4/19 PBE Update: More Tentative Balance Changes

The PBE has been updated! As we continue the 8.9 PBE cycle, today's patch includes Blood Moon Evelynn tweaks, tentative balance changes for Ryze, Zac, and more!

Skin Tweaks

The new Blood Moon Evelynn skin has received a few tweaks to her hair and horn color.

Balance Changes

NOTE*: The PBE is a testing grounds for new, tentative, & experimental changes. Be aware that what you see below may be relative to other changes earlier this cycle! These are not official notes.

Champions
Ivern
[4/19 Changelist from Squad5]
  • Friend of the Forest (P)
    • "Health cost lowered from 25% to 22.5% intial"
    • "Passive timer duration reduces 2s/lvl until 6, then 3s/lvl until 11, then 4s/lvl until 15 where it stays at 1 second."
      • "(Used to be 2s all levels)"
  • Rootcaller (Q) Missile width increased from 65 to 80

Ryze

  • Overload (Q) 
    • AP ratio reverted from 50% to 45%
    • Mana cost lowered from 40/50/60/70/80 to (should be 40)- (bug causing this to cost 0 atm  intended cost for this iteration is 40)
    • Rune Duration reverted from [5, renewing on taking or dealing damage] to 4 seconds
    • Shielding changed from 50/75/100/125/150 to [65+5 per level]
      • Vs Live: from [60+5 per level] to [65+5 per level]
    • Movement speed duration increased from 1.5 seconds to 2 seconds
  • Rune Prison (W)
    • Bonus mana reverted from 4% to 1%
    • Mana on cast lowered from 6/7/8/9/10% to 6.6.5/7/7.5/8%
  • Spell Flux (E)
    • Ability Power Ratio reverted 40% to 30%
    • Bonus Mana Ratio reverted from 1% to 2%
    • Tooltip updated:

1) Riot Axes has updated the Mana Changes PBE thread with a changelist for today (4/19):

Spellthief's Edge and Frostfang
  • Reverted to live values. 
We'll be keeping an eye on damage mage supports (especially Brand/Zyra, but also some that haven't been in the meta for a while), but still discussing whether we'll do anything proactive there or if we'll be taking a wait-and-see approach. 
Hextech GLP-800

Luden's Echo
  • Mana :: 500 >>> 600
Fiendish Codex
  • AP :: 30 >>> 35

  • Reverted changes - they were part of another exploration and not intended to go to PBE. They're not likely to go live this patch; it's possible they'd come back in a future cycle, but I don't know how likely it is.
Twin Shadows and Spellbinder's Orb are being looked at for buffs as well."

"Ivern buffs should be on PBE today.

4) Riot Endstep provided context on the Poppy changes this cycle:
"I can give some context about Poppy. Over time as she's been nerfed/buffed since release, she's generally had her utility stripped in favor of straight numbers buffs in terms of durability, speed, and damage. This has led to her being a stat-checking tank that doesn't really have the tools to support the play pattern of a stat-checking toplaner - the best tank example of that is Ornn, who (like Poppy) has some windowed damage but has enough consistent threat/uptime to back up that pattern, whereas Poppy's damage is more contextual/unreliable and she's much more limited in her ability to win battles of attrition. 
In an ideal world, Poppy would be more about chip trading/utility rather than raw durability/speed/stats in general, and this changelist is intended to shift her back more towards those strengths rather than the ones she has on live. 
Specifically on the R change, that's a straight utility buff that's also intended to help make up for her lower overall numbers since it allows her to guarantee another Q hit while the target is airborne, plus potentially an extra autoattack (just from Poppy, and more from her teammates in many cases). It is often quite a lot of extra damage as compared to Live Poppy. 
EDIT: I've also just realized that there's a line missing from the PBE data pull websites (it's on PBE, just doesn't seem to be listed correctly): Poppy's passive has +50 range on this changelist. "
