2014 Ranked Season reward for Gold or higher

"The fallen angel rises to become this year’s recipient of the Victorious skin! 
Victorious Morgana includes:
  • A new model that has a gorgeous regal dress, as well as banners for wings! (Minor tweaks will still be made.)
  • All new particles! (These particles are still slightly a work in progress.)
  • A new recall animation, complete with new sounds!

Singed Changes and Model/Texture updates


Here's SmashGizmo with context on a few Singed changes for this patch!
"Hey guys, SmashGizmo here from the Live Gameplay team, and I'm here to just give you guys a little heads up on some Singed changes coming to PBE soon. We don't think Singed needs a big push to make his way back into the mix in top lane, so we're looking at some small scale changes, both to give him something new and cool to do and to give him a little nudge up in power. The main changes we're looking at here are: 
  • When Singed Flings an opponent into his Mega Adhesive, they are snared for 1 second
  • Slight buff to rank 3 Insanity Potion stats bonus 
The first change is about adding some cool thematic utility to Singed and opening up some big play-making potential when he gets creative with comboing his abilities. We like the core stuff that Singed is doing and we didn't really want to change that too much, but we wanted to give him some new ways to think about his E and W usage and reward players for using them well together. The second change is just a slight nudge up to his late game effectiveness, as Insanity Potion's rank 3 isn't quite as noticeable in the late game as the earlier ranks are in the early-mid game. 
Also, Singed is receiving these kit changes in tandem with some visual updates! The model and textures for all of his skins have been updated, so you can look all spiffy as you run by people and throw them onto disgusting puddles of goo."

Singed Fling into Mega Adhesive 

Singed has new gooey VFX when he successfully uses Fling (E) to throw a target into his Mega Adhesive (W), a new mechanic introduced this PBE cycle.


Snow Day Singed also has his own, snowy variant of this VFX!



2014 Ranked Team Rewards Ward Skins

The three unique ward skins that are part of the 2014 season ranked TEAM REWARDS are now up on the PBE! These reward ward skins will be handed out at the end of the season based on how many points you have earned by playing team ranked games. Read up on how to obtain them here.

"There will be three wards for the end of season rewards this time around– which one will you be receiving? 
These wards are unlocked based on how many wins players earn over the season in ranked teams.
  • 3v3 win: 1 point
  • 5v5 win: 3 points
  • 20 points will earn you the Conquering Ward, which has one tier of 'wings', and is topped with a whitish orb.
  • 45 points will earn you the Triumphant Ward, which has two tiers of 'wings', and is topped with a light blue orb.
  • 75 points will earn you the Victorious Ward, which has three tiers of 'wings' that are gold white and blue, and is topped with a royal blue orb.

Summoner's Rift Login Theme

With the updated Summoner's Rift entering open beta soon, we have a new Summoner's Rift login screen featuring Vi fighting the new Blue Sentinel

There also appear to be new end of game assets! While these aren't hooked up in-game just yet, here's a mock up of what the new Victory and Defeat banners should look like at the end of a game.


2014 Ranked Reward Summoner Icons

With the ranked season ending on November 11th, the new 2014 Ranked reward icons have been added on the PBE! There is an icon for each rank and three icons for Challenger tier, for the "top 10,50/200 spots in solo queue as well as the top 3, 15, and 50 spots in team queues".

Ranked Loading Screen Borders and Banner Trim

The ranked loading screen borders have also been updated to include the new MASTER tier border!

Vintage Loading Screens for RAF Skins

Vintage Loading Screens have been added for both Grey Warwick and Medieval Twitch due to the upcoming changes to the Refer a friend system. Players who have earned these two reward skins PRIOR to the launch of the Refer-A-Friend changes will have this exclusive loading screen.



Lore Changes

Several Shadow Isles champions have received new, short-form lore entries for the client. These are not meant to replace the longer bios on the website.

Elise

Elise's entrancing beauty and grace conceal the pitiless, black heart of a deadly predator. With ruthless cunning, she lures the unsuspecting with promises of favor from the spider god. Having exchanged her humanity to become something far more sinister, Elise sacrifices the innocent to maintain her power and seemingly eternal youth. No one can fathom how many have been caught in her web, slain to feed her insatiable hunger.

Evelynn

Swift and lethal, Evelynn is one of the most deadly - and expensive - assassins in all of Runeterra. Able to merge with the shadows at will, she patiently stalks her prey, waiting for the right moment to strike. While Evelynn is clearly not entirely human, and her heritage remains unclear, it is believed that she hails from the Shadow Isles - though her link with that tortured realm remains shrouded in mystery.

Hecarim

Hecarim is a towering, armored specter whose name is whispered fearfully across the length and breadth of Runeterra. He patrols the Shadow Isles, running down anyone foolish enough to set foot upon its cursed soil. As the vanguard of undeath, Hecarim rides forth from the Black Mist, laughing mockingly as he tramples the living beneath his iron-shod hooves.

