2/19 PBE Update: Vel'Koz Lore, New Summoner Icons, and tentative Balance changes

The PBE has been updated! New stuff includes Vel'Koz's lore, two new summoner icons, Hungarian and Czech localizations, and a new Dominion / Twisted Treeline specific item called "Dervish Blade"! This update also have tentative balance changes for Gragas, Kha'Zix, Skarner, Ryze, several items, and more!

New Summoner Icons

No word yet on what exactly they are for but two new summoner icons have popped up in today's PBE update:

Hungarian and Czech Localizations

Numerous files supporting both Hungarian ( HU ) and Czech ( CZ ) languages were added in today's update.  Lots of sounds too.

For example, here is the CZ champion select sound for Ziggs and here is the HU champion select sound for Yasuo.


Vel'Koz Lore

Vel'Koz's lore has been added!
"I pass into the sudden glare. Blink. Blink, blink, blink. My eyes adjust and evaluate the landscape before me. 
There's a scurrying. I look down to find a small, white creature standing on its hind legs, sniffing at my body. It intrigues me. 
What use are you? 
I analyze the creature. A flash of hot magenta light, a dust pile where it was quivering.
Mammalian... Nocturnal... Impeccable hearing. Incredibly weak. Yet they breed so prodigiously. 
''Hm,'' I mutter to myself. Hopefully there will be more complex things to be found; those fascinate me. 
Consume and learn: this is my purpose. The others who travel with me are primitive: kill and eat, kill and eat. I need to gather all available information - harvest any valuable resources. 
Eventually, we come upon a destroyed city, save for one pristine tower. It appears to be protected - or intentionally left standing. I deconstruct the composition of the ruins. My analysis suggests this habitat was a place of great magic; I'm not surprised it was a target of such destruction. There is something compelling about the tower. While the others are off scavenging, I enter the citadel. 
Cryptic instruments are strewn about. I examine one. Another flash of hot magenta light, another dust pile. 
Fascinating: a tool to alter their concept of time.
Strange. 
Unprecedented. 
From the state of the tower, it seems the owner departed only recently. The artifacts left behind have existed in more than one time and place. Some are more complex than others; all are more impressive than anything I have seen on this plane. Clearly, the owner knows things I have not encountered in any of my travels.
I require such knowledge. 
Leaving the tower, I find the others closing in on the entrance, ready to destroy it as they have destroyed everything else we have met. They will only get in the way of my goal. There are some things the Void should not consume indiscriminately. 
Without warning, I lash out a tentacle, its tip glowing white hot. Lightning arcs through the first creature, knocking it back. Its screams fade as I extend all three limbs, energy crackling between them, scorching the air where the streams meet. The other two run; they know what's coming. 
Must they always flee? 
I open my eye wide and unleash a beam of energy, following the escaping creatures. They are instantly reduced to ash. ''Hmm. Void-native melting point is inconsistent,'' I note.
But that is of no consequence. The hunger inside me grows. I am ravenous. Insatiable, as never before. 
I have glimpsed the ultimate knowledge. 
And I will have it."

Riot Opeli has made a few comments about this new bio style, saying:
"Yeah, we're mixing it up for future champions. These new, uh, character pieces (I hesitate to call this a "bio"), will vary from champion to champion. This format - the first person perspective - seemed to fit with Vel'Koz, but that won't necessarily be the case for others."

Balance Changes

* Remember *: The PBE is a testing grounds for new, tentative, and sometimes radical changes. The changes you see below may be lacking context or other accompanying changes that didn't make it in - don't freak out! These are not official notes.

Champions

Gragas
  • Body Slam ( E ) has an AD ratio again. It is now .3/.4/.5/.6/.7 total AD from 0.
  • [ Context ]: His E's AD ratio was removed entirely in a previous PBE patch. The Live value is currently .5 total AD at all ranks. Also worth noting, there is no tooltip text to indicate the ratio going up per rank but the value increases.
  • Explosive Cask ( R ) AP ratio increased to .9 from .8
  • [Context]: This was lowered from 1.0 to .8 in an earlier PBE patch. It is still lower than the live value.

