2/18 PBE Update: Tentative Balance Changes for Ryze, Kassadin, Teemo, Gragas, and many items.

The PBE has been updated with numerous tentative balance changes! In addition to ( most of ) the 4.3 itemization changes Xypherous has been discussing on the PBE community, we also have changes for Corki, Gragas, Kassadin, Ryze, and Teemo!

2/18 Team Builder Testing: 1 PM to 5 PM PST ( 9 PM - 1 AM GMT )

Balance Changes

* Remember *: The PBE is a testing grounds for new, tentative, and sometimes radical changes. The changes you see below may be lacking context or other accompanying changes that didn't make it in - don't freak out! These are not official notes.

Champions

Corki
  • Phosphorus Bomb ( Q ) now has a bonus AD ratio of  0.5.

Gragas 
  • Body Slam ( E )  AD ratio reduced to 0 from  .66 AD
  • Explosive Cask ( R ) AP ratio reduced to .8 from 1.0.

Kassadin
  • Null Sphere ( Q ) damage lowered to 80/110/140/170/200 from 80/115/150/185/220
  • Null Sphere ( Q ) silence lowered to 1/1.25/1.5/1.75/2 from 1.5/1.75/2/2.25/2.5
  • Force Pulse ( E ) damage lowered to  80/120/160/200/240 from 80/130/180/230/280

Miss Fortune



Ryze
  • Base HP increased to 409 from 360
  • Overload ( Q ) now reads : " If Overload kills its target Ryze gains 30 mana."
  • Overload ( Q ) range increased to 625 from 600

Teemo
  • Noxious Trap ( R ) total AP ratio reduced to .4 from .8



Support Items

Ancient Coin
  • Passive Favor now also heals 5 health whenever a nearby enemy minion that you did not kill dies.
  • Health regen per 5 lowered to 0 from 3

Nomad's Medallion
  • Price increased to 865 from 850.
  • Passive Favor now also heals 5 health whenever a nearby enemy minion that you did not kill dies.
  • Health regen per 5 lowered to 5 from 10
  • Mana region per 5 lowered to 10 from 11
Talisman of Ascension
  • Passive Favor now also heals 5 health whenever a nearby enemy minion that you did not kill dies.


Spellthief's Edge
  • Ability Power lowered to 0 from 10.
  • Passive Tribute now makes your spells and attacks deal 10 additional damage to champions and towers and generate 4 gold. This effect can happen up to 3 tiems every 30 seconds. Tribute is disabled for 12 seconds if you kill a minion.


Frostfang
  • Total cost increased to 865 from 850
  • Ability Power lowered to 0 from 20.
  • Passive Tribute now makes your spells and attacks deal 15 additional damage to champions and towers and generate 4 gold. This effect can happen up to 3 tiems every 30 seconds. Tribute is disabled for 12 seconds if you kill a minion.


Frost Queen's Claim
  • Recipe is now Frostfang + Fiendish Codex + 330 gold ( total price is same )
  • Ability Power lowered to 40 from 50.
  • Cooldown reduction increased to 10% from 0%.
  • Passive Tribute now makes your spells and attacks deal 15 additional damage to champions and towers and generate 4 gold. This effect can happen up to 3 tiems every 30 seconds. Tribute is not disabled  if you kill a minion.
  • Active Arctic Embrace -
  • Now free target ( target the ground instead of enemy ). 
  • Cast Range increased to 850 from 600 
  •  AoE size lowered to 300 from 400.
  • Magic damage increased to 40 + 5 per champion level from 50. 
  •  Now applies 80% slow that decays over 2 seconds from a 50% slow over 2 seconds.
New FQC particle


Relic Shield
  • Health increased to 75 from 50.
  • Health regen per 5 reduced to 0 from 6.
  • Unique Pasive Spoils of War
  •  now heals an ally AND YOURSELF for 40 HP when killing a unit.  This is down from 2% of your maximum health.
  • No longer grants 5 bonus gold on kill. 


Targon's Brace
  • Health regen per 5 reduced to 8 from 12.
  • Unique Pasive Spoils of War
    •  now heals an ally AND YOURSELF for 50 HP when killing a unit.  This is down from 2% of your maximum health.
    • No longer grants 5 bonus gold on kill. 

Face of the Mountain
  • Recipe is now Targon's Brace + Kindlegem + 300 gold. ( total price remains 2000g )
  • Unique Passive Spoils of War
  • now heals an ally AND YOURSELF for 50+1% of your maximum HP when killing a unit. This is down from 2% of your maximum health. 
  • No longer grants 10 bonus gold on kill. 
  • Active Deadly Phalanx:
  •  No longer costs health to activate
  • Damage no scales based off of 150% of target's total AD.

 Aegis of the Legion
  • Total cost reduced to 1875 from 1950
Boots of Mobility
  • Base movement speed reduced to 25 from 45  (Enhanced Movement speed remains the same )
  • Total cost reduced to 800 from 1000.

Boots of Lucidity
  • Total cost reduced to 800 from 1000
  • Cooldown reduction lowered to 10% from 15%

Locket of the Iron Solari
  • Total cost reduced to 2475 from 2550

Ohmwrecker
  • Total cost reduced to 1925 from 2000

Ruby Crystal
  • Total cost reduced to 400 from 475
  • Health reduced to 150 from 180

Ruby Sightstone
  • Total cost reduced to 1325 from 1550

Rylai's Crystal Scepter
  • Total cost increased to 2975 from 2900

Sightstone
  • Total cost reduced to 800 from 925
  • Total health reduced to 150 from 180

Trinkets

Scrying Orb, Sweeping Lens, Warding Totem
  • Tooltips cleaned up - the trinkets now gain new abilities at level 9 isntead of just morphing into a new item. Functionality is the same.
