11/3 PBE Update: Tentative Balance Changes

The PBE has been updated! As we continue the 10.23 PBE cycle, today's patch includes more tentative balance changes!

Balance Changes

NOTE*: The PBE is a testing grounds for new, tentative, & potentially experimental changes. Be aware that what you see below may be relative to other changes from earlier this cycle! These are not official notes and may be incomplete.

  • MP5 lowered from 10 to 8
  • Stage Presence (Passive
    • Note ratio changed from 7.5% AP to 6/7/8/9% AP (levels 1/6/11/16)
  • High Note (Q) 
    • damage increased from [55/65/75/85/95 (+55% AP)] to [55/70/85/100/115 (+40/45/50/55/60% AP)]
  • Beat Drop (E) 
    • Damage lowered from 60/85/110/135/160 to 60/80/100/120/140
    • [Removed] No longer deals reduced damage to minions (previously 60/70/80/90/100% based on rank).

Dark Seal
  • AP lowered from 20 to 15

Shurelya's Battlesong
  • Active damage lowered from 60-100 to 40-60

Sunfire Aegis
  • Renamed from "Sunborn Aegis"
    • {again xD}

Rabadon's Deathcap 
  • Passive AP increased from 30% to 35%

  • Active healing increased from 30-360 to 180-360

Imperial Mandate
  • Passive movespeed lowered from 30% to 20%

Cosmic Drive
  • AP increased from 60 to 70

Demonic Embrace
  • AP lowered from 80 to 70

Bami's Cinder
  • Damage against monsters lowered from 200% to 100%

TFT Traits
  • 2 unit damage lowered from 150% to 125%
  • 3 unit damage lowered from 175% to 150%
  • 4 unit damage lowered from 200% to 175%
  • 5 unit damage lowered from 225% to 200%

  • Reduced damage increased from 45% to 50%
  • Bonus true damage increased from 45% to 50%
  • 2 unit duration lowered from 4s to 3s
  • 8 unit duration increased from 13 to 15

TFT Champions

Tier 2
  • Turret duration changed from 7/8/9/11 to 7/8/9/10

  • Ability damage changed from 25/50/75 to 40/50/75
  • Ability attack damage steal changed from 20/30/40% to 30/35/40%

Tier 3
Xin Xhao
  • Ability Armor and MR changed from 50/70/150 to 50/75/150

  • Ability total damage changed from 600/900/1600 to 750/900/1600

Tier 4
  • Ability AD as damage changed from 200/225/250% to 200/200/250%

Context & Notes

1) Riot Scruffy provided a preview of Patch 10.23 changes:
"10.23 Patch Preview - PRESEASON! 
It's a big preseason, so much is changing that we don't have our typical champion buffs and nerfs.  
We'll be watching everything very closely after Preseason ships to be ready for hotfixing bugs, items, and champions that we need to."
He added that all the changes would be noted in a large set of patch notes:
"I will not be, monster patch notes will be coming next week."

2)  Kiwikid noted that Battlecast Zac's splash art was going to be tweaked, making it lighter to better reflect the in-game model.

3) Over on reddit, Reav3 noted they plan on buffing mid-lane Seraphine 

[1] "We saw that as well. We are currently working on a changelist to buff her mid WR" 
[2] "One thing we are experimenting with is making her E not do reduced damage to minions, which shouldn't effect her support WR while making her a bit stronger in mid" 

4) Scruffy tweeted out a full Seraphine changelist:

"First patch is showing us that Seraphine has been skewed towards Support more than intended so we're adding  adjustments to 10.23 to shift her primary position to Mid. 

Support is quite good right now, so these shouldn't remove the position, just bring it to a reasonable state."