Karthus

Karthus is a harbinger of oblivion, zealously devoted to the beauty and clarity of death. Even in his youth, he was utterly obsessed with mortality, growing ever more relentless in the pursuit of his dark desires. Yearning to be one with death itself, Karthus journeyed to the Shadow Isles and willingly offered himself to undeath. Karthus transformed into the Deathsinger, a dread lich existing solely to deliver the blessed gift of annihilation.

Maokai

Maokai was bound to a gnarled tree by the dark magic that transformed the Shadow Isles. The once-peaceful nature spirit is now a corruption of his former self. Infused with power that he never asked for, he has become a destructive force, sundering his enemies with wild magic and crushing limbs. Maokai continues to wander Valoran, seeking the means to bring life back to his forest home.

Mordekaiser

The vicious wraith Mordekaiser is among the most terrifying and hateful of spirits that haunt the Shadow Isles. Entombed in ancient armor, the Master of Metal is said to be the first of the unliving, a revenant who existed even before the Shadow Isles were wrought. His twisted soul thrives on his own suffering, as well as the anguish he inflicts upon others. Those who dare face Mordekaiser in battle risk a horrific curse: he enslaves his victims' souls to become instruments of destruction.

Thresh

Thresh is a sadistic, spectral reaper who relishes tormenting the living and the dead. Once a jailer who mercilessly brutalized all under his charge, Thresh was hanged from his own chains by the prisoners he had tortured. With his vicious essence unbound, the Chain Warden roams Runeterra in search of prey. He derives twisted joy from slowly breaking the minds of his most defiant victims, before trapping their souls within the sickly green light of his lantern.

Yorick

A terrifying and tragic figure, Yorick is a ghoulish being that exists on the edge of mortality. Some say he was the last of his family line, dying without an heir to continue its legacy, and that he is cursed to continue to his family's duty even after death. Wielding the twisted shovel he bore in life, he continues his macabre work, endlessly digging and filling graves upon the haunted Shadow Isles.

No Texture Rebalances in 4.19

For those on the look out, Ququroon has confirmed there will be no texture rebalances in this PBE cycle.
"As a heads up, there will be no Texture Rebalances in the 4.19 patch due to logistic reasons. Expect many of them in 4.20. #LeagueOfLegends"



End of Game Gifting on PBE

Here's Saberprivateer with a heads up on the new End of Game gifting features now enabled for testing on the PBE! 
"Hey guys! 
We’ve released end of game gifting to the PBE for testing. This is a new way for players to gift fellow Summoners via the post-game lobby. Now, whether you want to thank a friendly player or reward someone’s first Pentakill, you can show your appreciation after the match! Here are the details: 
• You do NOT have to be friends to send a gift
• You can send gifts to players on both teams
• Only mystery skins and mystery gifts are available at this time
• The prices will be the same as in the store
• Gifts will count towards the daily gifting limit. In other words, you can only send/receive up to five gifts each day (For example, sending three mystery skins from the store and two end of game gifts hits your limit)
• Available in all queues except for custom games 
The Unlock team is looking forward to your feedback so please respond to this post with questions and let us know what you think!"


Miscellaneous - King Poro, Harrowing Login, and more!

We have another vague mention of "KingPoro" in the form of mutators for Map 12 (Howling Abyss). No confirmation or details on what exactly "KingPoro" is for but it seems pretty familiar to when the Ascension files were floating about the PBE...

The Harrowing Login theme is now on the PBE after being discovered in the live files for 4.18.


There are new healing swirls while regenerating health in the base.


We also have new shop icons for name changes and for single rune pages.



New Store Assets

Looks like a few new assets for the gifting options in the store and during the new End of Game Gifting feature- both the specific champion and skin unlock images have been updated, as well as the mystery gift images!

  • Zephyr (W) cooldown increased to 12 at all ranks from 12/11/10/9/8
Quinn
  • Range increased to 550 from 525
  • Movement Speed decreased to 330 from 335

    Lucian
    • Ardent Blaze (W) movement speed increased to 40/45/50/55/60 from 40 at all ranks
    • Ardent Blaze (W) bonus attack damage ratio (.3 bonus AD) removed.
    • The Culling (R) cooldown increased to 110/100/90 from 100/75/50
    • The Culling (R) damage per shot increased to 45/55/65 from 40/50/60

    Nocturne
    • Unspeakable Horror (E) reverted back to live; no longer lists the new passive effect of gaining boosted movement speed towards feared targets.


    Shaco
    • [Tool Tip Update Only] Two-Shiv Poison (E) tooltip has been updated to include that it causes monsters to miss attacks as well as minions. 
    • [Context: No functional change here. Shaco's TSP has always made monsters miss attacks and the tool tip has just been updated to be more accurate.  

