9/27 PBE Update: Jinx's Flame Chompers particles added

The PBE has been updated with adorable new particles for Jinx's E!

Jinx's Flame Chompers ( E ) particle added!

Following up on yesterdy, Jinx's has the proper particles for her Flame Chompers abilitiy now rather than the WIP particle that was just a copy of her model.
