From the service status forums:
"We have disabled ranked queues preparation for the Season 3 patch. Ranked queues will be re-enabled after maintenance is complete."The servers going down at: 2:00 PST for NA, 4:00 GMT for EUW, and 3:00 CET for EUNE,
"At 02:00 PST, the servers will be shut down and all games currently in progress will end in a draw and stats will not be recorded. We estimate the Fields of Justice will be unavailable for 6 hours."