    Singed
    • Mega Adhesive (W) tool tip cleaned up after yesterday's errors. Now includes only "If Singed flings a target into the zone, it will root them for 1 second."
    • Fling (E) now also reads "If the target Singed flings lands in his Mega Adhesive, they are also rooted for 1 second"
    • Insanity Potion (R) rank three now grants 80 ability power, armor, MR, Movement Speed, Health Regen and Mana regen up from 65.
    Sion
    • Health per level increased to 73 from 70.
    • Decimating Smash (Q) mana cost reduced to 45/50/55/60/65 from 50/55/60/65/70
    • Soul Furnace (W) permanent bonus health for killing a large monster and on enemy champion kills + assists increased to 10 from 8.
    • Soul Furnace (W) mana cost lowered to 65/70/75/80/85 from 70/75/80/85/90
    • Roar of the Slayer (E) Mana cost increased 35 at all ranks from 25 at all ranks
    Ryze
    • Overload (Q) damage reduced to 40/60/80/100/120 from 60/85/110/135/160.

      Zilean
      • Heightened Learning (Passive) now reads "Zilean and his nearby allied champions receive 8% additional experience" from "Increases experience gain of all allied champions by 8%"



      Items
      Warden's Mail
      • Unique Passive - Cold Steel attack speed slow increased to 15% from 10%





      Modified Testing Windows: Updated Summoner's Rift + Preseason 2015

      Here's Pwyff with a heads up on the plan to swap between the SRU testing and the specific preseason testing  on the PBE over the next couple of weeks:
      "Hey all, 
      Just wanted to give a heads up about some... unique testing we'll be doing on the PBE.
      Specifically we've got two big projects we want to throw onto the PBE - the 2015 preseason changes, and the updated Summoner's Rift - but both require very different forms of testing. Because of this, we're going to try something different: for the next couple weeks, we'll be splitting testing phases into separate sections. 
      So here's what you can expect: On some days you'll be able to play the updated Summoner's Rift with most of what the live environment currently has (although the 2015 preseason champion stat changes will remain (but not items)). On other days, you'll be able to play on the updated Summoner's Rift along with all of our major 2015 preseason experimental changes, including the updated turrets, jungle changes, dragon changes, and more. We'll be flipping between the two for a few weeks to get extra testing coverage on both, so don't be surprised if things change on the fly.
      It's also worth mentioning that stability is one of our core focuses here, so you may not see much iteration between 'phase' shifts. Currently we can't really pin direct PBE dates to when you can expect 2015 season changes + the updated Summoner's Rift vs. just the updated Summoner's Rift, but if you keep checking back here, we'll keep you posted on the switches. 
      You'll see our testing schedules going back to normal roughly after October, but we just wanted to try something new for this month. We appreciate your patience and happy playing!"



      PRESEASON CHANGES REMOVED


      The experimental preseason changes have been removed from the PBE - This includes including the objective changes, tower changes, jungle itemization, new items, jungle, Scuttle Crab, summoner spell changes, base stat ^ regen changes for champions that were added in 10/9, readded in 10/24, then iterated on during the 10/27 update.

      As Ypherion mentions in this post, they preseason changes will remain off the PBE until the end of this patch cycle as they will not be shipping to live in 4.19.

      NOTE: To be absolutely clear, the new skins (Reaper Soraka and Victorious Morgana), new ward skins, champion specific balance changes, Singed model and texture updates, End of Game Gifting, new summoner icons, and all that other stuff is still up on the PBE. The Summoner's Rift update is also still up for testing on the PBE.

      [10/27] Preaseason Changes

      Today's patch includes a few tweaks to the wealth of Preseason changes that are currently testing on the PBE!  Here's a run down of what is new in today's update, including a new model for SCUTTLE CRAB, a buff to DESOLATING SMITE, and a change to INHIBITOR TOWERS.

      The SCUTTLE CRAB, the new jungle camp that inhabits the river and grants a speed shrine when killed, has a new model and has been re-enabled for testing!

      Scuttle Crab
      Large Monster - Area Buff
      180 second respawn time
      An elusive wandering pacifist. Slowing or Rooting this monster causes it to take massive damage from attacks. Killing this monster grants a Speed Shrine in this river, granting bonus Movement Speed to allies who pass through and passively providing vision.

      Desolating Smite (Ranger's Trailblazer's Smite uprade) now also restores 20% of missing health and mana.

      The new BEAM attack of the Inhibitor tower now slows targets by (~10%).


      [10/24]Preseason Changes back on PBE

      The wealth of experimental preseason changes ]are now back on the PBE for additional testing! This includes significant changes to the jungle, jungle itemization, objectives, and lots more.

