bonus:
    • health lowered from 800 to 750
    • AD lowered from 80 to 75

New Unit: Xerath
  • Tier 5

  • Ability: Abyssal Bombardment
    • "Xerath transforms, summoning meteors to strike random foes in place of his normal attacks for 6/8/45 seconds. Meteors deal 350/450/2500 magic damage upon impact and if they kill their target, all adjacent enemies take [50% base] magic damage and are stunned for 1.5 seconds."

  • Ability damage increased from 250/450/2000 to 300/500/4000

  • Ability duration increased from 2.5/3/4 to 2.5/3/5

  • Ability heal increased from 350/500/2000 to 375/550/20000

  • Ability damage increased from 150/225/400 to 200/275/400
  • Stun duration increased from 2/2.5/3 to 2/2.5/4

Master Yi
  • Heal per second increased from 8/10/15% to 10/12/15%
  • True damage increased from 75/100/200 to 100/150/250

  • Stun duration lowered from 1.5/2/2.5 to 1/1.5/2

  • Ability damage increased from 250/325/400% to 300/325/350%

  • Ability damage increased from 700/1000/1800 to 750/1500/3000
