Below you will find a comprehensive list of new content, balance changes, and whatever else  is included in the current PBE cycle! Be aware that these changes are extremely tentative, there is a possibility that things you see below will be changed or even reverted prior to the live patch.

"Calling all riverboat captains and friends of nautical adventures! 
Tahm Kench, the River King, is about to hit PBE! I am the champion designer who worked on him and I'll be here to field your questions. First off, a little context: 
We initially designed Tahm Kench as a top lane tank and we believe he still functions well in this role, but his support play probably eclipses all other roles. Because ally devour is so particularly powerful when used on a strong but fragile ally, playing him in the role where he can do that from level 1 just makes the most sense. That said, a top Tahm who gets ahead can affect other lanes in a unique way: waddle down into river to "ward", pick up your jungler, teleport mid--and suddenly the enemy mid laner finds himself in a 1v3 tower dive. Fun times! 
We're still fixing bugs, but anything you report now will be massively valuable to us. As always, videos are best; screenshots (preferably also a screenshot with the scoreboard open) are also great, and a description of exactly what happened in which order is super useful as well. 
One bug I'm aware of that'll be fixed with our next deploy is that Devour sometimes doesn't cost mana. Oopsie. There are also some animation issues caused by a faulty export that'll be fixed in the next deploy.

Acquired Taste (Passive)
Basic attacks and damaging spells apply stacks of An Acquired Taste to enemy champions. At three stacks, Tongue Lash and Devour become empowered against that champion.

Damage the first enemy hit for 80/115/150/185/220 (+.7 AP) magic damage and slow them by 30/40/50/60/70% for 2 seconds. Champions with 3 stacks of An Acquired Taste will additionally be stunned for 1.5 seconds.
Activate Devour while your tongue is in mid-air to devour monsters/minions from a distance.

Devour a target for 4/4.5/5/5.5/6s (half that for enemy champions.) Enemies are dealt        20/23/26/29/32% (+.02 AP)% of their maximum health as magic damage.  (maximum of 400/450/500/550/600 against neutral monsters).
Enemy Champions:Requires 3 stacks of An Acquired Taste to be devoured. While holding an enemy champion, Tahm Kech is slowed by 95%
Allied Champions: While holding an allied champion, Tahm Kench gains 30/35/40/45/50% movement speed toward enemy champions (halved when not moving toward enemy champions).
Minions and monsters: Reactivate to spit, dealing 100/150/200/250/300 (+0.6 AP) magic damage to targets hit.

Thick Skin (E)

Passive:Damage taken while this spell is not cooling down is converted to grey health. If allowed to decay, 20/26/32/38/44% of grey health will turn back into health. 
Active:Convert all of your grey health into a shield that lasts 6 seconds, but falls off gradually over that time."

Abyssal Voyage (R)
100 Mana
160/130/100 sec Cooldown 
Range: 4000/5000/6000 
Passive: Basic attacks and damaging spells deal an additional X (20 + 4/5/6% of Tahm Kench's bonus health) magic damage 
Active: Begin to channel for up to 15 seconds. During this time, one ally champion can right click Tahm Kench to join in. Alternatively, reactivate this ability to travel alone. On reactivation or once an ally has opted in, Tahm travels to the target location. Incoming champion damage breaks the channel. 
'Boy, the world's one river, and I'm its king. Ain't no place I ain't been; ain't no place I can't go again.'

Tahm Kench's champion select quote has also been added:

"Call me King, call me demon - Water forgets the names of the drowned."

As you may have noticed, Tahm Kench has quite the variety of unique champion interactions.

Riot Utora explains:
":) Tahm has a ridiculous amount of VO. He also has 46 (i think) enemy specific taunts and 46 ally specific taunts. You're going to want to spam taunt in game to find out who has them! 
Also, Tahm has an unique aggressive mode where he'll play special lines - more aggressive lines when he has at least 2 stacks of his passive on someone or an enemy has been devoured. He has aggressive move, attack, and basic attack efforts for when he's in this frequent, but short lived mode. 
He'll also have some lovely critiques on the flavor of enemies he spits out ;)"

New Chroma Packs

Today's update also includes a total of four new chroma packs for BardDreadknight Nasus, Grim Reaper Karthus, and Shockblade Zed!

  • Riot Exgeniar has posted up a PBE thread regarding a fix candidate for Syndra's E(Q) bug.
  • The end of tutorial background has been updated to use the "Pantheon Smite" art 
  • Following their update on the 5.12 patch, Brand's VFX have been tweaked in this cycle to include a more powerful looking explosion.

Balance Changes

* Remember *: The PBE is a testing grounds for new, tentative, and sometimes radical changes. The changes you see below may be lacking context or other accompanying changes that didn't make it in - don't freak out! These are not official notes.

