Below you will find a comprehensive list of new content, balance changes, and whatever else  is included in the current PBE cycle! Be aware that these changes are extremely tentative, there is a possibility that things you see below will be changed or even reverted prior to the live patch.

Arcade Map Accent 

An Arcade Map accent for Summoner's Rift is now on the PBE for testing! This Arcade themed Summoner's Rift includes a new look for the turrets, nexus, home platform, as well as arcade minions (minions are not yet enabled)!

"Ahoy there \o 
In Maps and Modes land, we have been cooking up some new fun goodies for you guys! We have created what we call a Map Accent, somewhere between a full Map Skin and a flavor piece (see: Mid Season Invitational, Worlds). 
As part of this Map Accent, we've got:
  • Arcade themed Turret, Inhibitor and Nexus skins!
  • Arcade Props, including the ever adorable Pixel Poros. :D
  • Top, Mid and Bottom Lane center decals!
  • Arcade Minion Skins!
  • Custom level-up and last hit sounds!
  • Arcade themed music!
  • And moreeee!
One thing we've implemented for this Map Accent, that we haven't done before is a Disable Toggle for the map accent! So if you decide that you want to opt out of this experience, you can do so via the Video Options menu! 
This is one of our first times doing a map experience of this size, so let us know what you think! Drop feedback in the comments below!

Arcade Boss World Crafting

(note: for us, crafting the icon is currently throwing up an error message. hey, it's the pbe after all.)

Arcade Boss World Crafting is now on the PBE for testing, including a virtual prize wall of rewards to craft using TICKETS. Available rewards include the Battle Boss Baron icon & event emote, and a variety of different orbs containing various loot.
  • Mega Orb - 150 tickets
    • Contains the Following: Legacy Skin Shard
    • Chance to Contain: Mega Orb, Gemstone x2, Lancer Zero Hecarim Skin Shard
  • Great Orb - 120 Tickets
    • Contains the Following: Skin Shard
    • Chance to Contain: Great Orb, Gemstone, Dreadnova Darius Skin Shard
  • Good Orb - 80 tickets
    • Contains ONE of the Following: Champion Shard, Summoner Icon, Ward Skin Shard
    • Chance to Contain: Good Orb, Gemstone, Hextech Annie Skin Shard
  • Battle Boss Baron Icon with Event Emote - 80 Ticket
  • Key Fragment - 40.Tickets
  • 10 Blue Essence - 10 Tickets
At the moment, seems that the tickets can be obtained in the shop bundled with Hextech Chests and sets. The three orbs are also available for RP purchase.

Here's the new ARCADE BARON in-game emote. This icon is attached to the previously seen Arcade Baron summoner icon from earlier this cycle.

Seven new Arcade themed icons are now on the PBE! As usual, no details on availability yet.

Arcade 2017 Login Theme

A new Arcade/Battle Boss login theme is now on the PBE featuring our three new Battle Boss skins for BrandMalzahar and Ziggs!

New Esports Login Theme

A new esports login theme is now on the PBE - filename is "Turkey Finals 2017".

Pentakill Skin Tweaks

This cycle bring Pentakill skin texture updates for borh Pentakill Sona and Pentakill Mordekaiser. This follows Pentakill Olaf's texture tweaks from the 7.15 PBE cycle.

In-Game Skin Portraits

As mentioned in the thread below from Ququroon yesterday, the in game portraits of each skin now show the skin splash. Note that this only effects the small circle portrait on the in-game HUD:

Let's talk about in-game splashes
Splashes, those awesome images I could never hope to draw, appear in several different places once you’re in the game itself. Many splash elements, such as the minimap, kill callouts, and scoreboard- need to remain as the base splash for gameplay clarity, quicker reads, and so on. 
However, the big circle next to your abilities doesn’t serve any significant gameplay purpose. Sooooo- it’s time for another wide-sweeping change! 
Voila! You’ll notice that Arcade Ahri now has her respective skin splash as her portrait, as opposed to Base Ahri, as it is on Live. 
On PBE tomorrow(ish), every single skin will now show its respective splash in this slot (and only this slot). 
And that’s it- short and sweet. Hit me with any questions and/or feedback you have! You're all great, and I hope you have a nice day. 
Shouldn't this have been in five years ago or so?