      Before we get too far, here's Ypherion with a bit of information on this testing window and a note on the Scuttle Crab camp:
      "Hi all, 
      The experimental preseason changes should be back on PBE from now until early next week then they will be off until the end of this patch cycle. 
      The Scuttle Crab (new River monster) isn't on PBE right now. This is NOT because we've removed him from our preseason plans, but instead because he was getting delusions of grandeur and spawning endlessly, filling the map with Scuttle Crabs (read: there's a bug :P). We'll get him fixed over the weekend and hopefully have the Scuttle Crab back on PBE on Monday."

      Without further ado, here is what is new with the preseason changes, relative to what we saw during the first wave of preseason changes added on October 9th then removed on October 13th.

      For context on the new changes, check out these with these threads but be warned they mightbe a bit dated. I'll also try to include brief summaries of each change below:


      Gameplay Changes

      Smite Rewards
      The "killing monster after you use smite on it " rewards for each camp has been changed to a charge system. Each camp now "sparkles" when it has a charge of it's buff and smiting it will now give it's bonus instead of having to specifically kill it after using smite.  Each camp can only give the reward once per spawn.

      The large monsters in each camp now glow to let you know they have their bonus:

      Krug's on smite bonus has also been changed from an execution bonus to stun for monsters and minions and bonus true damage to a tower.


      Dragon Slayer buff
      The new Dragon Slayer buff, a stacking and persisting through death buff that is now awarded for each dragon kill instead of gold, has also received significant changes to each of it's stat bonuses.

      There are also new visual effects associated with the Dragon Slayer buff as well as an animation that plays when you obtain a stack.

      At one stack you champion has a very faint fiery glow.
      The effect grows stronger every stack you receive and at five stacks your champion has a bright fiery glow and, as noted above, burns enemies you damage.

      Item Changes

      [Note: All item comparisons are vs the original set of preseason changes implemented in the 10/9 PBE patch. Check out these rough patch notes for more information. ]

      The new "Jungler" passive on the four Hunter's Machete upgrades - Stalker's BladeSkirmisher's SabreRanger's Trailblazer, and Poacher's Knife - has had it's mana regen increased to 4 per second up from 3 per second.

      Stalker's Blade
      • Unique Passive - Devastating Smite has been changed to "Upgrades Smite to Devastating Smite, which can be cast on enemy champions, dealing true damage and reducing their movement speed by 50% for 2 seconds. 
      Killing Large monsters increases the damage of your next Devastating Smite cast on a champion, up to a maximum of three large monster kills."
      [Name is bugged, it is not "Quick Smite" and is intended to be "Devastating Smite"]

      Each of the four new jungle based item enchants have all been buffed. To brush up, remember that these are a is a new system! Enchants are applied to each of the four new Hunter's Machete items and Hunter's Machete now requires a player to be using the summoner spell smite to purchase.

      Enchantment: Juggernaut
      • Health increased to 500 from 450
      • Now has +25 Armor
      • No longer has 10% CDR
      • No longer has 5% movement speed
      • Now has Unique Passive - Tenacity
      Enchantment: Magus
      • Ability power increased to 90 from 80
      • Now gives 10 Magic Penetration

      Enchantment: Warrior
      • Attack damage increased to 60 from 45
      • Lifesteal increased to 10% from 8%

      Enchantment : Devourer
      • Renamed to "Devourer" from "Stalker"
      • Attack speed increased to 50% from 40%
      • Now deals 40 magic damage on hit.
      • No longer gives 10% CDR
      • Passive reworked to "Devouring - Killing large monsters increases the Magic Damage of this item by 1 and Champion Kills or Assists increase magic damage by 2" from "Basic attacks grant +6% attack speed for 8 seconds (stacks up to 4 times) and deal 24 bonus magic damage"

      Athene's Unholy Grail
      • Unique Passive - Mana Font changed to "Restores 1.5% of missing mana every 5 seconds" from  "increases mana regen by 1% per 1% of mana missing"


      Chain Vest
      • Now Builds out of one Cloth armor + 450g instead of two cloth armors + 200g
      • Total price lowered to 750g from 800g
      Chalice of Harmony
      • Unique Passive - Mana Font changed to "Now restores 1.5% of missing mana every 5 seconds" from  "increases mana regen by 1% per 1% of mana missing"
      Doran's Shield
      •  Now reads "Blocks 8 damage from single target attacks and spells from champions" from "Blocks 8 damage from champion basic attacks"

      New Item

      There is also a new Soul Sickle item included in this patch. It is 1400g and doesn't currently build into anything but it very much seems like the Essence Reaver component item Meddler was recently talking about testing.

      Other

      Nunu's Consume (Q) tool tip has been updated to reflect the new mobs on the Summoner's Rift update.

