7/27 PBE Update: Splash Tweaks, Skin Bios, Tentative Balance Changes & More

The PBE has been updated! As we continue the 11.16 PBE cycle, today's patch includes skin bios, splash tweaks, tentative balance changes, and more!

  • Coven LeBlanc skin bio added:
    • "Resurrected by the Black Crane, LeBlanc has rejoined her sisters with renewed purpose-- yet the gifts of the Old Gods do not come without a price. As her body twists into new and strange forms, LeBlanc has discovered that she is the vessel through which her own dead god will return, and that it has granted her impossible power."
  • Coven Evelynn's splash art was tweaked very slightly on lips as noted in the feedback thread:

Balance Changes

NOTE*: The PBE is a testing grounds for new, tentative, & potentially experimental changes. Be aware that what you see below may be relative to other changes from earlier this cycle! These are not official notes and may be incomplete.

  • Gathering Fire (Passive)
    • Mantra cooldown reduction increased from 2-5s to 5-7s
    • [Removed] No longer reduces cooldown on basic attacks
  • Inner Flame (Q)
    • Damage lowered from 90/135/180/225/270 to 70/120/170/220/270
    • Cooldown increased from 8/7.5/7/6.5/6 to 9/8/7/6/5
    • Mana cost lowered from 55 to 45
    • Mantra bonus damage increased from 25/75/125/175 to 40/100/160/220
  • Inspire (E)
    • Shield increased from 80/120/160/200/240 to 80/125/170/215/260
    • Bonus movespeed changed from 40/45/50/55/60% to 40%
    • Mantra nearby champion movespeed changed from [same as ally spell was cast on] to [30%]

  • Hymn of Valor (Q) 
    • damage AP ratio reverted from 15% to 20%
    • Melody AP ratio reverted from  35% to 40%

Xin Zhao
  • Base AD lowered from 66 to 63

Dark Seal
  • Glory passive stack lost on death increased from 4 to 5
  • Dread passive AP lowered from 5 to 4

  • Intervention active
    • Heal increased from 180-360 to 200-400
    • cooldown lowered from 120s to 90s

TFT Champions

Tier 2
  • Healing lowered from 350 to 200/225/250

  • Damage lowered from 200/400/1000 to 175/350/800

  • Damage reverted from 175/250/400 to 150/225/325

  • Damage reduction cap lowered from 90% to 80%

Tier 3
  • damage increased from 350/500/900 to 400/550/950

Miss Fortune
  • Damage lowered from 250/400/750 to 250/375/700

[Nocturne has changes to his ability testing on the PBE!]
  • Damage changed from [50% of AD + 100/125/175] to [70% of AD + 70/85/120]

Tier 4
  • Damage increased from 200/300/1000 to 200/300/1200
  • Taunt duration increased from 2s to 2.5s
  • Heal increased from 50% of damage blocked to 60% of damage blocked

  • Damage increased from 210/260/700 to 210/260/750

"Post PBE Adjustments 
- Coven Ahri (Tanzanite) slightly adjusted tail colors to have more differentiation from parent skin
- Coven Ahri (Tanzanite), tweaked colors of skull prop during recall to have more differentiation from parent skin
- To give some clarity and transparency on Coven Evelynn's chromas and her lashers, we have decided to not make any adjustments as it is an gameplay ability."

Hey players! We're so thrilled with all the love Evelynn is receiving on this skin! As always, we value your constructive feedback/thoughts and support. Here is a list of the feedback points we wanted to address.. 
  • Lips: Lip color will be updated in her splash to better match her in-game model.
  • Hair: Her hair color will be adjusted to a more platinue hue to match her in-game model. We do not want it to be too close to her skin tone, but slight tweaks will be made to be more inline with her splash art.
  • Dancers: will be making the dancers more visible to increase readability
  • Dance SFX: will increase volume to make more louder
  • R VFX: Increasing impact and readability by adjusting timing of the R to lessen red effects
  • R SFX: will be adjusted to be more impactful. The missing hit sound is a bug and should be audible. We were working on getting that back up! Thank you all for catching that!
  • Clipping through belly: Fix has been submitted and will be available to players soon!
  • missing VO for Q, R: VO lines were intentionally cut and removed. If you're seeing those lines exist somewhere on the web, those are not up-to-date. It is working as intended. more context here: https://twitter.com/carnivalnites/status/1417898366017556483?s=19
No changes:
  • Brows: We will not be updating the eyebrows. The brows in the splash match the in-game model as intended. The highly requested arch from Evelynn's K/DA All Out brows was a specific style choice for that universe.
  • Borders: The appropriate team has reviewed this feedback and no changes will be made. Recoloring is done on an extremely selective basis

Coven Cassiopeia

"updated 7/27/2021
In response to feedback:
  • Tail: No adjustments will be made at this time. Coven Cassiopeia's tail matches her concept art as designed.
  • W VFX: flowers will be recolored
  • W SFX: improvements to clarity and impact by giving more power to the cast to be more inline with base skin. Will be making adjustments to missile to be more low end"

3) Here's Riot Jag with context on the Sona changes in today's update:

"Regarding Sona PBE feedback" 
We care about how players are responding to the changes, and we've seen a fair amount of sentiment that this is a nerf. 
From my perspective, I suspect that some people are undervaluing some of the specifics. 
We've seen a lot of playtests where Sona gets to two ultimates in the same lategame teamfight, which many players do not think will happen at all. So that's a fair amount of misalignment. 
The basic ability haste is also very front loaded compared to live, particularly if the Sona player plays the lane well. It's worse at 16, but you would need 80 Ability Haste from other sources for the old level 11 R Passive to break even with the new one. 
That being said, we're open to the perspective that we're overvaluing it. To that end, we're removing the AP Ratio nerf for tomorrow's PBE build, and we will proceed cautiously in case we need to pull back"
