New Feature - Champion Mastery

Today's PBE patch also includes Champion Mastery, a new system where you rank up with each individual champion and earn various rewards for each tier of mastery you achieve!
Here's more information from Riot's release announcement:
"CHAMPION MASTERY 
We want to recognize you for playing the champs you love and give you feedback on how well you play them.

"With Champion Mastery, you now get points, ranks, and rewards for the champs you play. Now, if you want to show other players that you’re a dedicated Swain main, or a big cheese with Twitch, you can! 
HOW THE SYSTEM WORKS

Finish a game of League and you’ll earn points for your champion based on your team’s performance as well as your own contribution. Earn enough points and you’ll level up that champ’s mastery level, giving you rewards as you progress.

Grades
 
Hover over your Champion Mastery points bar in the post-game screen and you’ll see the grade that our new system gives you. Grades are awarded based on your overall performance in the role along with the champion you’re playing and, crucially, where you’re playing them.
Leveling Up 
Check out your in-client profile, and you’ll see a new stat telling you your mastery score, a sum of all your mastery ranks combined. 
REWARDS


We’re kicking off Champion Mastery with the first five ranks for each champion unlocked. Here are the crests your champion will earn as they rank up:

ROLLOUT

We’re kicking off the rollout with a PBE stint from 3/11. If all goes well, a couple of weeks later we’ll then launch a beta in a single region, focusing on Summoner’s Rift normal queues to make sure the feature’s stable for expanded use. We’ll read through your feedback and keep you updated with our progress, too, so keep an eye out for future posts after the service goes live! 
Eligibility 
All summoners who’ve hit level five or higher will be eligible for Mastery points. However, at launch, it’ll only support normal games on Summoner’s Rift. 
The Future 
This is just the beginning for Champion Mastery. As the system matures, we’ll unlock extra tiers and rewards as we build on the program! "

If you were to get your mastery up high enough to unlock a Mastery Emote, you could trigger it in-game with "Control + 6" by default.

Summoner's Rift Terrain Changes

New Twisted Fate Easter Egg

Twisted Fate has a new easter egg/hidden passive when he uses R while vision is impaired by Graves' W or Nocturne R
The buff, which uses the original spell icon for Destiny, reads:

Loyalty Rewards (PC Cafe Rewards System) Updates Testing on PBE

While these rewards have been around for several years, here's MFrequency with info on updates to the "Loyalty service" ( PC Cafe rewards system) that will be testing on the PBE over the next week:
"Hi everyone, 
We’re going to be testing some fixes and updates to our Loyalty service (PC café rewards system) on the PBE, so for the next week, you will all once again be receiving Loyalty rewards! 
For those who are unfamiliar with Loyalty, it is our way of giving players extra perks for playing League of Legends in PC cafes in certain regions. In many Asian and European countries (Korea, for example), players tend to play League of Legends primarily in these PC cafés instead of on personal computers, where they pay by the hour to play the game of their choice in a social environment. Within this environment, most game titles (regardless of retail market price) are offered to players at a reduced cost (or at no cost) to offset the café’s usage fee and keep the playerbase healthy. Riot’s approach is to allow players to temporarily select any champion when playing League of Legends from PC cafés, as well as earn a small amount of additional IP. This feature does not reward any players when they log in outside of PC cafés, even if they are using the same account. 
As a reminder: When this feature is active, you will see a small medal icon in the top-right corner of the League of Legends client, earn an additional 20% IP at the end of matches (visible as a segment of the IP bar on the postgame screen), and all champions will appear unlocked (similar to the weekly free Champion selection). The only champion we are not awarding at this time is Bard, since we still need to make sure he’s able to be purchased! Like the Free to Play rotation, Loyalty does not actually apply champion ownership to an account, so you will still need to purchase champions before you can buy skins for them. 
Please reply to this thread if you play this week and do not receive Loyalty rewards, so that we can investigate!

"Good Question! Loyalty is currently available in Korea, and while we are looking to expand into other markets, we don't have any specifics to share at this time. In the meantime, we do have that list of PC cafes in EU to meet friends and play!"

