10/16 PBE Update: Continued Runes Reforged Testing & More Tentative Balance Changes

The PBE has been updated! As we continue the 7.21 PBE cycle, today's patch includes continued runes testing and more tentative balance changes!

Continued Runes Reforged Testing & Changes

Rune Reforged, the new combination of runes and masteries into one new system, continues testing on the PBE this cycle - including runes themselves, the runes panel, the client run inventory and editing UI, base stat and jungle tuning, & more.

10/16 Changelist

  • Aftershock
    • Armor and MR increased from [10 + 30%] to [20 + 30%]
  • Legend: Bloodline
    • Lifesteal increased from .6% to .8%
  • Predator
    • AD ratio increased from .2 to .4
    • AP ratio lowered from .3 to .25
  • Unsealed Spellbook (formerly Summoner Specialist)
    Gain a Summoner Shard at 2 min and another every 6 min after (Max 2 shards).
    Spend 1 Summoner Shard to replace one Summoner Spell. The new Summoner Spell's starting cooldown is reduced to 50% of the replaced Summoner Spell's remaining cooldown.
    Smite: Buying Smite won't grant access to Smite items
    You cannot have two of the same Summoner Spell

Balance Changes

NOTE*: The PBE is a testing grounds for new, tentative, & experimental changes. Be aware that what you see below may be relative to other changes earlier this cycle! These are not official notes.

  • Z-Drive Resonance
    • [New Effect] "Damage in doubled versus monsters (Max: 600)"
    • Cooldown vs minions and monsters reverted from 0 to 5.

  • Colossal Smash (Passive) AP ratio increased from 40% to 70%
  • Winds of War (Q)
    • AP ratio on windblasts increased from 75% to 90%
    • damage lowered from 60/95/130/130/165/200 to 50/80 110/140/170
    • % of max health as damage on tornado increased from 2% to 3%
  • Shield of Durand (W)
    • [Changed Effect] First cast effect changed - "Galio starts to charge, gaining 20/25/30/35/40 (+8% MR)(+5% AP)% damage reduction from Magic Damage and 50% of that amount as Damage Reduction from Physical Damage. While charging, Galio slows himself by 30%.
  • Justice Punch (E)
    • AP ratio increased from 70% to 90%
    • damage changed from 100/140/180/220/260 to 100/130/160/190/220
  • Hero's Entrance (R)
    • AP ratio increased from 70% to 85%
    • Center knockup lowered from 1.25s to 1s
    • Outside of center knockup lowered from .75s to .5s

  • Fury of the North (Passive)
    • Resist Bonus increased from 20/60/100 to 20/70/120
    • Linger Duration changed from 1/2/3 to 2
    • Cooldown changed from 15/12/9 to 12

  • Echoing Flames (P)
    • Leg Cooldown changed from 30/25/20/15/10 at levels 1/6/9/11/13 to 30/20/10/5/2.5
      • Per-leg cooldown is no longer reduced by the cooldown reduction stat
    • Damage per leg lowered from 4.5/5.25/6/7/8% of target's Max Health at levels 1/6/9/13/15 to 2/3/4/6/8% at levels 1/6/9/11/13
    • Corrosive Charge (Q)
      • Mana Cost changed from 35/40/45/50/55 to 50 at all ranks
      • Time before detonation lowered from .85 at all ranks to .5
    • Fear Beyond Death (R)
      • Missile Speed increased from 2100 to 3200

    Archangel's Staff, Manamune, Tear of the Goddess
    • Unique Passive - Mana Charge rate of occurrence increased from 2 times every 8 seconds to 4 times every 16 seconds.

    Context & Notes

    1) Make sure to check out Meddler's quick gameplay thoughts for October 13, including health bar inprovements, some item tweaks in preseason, 7.21 being a light patch, and more.

    2) Riot Repertoir with an Urgot changelist from today's PBE update:
    • "Echoing Flames (P)
      • Leg Cooldown :: 30/25/20/15/10 at levels 1/6/9/11/13 >>> 30/20/10/5/2.5
      • Leg Cooldown :: Per-leg cooldown is no longer reduced by the cooldown reduction stat
      • Damage per leg :: 4.5/5.25/6/7/8% of target's Max Health at levels 1/6/9/13/15 >>> 2/3/4/6/8% at levels 1/6/9/11/13
    • Corrosive Charge (Q)

    Edited for formatting and explanation: There are often things that go into patches that aren't easily picked up by the folks at surrenderat20. This is one of those times. It's not like they just glossed over it or anything. It's just that the changes don't show up except by in-game sources."

    3) Riot Repertoir also provided a full Sejuani changelist:

    • Armor Growth Stat :: 4 >>> 3
    • Magic Resist :: 32.10 >>> 27.10
    • Magic Resist Growth Stat :: 1.25 >>> 0.75
    • Fury of the North (P)

    • Linger Duration :: 1/2/3 >>> 2
    • Cooldown :: 15/12/9 >>> 12
    • Permafrost (E)
    • Damage :: 40/60/80/100/120 >>> 20/30/40/50/60
    • Tooltip now mentions Permafrost's displacement (functionality unchanged)

    4) Here's ThEntropist with context on the Ekko changes in today's PBE Update:
    "It creates a lever for us to use in the future. If this proves to be too strong/weak I would rather have a way to address it while not immediately needing to also affect mid lane. With a 0s cd I am worried about an AS building being incentivized. This is a double edge sword for me because if it's weak it tells players the wrong thing, and if it is strong it can lead to unhealthy play patterns."

    5) Here's Riot Banfhammer with some changes to RP and blue essence changes to the PBE:
    "Hi everyone, 
    Thank you so much for your patience while we work out the problem where Store and Loot are offline. 
    Here is the root cause of the problem: 
    • The system behind Store and Loot is completely overwhelmed by the amount of purchases everyone is making. Completely understandable, all the content is exciting. 
    Our current solution:
    • Instead of 999999999bazillion RP and Blue Essence, every day you are going to get reset to 3000 RP and 5 Blue Essence. This will get reset daily during the daily maintenance (around 12pm west coast time).
    • We MAY increase the daily stipend, but we are starting with this to be safe.
    • Champions are still free to play. 
    • We are targeting for you to still be able to unlock content that is important to you for your play during that day. At the same time, this lowers everyone's ability to go on a massive purchasing bonanza all at once.
    • Every single Rioter (even me) will have to wait, just like you do, in order to unlock content over time.

    I am very sorry about your experience over the weekend. It was a poor experience, and in retrospect, there are many things I could have done differently to prevent this.

    • Store will come back online within the next hour. Loot is still offline until we are sure load is good.
    • You now get daily reset to 3000 RP, 5 Blue Essence
    • We may increase the RP and Blue Essence, but we will start with 3kRP and 5BE.
    • It will refresh DAILY during the daily maintenance.
    • Champions are Free to Play"