  • Base attack damage increased to 57.5 from 53.46
  • Attack damage growth increased to 3.5 from 3.25
  • Martial Poise (Passive) New Effect - Kalista's auto attacks "Deal only 90% of her total attack damage."
  • Pierce (Q) can no longer be cast mid dash
  • Sentinel (W) tooltip no longer mentions the passive having minimum damage to minions.
  • Rend (E) each extra spear now increases the damage by 50% (which 50% of the base damage would be 10/15/20/25/30 + 30% AD) rather than [10/14/19/25/32 (+20/22.5/25/27.5/30% AD)]
  • [Note: While numbers are slightly different, this may just be a tooltip change.]

  • Righteous Fury (E) active's AP ratio increased to .3 from .25
  • Righteous Fury (E) New Passive added - Kayle's Basic Attacks deal an additional 10/15/20/25/30 (+.15 AP) magic damage on hit
  • [Note: E's tooltip updated to read active as increasing the damage from the new passive. damage values for E's active are still the same as on live:
"Passive: Kayle's Basic Attacks deal an additional 10/15/20/25/30 (.15 AP) magic damage on hit.  
Active: Kayle increases her Attack Range by 400 for 10 seconds and the passive bonus is increased to 20/30/40/50/60 (+0.3) magic damage on hit.

  • [Tooltip Fix] Mark of the Storm (Passive) tooltip now lists stun duration as1.25 secs from 1
  • [NOTE: Turns out this is just a tooltip change according to Meddler:
"This is just a tooltip fix, turns out Mark of the Storm's duration was increased to 1.25s years ago but that wasn't documented (our bad)."]
  • Riptide (E) damage lowered to 60/95/130/165/200 from 60/100/140/180/220

  • Unburrow (W) knock up area reduced ~20% - 160 from 200.

  • Burnout (W) damage lowered to 20/33/45/58/70 from 20/35/50/65/80

  • Base magic resist increased to 32.1 from 30
  • Magic Resist per level increased to 1.25 from 0
  • Fling (E) root for landing in Mega Adhesive increased to 1/1.25/1.5/1.75/2 seconds from 1 second at all ranks

Xin Zhao
  • Battle Cry (W) AP ratio on heal lowered to .5 from .7

Abyssal Scepter
  • [REVERTED][Rework is back. Last we heard this is shelved for the time being despite being on PBE]

Enchantment: Devourer
  • Now transforms into "Sated Devourer" and gains extra on hit effects once reaching 30 stacks.
  • Base magic damage on hit increased to 30 from 25
  • Passive Changed to "Devouring Spirit" - Takedowns on Large monsters and champions increase magic damage of this item by +1. Takedowns on Rift Scuttlers increase the magic damage of this item by +2. Takedowns on epic monsters increase the magic damage of this item by +5. At 30 stacks, your Devourer becomes Sated, granting extra on Hit effects"
  • Now has a visual of a small purple wolf that follows you while gaining stacks.

[New] Enchantment: Sated Devourer
  • Transforms from  Enchantment: Devourer after obtaining 30 stacks, gaining new effects and a new yellow gem jungler item icon. 
  • Stats:
  • 50% Attack Speed
  • 60 Magic Damage on hit
  • Unique Passive - Phantom Hit: Every other basic attack will trigger a phantom attack that triggers all on hit effects a second time.
  • [NoteMeddler explains Phantom Hit as "This is basically two auto attacks back to back, where the second one has no base damage and therefore only applies on Hit effects."] 

Enchantment: Runeglaive
  • Ability Power increased to 50 from 40.
  • Unique Passive Spellblade - damage increased to [100% base attack damage +30% AP] from [75% base attack damage + 30% AP]
  • [BUG FIXRuneglaive no longer procs spell effects such as Rylai's or Luden's Echo

Hunter's Machete
  • Tooltip now reads "gain 7 health and 3 mana per second while under attack from neutral monsters" from "gain 7 health and 3 mana per second while in combat with monsters (no regeneration is gained while in combat with cowardly monsters.)"
Righteous Glory 
  • Health reduced to 500 from 600
  • Active Cooldown increased to 90s from 60s

Spirit Visage
  • Unique passive now reads " Increases all healing received by 20%." from "Increases self-healing, Health Regen, Lifesteal, and Spell Vamp effects by 20%."
  • [Note: This is a functionality change. SV's passive now increases outside heals like Soraka or Sona rather than only self heals.]

  • Total cost reduced to 2700g from 2800g

  • Passive Updated
  • Single Target: 35% Slow for 1.5 seconds --> 40% Single Target Slow for 1.5 seconds
  • Instant AoE: 15% Slow for 1.5 seconds --> 40% Slow for 1 second
  • DoT or Multi-hit: 15% slow for 1.5 seconds --> 20% Slow for 1 second
  • Summoned Minions (NEW): 20% Slow for 1 second.