      The first draft of the experimental preseason 2015 changes we've been reading about throughout the week are now up on the PBE for testing on it's own version of the SRU!

      First up, here is Xypherous with a set of rough patch notes for today's preseason updates. We are looking at a MASSIVE amount of changes so be sure to read through them carefully!
      "General 
      Pushing to the PBE sometime tonight or tomorrow. Going to throw up a really rough changelist of the subtle stuff. I'm going to take the time to call out more subtle things that are harder to notice and give much less detail about the really obvious stuff. 
      These are really rough patch notes and we are highly interested in heavily iterating on a lot of these. For example, I'd love to hear your suggestions for what cool Dragon bonuses could be - and I know we're still heavily iterating on the Jungle. 
      I'm going really light on context in this post because this isn't an official patch notes - I just wanted to get a good list of details out there so you guys have some inkling of what's going on when the stuff gets deployed to PBE. 
      As usual, if you have questions, feel free to ask but try to keep it in this thread if possible. 
      Fountain Regeneration 
      Improving feel of regeneration in fountain 
      1. Fountain Regeneration now heals for 25% of the amount healed on live but ticks 4 times as fast. 
      Stat Growth Per Level 
      Champion base stats and stat growth per level adjusted to help reduce the impact of early level advantages  
      1. Roughly, characters will start the game with an additional 68% of their per level statistic compared to live.
      2. Each level, characters will gain from 72 to 128% of their per level statistic compared to live, totalling to 1700% of your per level statistic. 
      Bounty Changes 
      With Stats Growth Per Level changes, early advantages are somewhat diminished - thus removing the unpopular gold rubberbanding mechanic from S4 to compensate for the new system of stats growth 
      1. Kill gold is no longer reduced before 4 minutes.
      2. Gold gained from Assists now scales from 25% to 50% over the first 210 seconds of the game. 
        Death Timers 
        Shifting Death Timers to be longer based on level for a larger portion of the game to give a team on the backfoot an uptime advantage 
        1. Death Timers now increase by 2% every 30 seconds starting at 35 minutes, rather than 2% every 60 seconds starting at 25 minutes. 
          Towers 
          Towers have received some changes to change both tower feel and to simplify the calculus involved in determining your damage to a tower 
          Inner Towers have been given some anti-split push / anti-siege potential. Inhibitor Towers have been given more ramp-up to make it easier to defend against single targets  
          • Towers no longer gain Armor and Magic Resistance over time, but they still gain Attack Damage.
          • Tower Armor and Magic Resistance have been normalized to 100.
          • Tower HP has been set to the following:
          • Outer: 2000 Health
          • Inner: 2000 Health
          • Inhibitor: 2500 Health
          • Nexus: 2000 Health
          • Inner Towers have a new mechanic - Shielding:
          • Inner Towers have a shield protecting them that regenerates after 60 seconds of not taking damage.
          • While the shield holds, nearby champions gain a moderate shield as well.
          • Inhibitor Towers have a new mechanic - Beam:
          • Inhibitor Towers attack their target continuously, up to 4 times a second.
          • Inhibitor Towers slowly ramp their damage from 100% to 260% over the course of 6.5 seconds.
          • Inhibitor Towers slowly ignore their targets armor from 40% to 100% over the course of 6.5 seconds.
          • Ramp is reset when Inhibitor Towers change targets.
          • Base Tower regeneration reduced to 5 hp/5 from 15 hp/5 
            Minions 
            Simplifying Minion Math as well as removing the ability for resistance penetration to increase wave clear power 
            1. Minions no longer gain Armor and Magic Resistance
            2. Minions gain increased maximum Health at a rate roughly comparable to the old resistance bonuses such that their effect HP is the same. 
            Homefield Advantage
            Wanted to give the defending team an advantage in their base and remove other rubberbanding mechanics 
            1. While a character is in their own base, they receive a movement speed and minor resistance bonus. 
              Inhibitor Respawn 
              Removing this rubberbanding mechanic as the base buff seems to accomplish the same thing while not dragging the game out artificially 
              1. Inhibitors respawn timers increased to 300 seconds from 240. 
                Blue Buff 
                Blue Buff, acquired ealy, can lead to some unbreakable siege scenarios. With two buffs, this siege power can extend to 100% uptime. Wanted to reduce the duration on the buff a bit rather than attack the power of it to shorten some extended sieging scenarios 
                1. Blue Buff duration reduced to 120 seconds from 150. 
                  Red Buff 
                  Blue buff is incredibly broad in application as it is used to dominate lane and contribute to clearing minions in wave clear, while red buff has some in-combat advantages - we wanted to give red buff some kind of role to play in a siege to give greater rewards to controlling the map before a siege 
                  1. Grants you 1% of your maximum Health every 5 seconds.
                  2. Duration reduced to 120 seconds from 150.
                  3. Slow reduced to 5-10% / 8-15% for ranged / melee characters from 5-15% / 8-24%
                  4. Burn damage rescaled to 5-56 damage per second from 10-44 damage
                  5. Burn damage now applies to Towers 
                    New Powerup: Still Waters 
                    Adding a pickup to the lanes after 20 minutes to add some incentive to visit this area in the mid and late game, as well as provide some split pushing power 
                    1. In the top and bottom lanes, at the entrance to river, a powerup will spawn beginning at 20 minutes and every 3 minutes thereafter.
                    2. This buff confers:
                    • +50 out of combat movement speed.
                    • Standing Still for 0.5 seconds grants up to 25% increased vision range and the ability to look over walls. 
                      Elixirs 
                      Replacing current Elixirs with Elixirs that serve more divergent strategic powers, especially in the late game 
