Below you will find a comprehensive list of new content, balance changes, and whatever else  is included in the current PBE cycle! Be aware that these changes are extremely tentative, there is a possibility that things you see below will be changed or even reverted prior to the live patch.

New Chroma

We have oodles of new chroma in the 6.19 cycle - 31 chroma in total, 8 for Battle Bunny RivenDebonair Ezreal, and Mecha Malphite  +  7 for Lunar Goddess Diana.

New Splash Art

Similar to the previous art updates for SionTristana, etc, this cycle includes updated skin splash arts for both Nightraven Fiora and Royal Guard Fiora!

As a reminder, these are part of an on-going project to updated skin splash arts for champions who previously received a champion update but did not have new splash arts at the time. Modern champion updates - starting with Poppy - include new skin splash arts with the update. Next up should be Twitch followed by Karma according to recent discussion by Reav3.

New Esports Summoner Icons

Several new new 2016 World Championship summoner icons were added this cycle, these two colors are the "first tier" and "second tier" of the upcoming 2016 WC icons. The third"final tier" and most decorated versions of these icons were added originally in the 6.18 PBE cycle.

There are 17 icons total for each tier, 16 for each of the qualified teams and one generic 2016 WC icon.


World Championship 2016 - Summoner Icon Emotes

Assets for the first two tiers of the special esports team in-game emotes attached to the 2016 World Championship icons have been added this cycle!

Here's an example of the first and second tier emote images for TSM and SKT:

As a reminder, the new summoner icons will have three different tiers that players can upgrade too, each upgrade changing the appearance of the icon & emote and the last one changing appearance and adding in a special recall particle. Details here. These icons will be available for all 16 of the 2016 WC teams.

All Random URF for the RGM queue now live for testing on the PBE 

All Random Ultra Rapid Fire is now on the PBE for RGMQ testing!
Here's L4T3NCY with information on All Random URF's PBE testing debut:
"Heya guys ^_^/ 
All Random URF is now live on PBE for testing. Here's some notes on stuff we'd like you guys to check out. 
Randomisation:
ARURF uses the same selection mechanism as ARAM. If anyone isn't sure how ARAM's random work either, I'll detail below here: 
ARAM's RNG is true random from the champions you own + the free weekly rotation champs. There is no weighting on any groups or champs whatsoever. When using a reroll, you obviously can't reroll a champ that someone on your team already has, so the system randoms again from your remaining pool (you are also guaranteed to not reroll the exact same champion again, so your pool is technically n-1). Rerolled champs go back into the available pool for everyone else to random if they use any subsequent rerolls. 
Rerolls:
Shared with ARAM for this first version, but we'll increase the cadence that rerolls are earned at for the weekend ARURF is live. 
Champ Mastery:
Champ Mastery should be good to go, same as all other RGM modes. 
Dodge timers:
Have been increased 20mins and 45mins for 1st and 2nd dodges respectively. I mean, the word "random" is in the mode's name. Be prepared to play whatever the dice rolls at you here. :) 
Champ bugfixes:
The following champs have been updated since last time.

Yorick
Ryze 
Have also seen a lot of chatter around ARURF being aimed at "balancing URF". This is not accurate. The pick type will have no impact on the relative strength of champions once in game . EG: If you random URF Yasuo and get into the game, he's not going to be any stronger than usual. He's still URF Yasuo. :( We are however hoping to see a more diverse selection of champions played. 
As a general rule, we don't balance RGM modes. If you're interested in our philosophy on not heavily balancing RGM modes, I have extra details here.

New Hextech Crafting Assets

Several esports & World Championship themed assets have been added for Hextech Crafting and loot - presumably these are for another sort of crafting promotion or type of chest related to Worlds. Stay tuned for more information.


In addition to the two assets above, there are also assets for the various 2016 WC team summoner icons.

Miscellaneous 

  • Ascension is was up for testing on the PBE for RGMQ testing during this cycle. No big changes testing, PBE thread here. [Disabled 9/12]
  • [Looks like they added new AIR client store version's of the LCU Alpha's updated rune images. They are not visible in the shop or anywhere else yet.]
   

Balance Changes

Remember *: The PBE is a testing grounds for new, tentative, and sometimes radical or experimental changes. Be aware that what you see below may be lacking context or other changes that didn't make it in or were implemented in an earlier patch this cycle! These are not official notes.