Jinx
  • Base damage reverted back to 50 from 47.
  • Flame Chompers ( E )  damage reverted back to 80/135/190/245/300 from 50/110/170/230/290
  • Flame Chompers ( E ) mana cost reverted back to 50 from 70.
  • Flame Chompers ( E ) range reverted to 900 from 850
  • Super Mega Death Rocket ( R ) minmum damage reverted to 125/175/225 ( +.5 bonus AD ) from 50/70/90 ( + .2 bonus AD ) 
  • Context] These are all reverts to changes introduced in a previous patch. All values again match up with the live values. 

Kha'Zix
  • Taste Their Fear ( Q ) AD ratio increased to 1.5 bonus AD from 1.3 bonus AD.
  • [Context]: This is back to LIVE values after being reduced in an earlier PBE patch.
  • Evolved Enlarged Claws ( R+ Q ) bonus physical damage lowered to 6% from 8%. Max vs monsters lowered to 100 from 200.
  • Leap ( E ) AD damage ratio lowered to .2 bonus AD from .8 bonus AD
  • Void Assault ( R ) now reads "Additionally, Kha'Zix ignores unit collision while stealthed."
  • Evolved Active Camouflage ( R + R ) now also reads " the duration of Void Assault increases to 2 seconds. "

Ryze
  • Base HP increased to 414 from 409
  • [Context]: This was originally increased to 409 from 360 in a previous patch
  • Overload ( Q ) reverted back to not gaining restoring mana when killing a unit

Skarner
  • Crystal Slash ( Q ) mana cost lowered to 16/18/20/22/24 from 20/22/24/26/28
  • Fracture ( E ) slow increased to 45/50/55/60/65  from 30/35/40/45/50

Teemo
  • Noxious Trap ( R ) AP ratio increased to .5 from .4
  • [Context]: This was lowered from .8 to .4 in an earlier PBE patch. It is still lower than the live value.

Items


Ionian Boots of Lucidity
  • Cooldown Reduction reverted back to 15% from 10%
  • Total cost reverted back to 1000 from 800.
  • [Context] Previous changes have been reverted and the CDR boots are back to live values.

Nomad's Medallion
  • Mana regen per 5 lowered to 7 from 10
  • Unique Passive -  Favor now grants 3 gold down from 4

Prospector's Blade (  Dominion )
  • Damage lowered to 16 from 20
  • Lifesteal +5% removed
  • Now grants +15% attack speed
  • Unique Passive - Prospector reduced to +150 HP from +200.

Prospector's Ring( Dominion )
  • AP lowered to 35 from 40
  • Mana regen lowered to 6 from 10
  • Unique Passive - Prospector reduced to +150 HP from +200.


Ruby Sightstone
  • Total cost increased to 1600 from 1325.
  • Health increased to 400 from 360
  • [ Context ] : The previous price reductions were mentioned to be an error. For perspective, the live cost is 1550.

Talisman of Ascension
  • Mana regen per 5 lowered to 10 from 15
  • Unique Passive -  Favor now grants 3 gold down from 4

Targon's Brace
  • Total cost increased to 865 from 850

Tear of the Goddess
  • Mana regen per 5 lowered to 6 from 7.
  • Now increases maximum mana by 1 every 8 seconds

Tear of the Goddess ( Dominion only )
  • Mana regen per 5 lowered to 6 from 7.
  • Now increases maximum mana by 1 every 6 seconds

 New Item

Dervish Blade ( Dominion / Twisted Treeline ONLY )
  • Total Cost: 3000g
  • Build Path: Quicksilver Sash ( 1550g ) +  Stinger ( 1250g ) + 200g
  • 50% attack Speed
  • 45 Magic Resist
  • 10% Cooldown Reduction
  • Unique Active - Quicksilver: Removes all debuffs, and if a champion is melee, also grants +50% bonus movement speed for 1 second ( 90 sec cd )
