[Updated] 5/2 PBE Update: TPA Skins and Balance Changes

Update: A second small patch hit. The Rumble changes have been removed and there are new Zed changes. I also clarified the Shyvana changes.

The PBE has been reupdated with the contents of last night's patch plus a few more goodies.

To commemorate Taipei Assassin's amazing victory in last years Season Two World Championship, Riot is releasing a set of five new skins to celebrate. Bonus style points if you play a game with all 5 skins!"

PBE Skin Pricing Change
A while back all skins and champions were priced down the lowest possible tier to allow more players to pick them up, while on the PBE of course,  for testing purposes. However with the new pricing system, skins are now going to hit the PBE at the price point they will be pushed to live at.

Here is Udyr with the details 
"Hey PBE Summoners! 
We are going to be making a small change to the way that PBE content is priced in the Store, in order to have better transparency about upcoming skins.
Going forward, all new skins that make their way to the PBE will have pricing that reflects their actual skin tier.

Don’t worry about having enough RP to purchase and test all of the new content, as we’ll be keeping an eye on everyone’s balances to make sure the stipends are keeping up with the testing demand.

Balance Changes
All of the changes from yesterday, with the exception of the Galio changes, made it back into this PBE patch. I've reposted them below.

Diana
  • Pale Cascade ( W ) damage readjusted to 22/34/46/58/70 from 20/35/50/65/80.
  • Pale Cascade ( W ) shield lowered to 40/55/70/85/100 + .3 AP from 55/80/105/130/155 + .45 AP
  • Pale Cascade's ( W ) shield now STACKS instead of refreshing after all the orbs are detonated. *See CertainlyT's post for more info.

Elise
  • Spider form ( R ) no longer lists bonus armor or magic resist.

Lux
  • Prismatic Barrier ( W ) shield lowered to 50/65/80/95/110 + .25 AP from 80/105/130/155/180 + .35 AP. 
  • Prismatic Barrier's ( W ) shield now STACKS instead of only refreshing when the spell comes back. *See CertainlyT's post for more info.
Miss Fortune
  • Impure Shots ( W ) damage lowered to 4/6/8/12 from 6/8/10/12/14
  • Impure Shots ( W  ) number of stacks increased to 5 from 4.
  • Impure Shots ( W ) tooltip updated to state maximum damage from stacks as 20/30/40/50/60+.25 AP
Nami
  • Aqua Prison ( Q ) stun increased to 1.5 seconds from 1.3

Nunu
  • Consume ( Q ) now gains bonuses for 120/150/180/210/240 seconds based on the type of creep he has consumed.
  • Golems - 10% maximum health and 10% size.
  • Lizard - Your attack deal an additional 1% of your maximum health as magic damage.
  • Wolves / Wraiths - 15% bonus movement speed on kill for 3 seconds.
  • Consume ( Q ) damage increased to 600/700/800/900/1000 from 500/600/700/800/900.
  • Consume ( Q ) now heals for 90/130/170/210/250 + .75 AP down from 125/180/235/290/345 + 1.0 AP.
  • Consume's ( Q ) cooldown has been increased to 17/15/13/11/9 from 16/14/12/10/8.

Rumble
  • Electro Harpoon ( E ) damage lowered to 45/70/95/120/145 + .4 AP from 55/85/115/145/175 +.5 AP
  • Electro Harpoon ( E ) bonus damage from Danger zone increased to 50% from 25%

Shyvana
  • Flame Breath ( E ) damage lowered to 80/110/140/170/200 + .6 AP down from 80/125/170/215/260 +.6 AP.
  • Flame Breath ( E ) tool tip now claims to apply cinders for 5 seconds instead of the 15% armor reduction. Shyvana's auto attacks against targets with Cinders deal an extra 2.5% of their max health as magic damage.
  • Flame Breath ( E ) now passes through all enemies in its path.
  • Dragon's Descent ( R ) now lists that she brings the first enemy champion she contacts to her destination. 

Twisted Fate
  • Stacked Deck ( E ) no longer grants cooldown time and the attack speed increased has been increased to 10/15/20/25/30 from 3/6/9/12/15.
  • Destiny ( R ) teleport channel lowered to 1.5 seconds from 2 seconds.
  • Destiny ( R ) cooldown increased to 180/150/120 from 150/135/120.

Varus
  • Piercing Arrow ( Q ) starting damage increased to 10/47/83/120/157 from 10/43/77/110/143.
  • Piercing Arrow ( Q ) maximum damage increased to 15/70/125/180/235 from 15/65/115/165/215.
  • Hail of Arrows ( E ) damage lowered to 65/100/135/170/205 from 65/105/145/185/225.

Zac
  • Elastic Slingshot ( E ) damage lowered to 80/125/170/215/260 from 80/130/180/230/280. 
  • Let's Bounce! ( R ) tenacity lowered to 50% from 75%.
  • Let's Bounce! ( R ) tooltip no longer states that enemies hit more than once half damage.
  • Let's Bounce! ( R ) damage per bounce decreased to 100/150/200 from 160/240/320.
Zed

  • Razor Shuriken ( Q ) damage to additional enemies hit lowered to 45/69/93/117/141 to from 60/92/124/156/188
  • Shadow Slash ( E ) cooldown increased to 4 seconds from 3 seconds.


Additionally there are a few new changes to Mana Manipulator and it's associated items. These change's are taken from tool tips and aren't yet reflected completely in game.

Mana Manipulator

  • Price lowered to 300 gold from 400 gold.
  • Now builds out of only one Faerie Charm down from two.
  • Recipe cost increased to 120 from 40
  • Now grants 5 MP5 down from 6


Shard of Frozen Ice

  • Price reduced to 1600 from 1700
  • MP5 reduced to 5 from 6.


Mikael's Crucible

  • Price increased to 2500 from 2200.
  • Now grants 7 HP5 up from 0 HP5.
  • Now grants 18 MP5 up from 9 MP5
  • The activate now heals for 10% of MAXIMUM health instead of 15% of missing.
  • Build path now requires a Mana Manipulator and a Philosopher Stone instead of MM+PS+Mana Crystal
  • No longer grants 300 mana
