10/20 PBE Update: Loot Assets & Tentative Balance Changes

The PBE has been updated! As we continue the 10.22 PBE cycle, today's patch includes new loot assets & tentative balance changes!

Balance Changes

  • Mana lowered from 287.2 to 285
  • Mana per level increased from 40 to 60
  • Base health increased from 613.12 to 615

  • Mana lowered from 272.2 to 270
  • Mana per level increased from 40 to 60
  • MP5 lowered from 7.206 to 7.2

  • Ethereal Chains (E)
    • mana cost lowered from 70 to 50
    • base damage increased from 40/60/80/100/120 to 50/70/90/110/130
    • delayed damage increased from 70/110/150/190/230 to 80/120/160/200/240

  • Base HP increased from 574.2 to 575
  • Mana lowered from 282.2 to 280

  • Living Forge (Passive)

Context & Notes

1) Riot Scruffy tweeted Patch 10.22 balance changelists:
"10.22 Patch Preview with full changes. Not 100% locked but pretty close."

"Just to confirm (you may have already seen on PBE) - we’re pulling the tenacity affecting knockups change from this preseason  
We may come back to it in the future, but with all of the item changes we didn’t want to do this too and not have the bandwidth for appropriate follow up"

He added a look at upcoming items changes:

"Preseason PBE update - we're doing significant tuning passes across all of the items  
Here are two upcoming iterations after our audit of:  
-Assassin Mythic damage 
-Sources of Shreds, % Pen, and overall effectiveness of countering resists"
2) Riot Phlox noted Ornn changes in testing on the PBE:
"Put an experimental change to Ornn for preseason on PBE. Now every time he upgrades any mythic to a masterwork his passive Armor/MR amp increases by 5% (10% without upgrades, same as live)"

3) Here's Riot Lowbo with more Preseason ARAM changes now testing on the PBE:

Hello once again! We have some more ARAM changes for preseason coming to PBE. Once again, going to list the changes and then the goals for the changes. 
First, the little one. Alternating cannon waves removed. This was an unsuccessful experiment that stayed far too long. 
Second, the bigger one. Oracle's Extract removed. Instead, each cannon and super minion will have one charge of Umbral Glaive's Blackout passive, with some modifications to suit ARAM. (900 unit detection range, and traps stay visible for 4 seconds rather than 2 once detected) 
The chief problem we're trying to solve is that invisibility and trap champions, especially Teemo, have vastly different power levels depending on if their opponents know to buy Oracle's Extract. This makes them really hard to balance! Teemo has an 8.5% lower winrate in high MMR. 
In addition, Oracle's Extract detects invisibility, which is normally undetectable in Summoner's Rift. That means that some champions have core defensive abilities that can be irrelevant in ARAM if their opponents have the extract activated. 
Finally, Extract is power that feels bad on all sides. It feels bad to have to spend 300 gold to deal with Teemo, and it feels bad for Teemo to have his traps made totally irrelevant. We're hoping that this change opens up more fun play and counterplay for both sides. 
We understand that this will likely have unpredictable impacts to the power levels of invis/trap champions, so we're going to ship it with preseason which will shake things up anyway. We're going to be paying closer attention to ARAM balance in the following patches. 
Anyway, this change should be on PBE for testing today! I'll try to get some games in to see how the game is feeling. As always, happy to discuss any questions or comments y'all have on these changes and the goals for them."

 4) Riot Katana provided a list of updates made to the K/DA ALL OUT Skins this cycle:

"We've read all your thoughts and feedback over the past week and made some changes. We can't always take every suggestion, needing to balance between differing opinions and what's possible during the PBE window but hope these updates will feel good!"
