2/16 PBE Update: More Tentative Balance Changes

[2/17 News: Meddler tweeted out some additional 8.4 nerfs for Zoe - (changelist / context)!]

The PBE has been updated! As we come to the end of the the 8.4 PBE cycle, today's patch includes more tentative balance changes.

Balance Changes

NOTE*: The PBE is a testing grounds for new, tentative, & experimental changes. Be aware that what you see below may be relative to other changes earlier this cycle! These are not official notes.

[Missed in an earlier update]
  • Crippling Strike (W) AD ratio increased from 140% at all ranks to 140/145/150/155/160%

  • Buster Shot (R) cooldown increased from 100/85/70 to 120/110/100


Blast Cone
  • Blast Cone spawns near Gromp and Behind Baron & Dragon pits initial spawn time increased from [125-140s] to [300s-330s]
    • From Meddler: "One change in 8.4 that's easy to miss is that we increased the initial spawn time on the Blast Cones near each Gromp camp and behind Baron and Dragon pits significantly (was in the 125-140s range, now 300-330s range). Goal there is to provide a longer period where laners aren't being threatened by its use by junglers, meaning they either have to pop it, can't play as aggressively or have to ward its location. Mentioning in part because also wanted to hear people's thoughts on plant spawn times and frequencies in general. Are there other plants you think should spawn earlier/later, more or less often, in different locations to where they do at present?"

[UPDATE] 1) Meddler was found tweeting about late 8.4 nerfs for Zoe that will be included in the upcoming patch:
[1]"Some late additional Zoe changes in 8.4: 
P ratio to 0.325 was 0.25 
Q damage 45-105+0.2 was 45-165+0.4 
W AP ratio to 0.6 was 0.4 
W MS 30-70% was 10-70% 
+34 base HP and +2 base AD

Expect 8.4 leaves her quite weak. Would rather risk overnerfing and fix after at this point though."
[2]"In terms of what that means for Q, its damage will be around 20% lower at all levels (base passive damage is tweaked a bit as well to even that out at some points, though starts and ends at the same values)."

3) Meddler also noted some more Tristana changes coming in 8.5:
"Think she needs some sharpening, don't think it needs to be as large as a mini update though. Reducing some of her safety in particular would help a bunch and that's one of the things we'll be looking at in 8.5. Possible we add a really late nerf to 8.4 as well as an earlier start too (higher ult CD at ranks 2 and 3, with additional changes to follow)."