                      1. Elixir of Fortitude and Brilliance have been removed.
                      2. You may only benefit from one elixir at a time.
                      3. Elixirs may only be bought when your champion is level 9 or above.
                      4. Elixir price increased to 400 gold.
                      5. New Elixirs added:
                      • Elixir of Ruin: Grants Health, +% Tower Damage. Nearby minions gain +% Tower Damage and their movement speed is set to 90% of your own, up to 500.
                      • Elixir of Iron: Grants Size, Tenacity and Slow resistance. You leave a trail that increases ally movement speed by 10%
                      • Elixir of Sorcery: Grants AP, MP/5 and bonus true damage when damaging a champion or a tower.
                      • Elixir of Wrath: Grants AD, 10% physical vamp and scoring a kill or assist will extend the duration of the flask by 30 seconds. 
                        Baron Nashor 
                        Attempting to create a greater call to action for the team that has the Baron Nashor buff, rather than passively grind the opponent out 
                        1. Health and Regeneration removed (AD and AP boost remain the same)
                        2. Baron Buff additionally grants you Empowered Recall, reducing your recall time to 4 seconds. This also massively heals you and grants you an 8 second movement speed buff once it finishes.
                        3. Baron Buff buffs nearby minions around you significantly, causing them to gain up to 90% your Movement Speed as well as specific bonuses on type:
                          • Melee Minions: Gain 80% damage reduction from almost all damage types
                          • Ranged Minions: Gain increased damage and a minor increase in range.
                          • Siege Minions: Gain massive increases to range - such that they outrange towers. Their attacks are 50% slower but are AoE and deal 4x damage to towers.
                          • Super Minions: Gains 75% Movement Speed when nearby enemies as well as 25% Attack Speed. 
                            Dragon 
                            Dragon bonuses adjusted to be more 'back-loaded' so that a team that opts for a fast pushing strategy versus a team that goes for neutral objective control will spike in power at different times in the game 
                            • Slaying Dragon now grants you a stack of 'Dragonslayer' which grants different permanent bonuses depending on how many Dragons you've slain.
                            • Stack 1: Increased Regeneration
                            • Stack 2: Increased AD / AP
                            • Stack 3: Increased Movement Speed
                            • Stack 4: Increased Health
                            • Stack 5: Triples all other bonuses
                            • Dragon gives 50% reduced XP, compared to live.
                            • Dragon no longer grants global gold.
                            • Dragon deals 20% increased damage to units for every Dragon their team has slain.
                            • Dragon takes 7% reduced damage from units for every Dragon their team has slain. 
                              Itemization Updates  
                              Enchantment: Captain's 
                              Removing overlapping mechanics from Elixir of Ruin and Baron Buff - and most people didn't use Captain's for this purpose anyway 
                              • Minion MS amplification removed. 
                                Armor and Magic Resistance 
                                Resistances are inherently reactive buys - and the constraint of Negatron Cloak and Chain Vest makes the act of cleverly reacting to your opponent much much harder than it should be 
                                • All Armor and Magic Resistance items can now be built out of a cloth armor / null magic mantle.
                                • Recipes, gold costs, stats and build paths have been adjusted to compensate for the above change.
                                • In effect, there is now no meaningful difference between 'Chain Vest/Negatron Cloak' items vs. 'Cloth Armor/Null Magic Mantle' items as they will all build from the same root. 
                                  Health and Mana Regeneration 
                                  We're swapping from items granting flat HP/5 and MP/5 to increasing a % of your base regeneration + % level regeneration. This allows different characters to benefit from regeneration items differently - as well as allowing these items to more naturally scale as the game goes on. 
                                  1. Items that grant Health and Mana regeneration now grant either % Base Health Regeneration or % Base Mana Regeneration
                                  2. % Base Health / Mana Regeneration take into account your champion's Health and Mana regeneration and any Health and Mana regeneration they gain per level.
                                  3. This does not take into account: skills, masteries, runes and other sources other than your champion statistic. 
                                  Example: Your champion has 7 mp/5 at level 1 and 18 mp/5 at level 18. You buy an item that grants +50% Base Mana Regeneration. At level 1, this item will provide an additional +3.5 mp/5 at level 1 and 9 mp/5 at level 18.  
                                  New Items 
                                  Crystalline Bracer
                                  Recipe: Rejuvenation Bead + Ruby Crystal 
                                  1. Grants Health and Regeneration.  
                                  Righteous Glory
                                  Recipe: Catalyst + Crystalline Bracer 
                                  1. Grants Health, Mana and Regeneration
                                  2. Active: Grants +60% MS to you and nearby allies when moving towards enemies for 2 seconds. When this speed boost ends, it emits a shockwave, slowing nearby enemy champions by 80% for one second. 
                                    Warmog's Armor
                                    1. Health reduced to 800 from 1000.
                                    2. Regeneration triples when out of combat.
                                    3. Cost slightly reduced. 
                                      Raptor's Cloak
                                      Recipe: Rejuvenation Bead + Cloth Armor + Rejuvenation Bead 
                                      1. Grants bonus movement speed when near turrets or Zzrot Gates.  
                                      **Zz'rot Portal**
                                      *Recipe: Raptor Cloak + Negatron Cloak*