[Testing] Friend Discovery Feature back on PBE

Here's MattEnth with a post regarding re-enabling the previously announced Friend Discovery Hub on the PBE:
"Hey everyone, 
We’re going to activate the previously announced Friend Discovery Hub on the PBE over the next couple of days. There’s a few things you should keep in mind though, so here we go: 
We’re still in the middle of developing this feature. So… there are still a few incomplete pieces. Also, we want to make sure we point out the hub won’t be hitting live servers in the next patch (obviously, since it’s not done yet!) This is a pretty complicated feature on the server-side, and we’ll be testing out a few of our behind-the-scenes privacy safeguards in addition to just the normal Facebook authentication flow (reminder: it’s opt-in!) 
If you do want to temporarily opt-in and hitch your Facebook account onto your PBE LoL account, we’d appreciate it! Having that said, we also think it’s pretty unlikely that you’ll see any friend recommendations just due to the small number of players with PBE access (although if you have Facebook friends who are also on the PBE, that’s awesome!) 
We’ll have more details on how you can help us focus when testing friend recommendations in a future post. For now, let us know if you have any questions, feedback, comments, or bug reports!

Miscellaneous 

  • Added String Data: "WIP Map for updates to the Howling Abyss" & "Howling Abyss WIP". No details and the map is not up for testing yet.
  • Two new "3053 and 3052" items were added to the shop on the PBE, although ricklessabandon has confirmed they  were just partial files for items they had previously experimented with and will be cleaned up.
  • A few urf-tastic sounding text strings for "Awesome Buff of Awesomely Awesome Buffing", "Shield Overload", and "Heal Embargo" have been uncovered.
    • "Awesome Buff of Awesomely Awesome Buffing":
    • Mana and Energy Consumption reduced by X%.
    • + X% Cooldown reduction on Abilities, Activated Items, and Summoner Spells
    • +X% Tenacity and Tenaciousness
    • + 0 Movement Speed and Speed while Moving
    • Attack Speed Bonuses increased by X% (Y% for Ranged Champions)
    • Critical Strikes deal X% additional base damage.
    • Health costs reduced by X%.
    • "Shield Overload"
    • This unit has a shield that cannot handle the sheer amount of awesome. Non-ultimate shields cast by this unit have stat scaling (bonus shield strength from AD/AP/Health) reduced by X%
    •  "Heal Embargo"
    • Direct healing effects are currently only X% effective. Heal effectiveness will increase gradually over the course of the game

  • Noxian Guillotine (R) [Still looking, might be more] Reverted back to live functionality
  • Mana cost reduced to 100/50/0
  • New Effect: At rank 3, Noxian Guillotine's cooldown resets entirely on kill


Elise
  • Movement Speed (Spider form) increased to 355 from 345
  • Movement Speed (Human form) reduced to 330 from 335
  • Cocoon (Human E) missile speed increased to 1600 from 1450

  • Shadow Walk (passive) re-stealth time reduced to 6/5/4/3 at levels 1/6/11/16 from 6 seconds at all levels.
  • Dark Frenzy (W) Passive has been changed to changed to -"Passive: Evelynn's spell hits on enemy champions reduce Dark Frenzy's cooldown by 1 second" from "Evelynn's spell hits on enemy champions grant her 4/8/12/16/20 Movement Speed for 3 seconds (effect stacks up to 4 times)."

  • Base HP reduced to 510 from 560
  • HP growth per level increased to 83 from 80
  • Base HP regen per second reduced to .9 from 1.5748

  • Mimic (R)

    • Equilibrium (Passive) mana regen now increased by 1.5% from 1% for each 1% of mana missing

    • Event Horizon (E) now (once again) stops dashes early.

        • [Note: Tooltip bugged on PBE atm]
        • Passive - Jungler:
        • Health regen lowered to 6 from 7.
        • New Effect: The amount of health gained per second increases to 12 while below 50% health (no regeneration is gained while in combat with cowardly monsters)

          • [Note: The Hunter's Machete changes seen in an earlier patch this PBE cycle have been reverted! Riot Reinboom confirmed these changes will be returning next cycle - "It will return. We didn't finish testing the numbers thoroughly enough (we're being very careful with this) and we would like.. 1/2" and "..to do some tweaks to all the upgraded machete lines."
