Here's L4T3NCY with more info on the return of ARURF, what is new, and more:
"Yo ^o^/
ARURF will be enabled soon on PBE for testing.
What's changed?
Since the last time we ran ARURF the following champs have undergone some sort of decent surgery or are new!
  • Camille
  • Warwick
  • Assassins patch
    • Talon
    • Katarina
    • LeBlanc
    • Rengar
Why did ARURF take so long to come back?
Getting ARURF working with the new League client was only one of a few reasons ARURF has taken a bit longer. If you remember, ARURF was originally a test for us trying to solve some of the problems of old URF, where it would stagnate in unique ways that other modes didn't (EG: Poro King). Old URF would get stale pretty quickly, meta would set in, and there was also some pretty unhealthy play patterns. We often talked about possible solutions to this including adding bans, daily rotation or restrictions on the champion pool or making the mode All Random (which we eventually went with). After the first run of ARURF, we've been checking to see if it was any better and are looking now to try it again.
    Known issues:
    • Reroll rates are still accelerated for both ARURF and ARAM while the mode is enabled. This unfortunately means you'll be generating wa~ay more rerolls in both ARAM and ARURF than you'd expect. How terrible.. :3 ( ͡° ͜ʖ ͡°)
    • We've switched off the ostentatious damage numbers from previous versions. Should be back to just normal damage display now.
Thanks as always for helping test stuff on PBE and find/report bugs. The mode won't be on today anytime, but we'll most likely switch it on soon to get testing started. How soon? Soon(tm). :P Also, even if we don't get to replying to every post, we do actually read ALL of what you guys comment. No joke. Our team combs these threads for bugs (and fresh memes).
      Cheers everyone. :D

      Urf Emote

A very strong looking Urf in-game emote was added this cycle. No availability details yet!

Yordle Splash & In-game Finger Change

Many Yordle champion and skin have been modified to have four fingers instead of five, including CorkiKennen, and Lulu. Yordles have four fingers but several over older champions/skins unfortunately have the wrong inconsistent number of fingers across their older assets.

Here's the updated splash arts from the 2/7 update, all of which have four fingers instead of five. For those interested, I've also put up a [old vs new gallery on IMGUR. ]
[Added in 2/8 Update / Imgur Album]
      [Added in 2/10 Update]

Many of the same champions & skins who received splash art tweaks have also received minor in-game model/texture changes to reduce their amount of fingers from five to four. While they can be hard to spot in game, here's a few examples of Dragon Wing CorkiKennen, and Lulu.

      Kill XP Changes on PBE

      "Howdy everybody,
Riot Colin here to give you guys some information/context about some exp changes that are currently live on PBE. We are seeing certain characters (usually supports or junglers) fall significantly behind their team in XP, even when they are playing well. They are still providing value to their team in team-fights and through utility, but these actions are frequently not rewarding enough to pull them back into the game. (Their kill XP is frequently divided across many people.) We want to increase the amount of XP they receive through rewards for kills they facilitate. We also are going to be keeping an eye on future changes for other sources of EXP that these players help earn, like Baron, Dragon and Turret kills.
The changes listed below address this problem by adding additional XP on champion takedowns specifically for players who significantly lag behind their team. We also are slightly tuning up the “underdog” bonus on kill XP - the bonus from scoring a takedown on champions who are higher level than you. Essentially, if you outplay someone who is more powerful than you are, you should receive some amount of increased reward for your action.
Teamwork Bonus: Bonus XP has been added on champion takedown (kill or assist) for players who are behind their team in level. The amount of bonus XP scales with how far behind your team you are
      • The bonus starts kicking in when you are just over one full level behind.
      • By two full levels’ difference, you get an additional ~25% of your share of the base kill experience. The bonus reaches its max value when you are 4 levels behind your team’s average, giving an additional 60% of your share of the base kill experience.
      • We put a limit of 60% on the maximum size of the bonus to prevent extreme slingshotting
Underdog Bonus: XP bonus for takedowns (kill or assist) on champions higher level than you has been increased. Expect around 10% extra XP if you are 4 levels behind your opponent."

      • Two LCL team summoner icons have been tweaked:
      [Comparison]      [Comparison]
      • Text Strings referencing a "Unanimous Surrender" vote were added in this cycle. A unanimous vote is one where everyone must agree to pass. Meddler noted in a recent /dev article  they plan on testing a 15-minute unanimous surrender option this year, starting on a single region initially.
"Early surrender vote wasn't unanimous for Blue Team @ForVotes@ / @AgainstVotes@."
"Early surrender vote wasn't unanimous for Red Team @ForVotes@ / @AgainstVotes@."
"Early surrender vote wasn't unanimous for your team @ForVotes@ / @AgainstVotes@."
"@srctr name@ has started an early surrender vote.  Early surrenders must be unanimous.  Type /surrender or /nosurrender."

      Balance Changes

Remember *: The PBE is a testing grounds for new, tentative, and sometimes radical or experimental changes. Be aware that what you see below may be lacking context or other changes that didn't make it in or were implemented in an earlier patch this cycle! These are not official notes.