                                      1. Spawns a gate at a location that summons monsters. These monsters proceed down the nearest lane and attack minions and damage towers.
                                      Edit: Not currently in this build. Also no one spells like that. 
                                      Ohmwrecker 
                                      Recipe: Raptor Cloak + Kindlegem 
                                      1. Active now boosts the damage of nearby towers by 100% or prevents nearby enemy towers from attacking.
                                      2. Stats adjusted to fit the recipe items (Health/Armor/Regen/CDR) 
                                        Jungle 
                                        Jungle is different now. For reasons! 
                                        Reasons that are outlined in the previous PBE post. Don't look at me like that. 
                                        General 
                                        1. Jungle Difficulty and Rewards have been increased
                                        2. Red and Blue buff timers moved to 2:30 
                                        New Jungle Camp: Scuttle crab 
                                        This neutral objective is intended to add control to the river as a setup for Baron / Dragon or provide protection/enable river ganks in the early game 
                                        1. Spawns in top and bottom river and patrols the river it is in.
                                        2. Is not hostile - tries to run away from enemy champions.
                                        3. Grants a speed shrine in the river that provides vision and out of combat movement speed to people who cross it. 
                                          Smite 
                                          Smiting a large monster from one of the monster camps will now grant bonus XP and a monster specific bonus when you kill it - this ensures that the Jungler always potentially benefits more from the Jungle than other roles  
                                          Brambleback (Elder Lizard) 
                                          1. Restores a large amount of Health.  
                                          Blue Guardian (Ancient Golem) 
                                          1. Restore a large amount of Mana.  
                                          Krugs (Ancient Golem) 
                                          1. Grants Gift of Heavy Hands - adding Execute Damage to your attacks.  
                                          Gromp (Large Wraith) 
                                          1. Grants Gift of the Toadstool - grants Toadstool Armor, poisoning enemies that attack you.  
                                          Raptors (Wraith Camp) 
                                          1. Grants Gift of the Eagle Eye - grants you a buff that automatically grants you true sight for a short time the next time you are spotted by an enemy ward 
                                          Murkwolf (Wolf Camp) 
                                          1. Grants Wolf Sentry - A ghostly wolf patrols that quardrant of the jungle for a moderate time. If an enemy champion enters that quadrant of the jungle, it'll run at them and alert you to his position. 
                                          Jungle Itemization 
                                          Jungle itemization has been overhauled - all existing jungle items have been removed. 
                                          Hunter's Machete 
                                          1. Hunter's Machete now grants 30 magic damage on hit over 2 seconds and grants 8 health and 2 Mana per second while fighting monsters.
                                          2. Hunter's Machete can only be bought if you have Smite as a Summoner Spell.  
                                          Upgrades 
                                          Hunter's Machete now upgrades into 4 items that amplify or change your Smite ability - depending on what overarching Jungle Strategy you want to do: Gank, Invade, Fast Clear, or Counterjungle 
                                          Stalker's Blade
                                          1. After killing 3 monsters, you can smite enemy champions, dealing a small amount of true damage and reducing their movement speed by 50% for 2 seconds. 
                                          Poacher's Knife
                                          1. Upgrade Smite to Quick Smite. Quick Smite has reduced cooldown - has further reduced cooldown when you kill large monsters and grants bonus gold if you use it on the monsters in the enemy jungle. 
                                          Skirmisher's Saber
                                          1. Upgrades Smite to Challenging Smite. Challenging Smite can be cast on an enemy champion - doing no true damage but revealing them for a long time and causing your attacks to deal bonus true damage each time you hit him. 
                                          Ranger's Trailblazer
                                          1. Upgrades Smite to Desolating Smite - which causes Smite to deal 50% splash damage to other nearby monsters as well as stun them for 1.5 seconds. 
                                          MOAR UPGRADES 
                                          The 4 above items can be enchanted with 4 enchantments that offer bonus statistics so you can customize the item based on what kind of role you want your jungler to transition to 
                                          Enchantment: Warrior
                                          * Grants AD and Life Steal
                                          Enchantment: Magus
                                          * Grants AP and CDR
                                          Enchantment: Juggernaut
                                          * Grants Health, CDR and Movement Speed
                                          Enchantment: Slayer
                                          * Grants AS, CDR and a stacking AS buff"

