    They stopped giving item builds in Champion Spotlights (I believe this was stated in a forum post about Nami's champion spotlight) due to the fact that the recommended items in game is much more useful or something along those lines :)

    She's actually pretty amazing (OP if I could say so myself), combination of her kit allows her to stick to her opponents and deal a tremendous amount of damage.
    Her Blast Shield especially on later levels (18/13/8 second cooldown) give her a decent amount of sustain in prolonged fights especially if she builds tanky.

    She doesn't lack in the mobility department since regardless of the self-slow (15% not as big as you think) and charge time (1.25 seconds); Vault Breaker can send Vi to great distances (600 range; great distance indeed)