Isn't this a feature on ultimate skins?
Yeah. We’re sensitive to removing that as a unique feature on ultimate skins, but ~800 skins stand to benefit from this.
What if I think the minimap icons suck too?
Well, you’re kinda right. They aren’t made for that particular space, instead they’re teeny crops of huge assets, that are further downscaled. While skins will never have a place on the minimap (see the above reasons), there are changes we’re looking at to improve the standard iconography."

He also posted a pbe boards bugs thread for any issues you may see:
"Hello friends! 
Skin Portraits should be on PBE soon, and there will be bugs. So, this is a nice handy thread to contain them! 
Reminder: The correct behavior on this project is that it ONLY affects the circle to the left of your QWER. No other assets should change. 
Currently, the following bugs are known and will be fixed up shortly: 
  • Some transforming characters revert back to base when transforming (Elise, Nidalee, Shyvana)
  • Some more recent skins (and some older ones) aren't hooked up yet, or are marked placeholder 
I'll be monitoring this thread throughout the PBE cycle, so please let me know if you encounter any issues with the Portraits.

"Enemy Has Vision Here" Ping

The previously mentioned "Enemy Has Vision Here" / "Area is Warded" ping is now on the PBE for testing!
Please note This will need to be bound to a hotkey before it is usable. This alerts your team that an area is warded. and places a message in chat. You can find this option in Hotkeys > Communication and it is labelled "Area is Warded Ping".

ARURF Back on PBE for Testing 

All Random URF is back on the PBE for another round of RGMQ testing.
Here's Riot Stephiroth with details on what is new via the PBE boards::

AR URF is back! Yay! There haven't been many changes since URF came, mostly bug fixing and updating new champions/reworks to be compatible with the mode! :) 
As a reminder, in URF you have: 
  • Increased level cap! (How many of you can hit level 30?)
  • Increased CDR cap! (80% CDR)
  • No mana costs! (spamspamspam)
  • Many more awesome buffs of awesomeness 
And here's some of the champions that have come out since the last time we did URF!

And here's some of the reworks you can be excited to see!

  • An "Emotes" tab was added to the PBE store late in 7.15 cycle. It was unusable, and has been removed as of 7/25.

Balance Changes

NOTE*: The PBE is a testing grounds for new, tentative, & experimental changes. Be aware that what you see below may be relative to other changes earlier this cycle! These are not official notes.

  • Piltover Peacemaker (Q) damage to targets beyond first lowered from 67% to 50%
  • Yordle Snap Trap (W):
    • Additional damage taken from Headshot (P) lowered from 30/70/110/150/190 to 10/55/100/145/190
    • AD ratio lowered from 70% to 60%

  • Mana per level increased from 60 to 63
  • Twin Fang (E) poisoned bonus magic damage changed from 10/40/70/100/130 to 15/40/65/90/115

  • Base AD lowered from 58 to 55

  • Duelist's Dance (Passive) movement speed increased from 15/20/25/30% to 15/25/35/45%
    • (remember - her passive scales with R's rank.)

  • Playful/Trickster (E) cooldown lowered from 18/16/14/12/10 to 16/14.5/13/11.5/10

  • Hero's Entrance (R)
    • Cooldown increased from 160/140/120 to 180/150/120
    • Ally damage reduction lowered from 20/30/40% to 20/25/30%

  • Shatter Orb (Q) damage to minions lowered from 80% to 60%

  • Sapling Toss (E) 
    • Percent max health as damage changed from 8% at all ranks to 6/6.5/7/7.5/8%

  • Command: Dissonance (W) damage lowered from 70/115/160/205/250 to 60/105/150/195/240
  • Command: Protect (E) shield strength lowered from 80/120/160/200/240 to 60/100/140/180/220

  • Soul Furnace (W) bonus health on enemy kill increased from 2 to 3
  • Unstoppable Onslaught (R) maximum damage increased from 300/600/900 to 400/800/1200

  • Dark Sphere (Q) AP ratio lowered from 75% to 65%
  • Scatter The Weak (E) AP ratio increased from 50% to 60%

  • Threaded Volley (Q) Mana cost increased from 50/55/60/65/70 to 60/70/80/90/100

  • Assault and Battery (R) cooldown lowered from 150/115/90 to 130/100/70

Ancient Coin line
  • Unique Passive: Favor coins mana restore lowered from 15% to 10%

Enchantment: Cinderhulk
  • Total cost increased from 2425 to 2500