                                          Now that you've read over Xypherous's  massive set of rough notes, here's a set of supplemental screenshots and additional information on the changes. PLEASE REFER BACK TO THESE ROUGH NOTES IF YOU ARE LOOKING FOR MORE SPECIFICS!

                                          Remember that EVERYTHING BELOW IS EXPERIMENTAL AND SUBJECT TO CHANGE!

                                          Towers

                                          Inner towers  now have a shielding mechanic that regenerates after 60 seconds of not taking damage and grants nearby champions shields.
                                          Inhibitor towers have a new beam mechanic that fires a continuous beam that increases in damage and armor pen the longer it is attacking the same target.

                                          Still Waters Power up

                                          Still Waters is a new relic type buff that spawns on top and bottom after 20 minutes.
                                          After picking it up you get a movement speed boost and, When standing still, greatly increased vision!

                                          Here's an example of vision with the Bonus vs Not having the Bonus:

                                          Dragon

                                          Dragon's reward system has been reworked to a "Dragonslayer" buff that grants a chunk of stats and becomes stronger the more dragons your team slays!

                                          Although taking the buff won't come as easy! In addition to taking 7% reduced damage from units for every dragon their team has slaim, Dragon also DEALS more damage to repeat slayers!

                                          Baron

                                          As mentioned in the rough notes, Baron buff now empowers near by minions iwth bonus stats! Melee Minions take less damage, Ranged minions gain extra damage and range, Siege minions get a massive increase  to their range  and have slower AoE attacks, and Super Minions gain movespeed and attack speed.

                                          Jungle

                                          Using smite on monsters in the jungle now gives champions unique bonuses when they kill it!

                                          Razorbeaks grants a buff that "Alerts and gives unit magical sight. If spotted by an enemy ward in the next 60 seconds".

                                          Gromp grants "Posion armor that damages an enemy that attacks the owner for 90 seconds"

                                          Krug grants "Gift of the Heavy Hands" which adds bonux execute damage to your attacks and turns slain enemies to stone!


                                          Finally, Murkwolf "summon a ghost wolf that patrols the nearby area for up to 90 seconds"

                                          New River Monster - Giant Enemy Crab

                                          There is also a new monster camp in the form of a roaming "Giant Enemy Crab" (who has a placeholder art to look like a wraith) who runs away from champions and grants  a Speed Shrine when slain!
                                          The Giant Enemy Crab runs to in front of Dragon or Baron to lay down the speed shrine after being defeated.

                                          Items

                                          New Items

                                          Here are a set of completely new items currently testing in preseason - Crystalline BracerRaptor Cloak, and Righteous Glory

                                          New Elixirs

                                          We also have four new Elixirs that offer powerful temporary and strategic buffs!


                                          New Items that build out of Hunter's Machete

                                          The old jungle items have been replaced with upgrades that build directly out of Hunter's Machete! Each one offers the same "Jungler" passive aand it's own unique improvement to Smite.


                                          Each of the above items also comes with it's own variation of smite!

                                          [NOTE: SMITE'S BASE COOLDOWN HAS BEEN INCREASED TO 60 SECONDS]





                                          New Hunter's Machete Enchantments

                                          Each one of the Hunter's Machete upgrades can also be combined with items to be enchanted!

                                          The "blank" box is where any of the new Machete upgrades go. Basically you pick your upgrade, then combine it with one of the other items to form the new enchantment.

                                          For example, say I have a Stalker's Blade and I want the Juggernaut Enchantment. I combine my Stalkers Blade with a Kindlegem and some gold. Or I could take my Stalker's Blade and mix it with a Vamp Scepter + gold to get the Warrior enchant.


                                          Updated Existing Items

                                          EVERY item with mana and health regen has been changed as mana and health regen is now +% of base regen instead of a flat value per 5.

                                          Other

                                          Smite now has indicator on the ability bar to show just how much damage it will do.
                                          As Xypherous mentioned, there is also a new "Homefield Advantage" buff granted when champions are in their own base.