General
  • Can now right click sell items.*
  • Can now ping items to show how much more you need to purchase.
  • Change for the "HP snap back" when undoing a purchase in shop.**
    • Reinboom - "Finally have a change to the annoying "undo snaps your health back" problem. Has been on the PBE since last week, so should be next patch.." & "Specifically, the change reapplies fountain healing based on your max health (post undo) for the "time lost"."

Anivia
  • Q/E/R - The earlier "ICY" and "CHILLING" changes have been REVERTED .
  • Frostbite (E) damage lowered to 50/75/100/125/150 from 55/85/115/145/175

Aurelion Sol
[NOTE:  Context from Meddler available here.]
  • Center of the Universe (Passive): damage increased to 20-130 from 20-97
  • Celestial Expansion (W) 
    • Passive's star base damage lowered to 5/10/15/20/25 from 10/20/30/40/50
    • Mana cost per second changed to 22/24/26/28/30 from 16/22/28/34/40
  • Comet of Legend (E):
    • "Escape Velocity removed, can now be cast any time out of combat. Goes on short cooldown when taking champion/tower damage."**
    • "Can no longer click to cancel, only cancelled with E recast"**
    • "Now Casts immediately, even if outside the cast range."**

Cassiopeia
  • Twin Fang (E) healing now based on level [5- 22] instead of flat 5/10/15/20/25 based on rank.
    •   Heal value is 5 at lvl 1 plus 1 per lvl, up to 22 at level 18. 

Cho'Gath
  • Feral Scream (W) [ all changes REVERTED. - W CD, silence duration, & target changes.]

Corki
  • Attack growth increased to 3.5 from 2.5

Dr. Mundo
  • Masochism (E) 
    • Cooldown lowered to 6 seconds from 7 seconds
    •  Attack damage increase based on % of missing health increased to .3/.5/.7/.9/1.1 from .2/.4/.6/.8/1

Kled
  • Skaarl, the Cowardly Lizard (Passive) dismounted basic attack damage to minions/monsters increased to 100% from 80% 
    • [NOTE: Reduced AA damage while dismounted to champions still 80%]
  • Chaaaaaaaaaarge!!! (R) Range lowered to 3500/4000/4500 from 5000

Kog'Maw
[CONTEXT.]
  • Base attack speed increased to .665 from .625**
  • Attack speed growth lowered to 2.65 from 3.5
  • Caustic Spittle (Q):
    • [new effect] Passive added -  "Kog'Maw gains 15/20/25/30/35% bonus attack speed."
  • Bio-Arcane Barrage (W):
    • Cooldown increased to 17 from 13/11.5/10/8.5/7
    • Ability changed - now "For 8 seconds, Kog'Maw's basic attacks gain 130/150/170/190/210 range and deal 2/3/4/5/6% (+1% per 100 AP) of the target's maximum health as bonus magic damage."

Singed
  • Poison Trail (Q) damage now ticks 4 times a second from 1 time a secon, damage unchanged.**

Soraka
  • Astral Infusion (W) cooldown changed to 8/6.5/5/3.5/2 from 4/3.5/3/2.5/2

Twitch
  • Ambush (Q) attack speed bonus after leaving stealth lowered to 30/35/40/45/50% from 30/40/50/60/70%

Udyr
  • Phoenix Stance (R) :
    • Persistent effect damage increased to 40/80/120/160/200 from 25/60/95/130/165
    • Activation Duration lowered to 4 seconds from 5 seconds.

The following content has been testing on the PBE but will not be going to live in the patch.

9/8 PBE LCU Alpha Update

An update has been pushed to the PBE LCU Alpha!

As previously mentioned, Loot is now up on the PBE LCU Alpha for testing!
 
New menu options for SFX changes and block list.
  • Custom games are enabled on the PBE LCU Alpha but unfortunately the lobbies aren't launching yet. In the meantime, enjoy the screenshot:


August 29th PBE LCU Alpha Update

Patch also pushed to the PBE's LCU Alpha!

Following normal drafts, Ranked Draft has been enabled for testing on the PBE LCU Alpha!
A ranked tab has been added to the profile page - you can look over the various leagues and ladders.
 
Yorick ban quote also added:  - "It's your funeral."
