6/19 PBE Update: Minor Balance Changes

A small PBE patch just went out! Nothing major though, only a couple of balance changes and an updated portrait icon to go with yesterday's new Riven splash.

Balance Changes:
Champions
Hecarim 
  • Rampage ( Q ) mana cost increased to 25/30/35/40/45 from 25 at all ranks.
Shyvana
  • Pasive tooltip has been updated to Dragonborn, just as previewed in the 3.9 context post. No values yet.
Items
Orb of Winter
  • Shield Amount reduced to 30 + 10 per level from 30 + 20 per level.