  • New self-only freeze particles on slowed enemies. 

Seraph's Embrace
  • AP increased to 80 from 60

Zhonya's Hourglass
  • Total cost lowered to 3000g from 3300g
  • AP lowered to 100 from 120

Void Staff
  • Total cost increased to 2500g from 2295g
  • AP increased to 80 from 70

Will of the Ancients
  • Spell Vamp reduced to 0% from 20%
  • New Unique Passive: Your spells and abilities heal you for 15% of damage dealt, calculated before your opponent's resistances. 33% effect for AoE spells

Wooglet's Witchcap (TT & Crystal Scar)
  • Now builds out of Seeker's Armguard + Needlessly Large Rod + 1050G
  • Total cost now 3500g from 3540g.

Epic Monsters
  • [REVERTED] Non-killing team receives Dragon timer at the first moment they see an enemy with Dragon buff or when they see the empty pit. [source]. 

  • [REVERTED] Both teams now receive Baron timer when Baron dies. [source],

Reverted Content

The following content made an appearance during the 5.13 PBE cycle but was reverted as it will not be released in the live patch. Expect these things to return in the 5.14 cycle.

New ARAM Map - Butcher's Bridge

[Removed off the PBE in the 7/2 PBE Update. Not going out in 5.13]

The recently announced Butcher's Bridge ARAM map is now on the PBE for testing. This new map is one of the many things to go along with the upcoming Bilgewater event!
Before we dive in, here's Riot Bearricade with a bugs and feedback thread for Butcher's Bridge ARAM:

We’re excited for everyone to get their first look at Butcher’s Bridge, our Bilgewater ARAM map, which is now live on PBE! It has all the same rules and chaos of our beloved Howling Abyss ARAM, but with a whole new visual twist. Please leave us any feedback you have and bugs you find down below! For bugs, it would be great if you could let us know what happened and how (if you can reproduce it). 
If you’d like a more in-depth look at Butcher’s Bridge and what’s coming then go check out the Dev Blog here
Thanks in advance for your help and we can’t wait to see you all in Bilgewater, but be warned we will show you no quarter! Lastly, don’t forget to expect some changes as we continue to update and polish Butcher’s Bridge. 
Current Known Issues:
  • Performance -- We are aware that there are some performance issues, but we will be actively optimizing so there should be improvements in future deploys. Please be very vocal if you notice anything and it would help if you could share with us your system information/configuration.
  • Missing Art Pieces -- We know that we’re missing art assets like the loading screen and client art and we will be implementing these later.
  • Missing/Incorrect Text -- There is incorrect and placeholder text scattered around and will be replacing these (for example in some locations like in custom games it is listed as Howling Abyss Test).
  • UPDATED Missing Audio – Some announcements are missing, but will be updated soon!"

UPDATE: Here's Riot Stephiroth with a note on Butcher's Bridge being temporarily removed from the PBE:

We're going to be taking the map down for a few days, which will give us time to iterate on the feedback and hopefully re-enable a better map in a few days. :D 
You'll have to traverse the Howling Abyss to fuel your ARAM needs.

The Mark/Dash summoner spell has also been updated on Butcher's Bridge.

The unique Champion Select music for Butcher's Bridge has also been added.

Bilgewater Announcer

This new VO currently only plays on Butcher's Bridge BUT does also contains lines for other maps including Crystal Scar, Twisted Treeline, Howling Abyss, and Summoner's Rift.

[Note: At the moment this new announcer VO is only playing on Butcher's Bridge matchmade games and will NOT PLAY if you do a custom game on Butcher's Bridge.]

HUD Update

[Removed off the PBE in the 7/2 PBE Update. Not going out in 5.13]

The work in progress HUD Update is back on the PBE for more testing.

The HUD update has been testing for a few PBE cycles - here are somes additions added during the 5.13 cycle:
  • The green dot, that normally symbolize's your allies have their R abilities ready, now slowly fills up to show when an ally is going to have their R ready for use.

  • The HUD Update now also tracks ally summoner spell timers on the scoreboard!

[Notice in the picture above that Vi and Bard have both used their summoner spells recently and the square is ticking down to show they are on cooldown and when they will be back up.]
  • Option and Camera lock buttons have also been readded in the 5.13 cycle.

  • Recipe : Glacial Shroud + Amplifying Tome + Amplifying Tome

  • UNIQUE Active - Conduit: Bind to target ally. This will remove all other Conduits on your target (60 second cooldown). 
  • UNIQUE Passive: When within 1000 units of each other, you and your ally generate Charges. Attacking or casting spells generates extra Charges. At 100 Charges, causing damage consumes them, increasing you and your ally's Ability Power by 20% and Critical Strike Chance by 50% for 6 seconds. 
  • [Note: You currently gain ~1 stack per second & ~4 stacks per attack]
