2/4 PBE Update: Blood Moon Skins, Chroma & More!

The PBE has been updated! As we start the 10.4 PBE cycle, today's patch includes new Blood Moon skins for Katarina, Master Yi, Tryndamere, new chroma, and more!

Champion Skins

Three new Blood Moon skins are now on the PBE!

Blood Moon Katarina

1350 RP
"An honored priestess of the Blood Moon cult, merged with the flesh of her demon as all priestesses are fated to be. Yet the descent of the Blood Moon has changed the nature of demons and humankind, and Katarina has begun her ascent into a newer, darker form."

Blood Moon Tryndamere

1350 RP
"The demon Tryndamere has fully assumed control over his twinned human body, using its inhuman strength to slash gaping wounds in the veil between the human and demonic realms. Shrugging off wounds considered fatal even to other demons, his is an unstoppable, unquenchable rage that would see all things consumed by the Blood Moon."

Balance Changes

NOTE*: The PBE is a testing grounds for new, tentative, & potentially experimental changes. Be aware that what you see below may be relative to other changes from earlier this cycle! These are not official notes and may be incomplete.

Champions
Amumu
  • Curse of the Sad Mummy (R)
    • Cooldown lowered from 150/130/110 to 130/120/110
    • Cast range increased from 550 to 600

Garen
  • Decisive Strike (Q) bonus physical damage increased from [30/60/90/120/150 (+ 40% AD)] to [30/60/90/120/150 (+ 50% AD)
  • Courage (W) 
    • [New] Now increases bonus armor & MR by 10% when at max stacks
    • Shield amount changed from [10% maximum health] to 70/95/120/145/170 (+20% bonus Health)]

Kayle
  • Starfire Spellblade (E) passive bAD ratio increased from 10% to 15%
  • Divine Judgement (R) Self and ally cast times split:
    • 1.5s on self cast
    • .25s ally cast 
      • [seems to only affect cast time, spell still happens in the same amount of time, but Kayle can start casting other spells faster when using R on allies]


Sett
  • Base HP regen increased from 8 to 9.25

Wukong

  • Strength of Stone (Passive)
    • Entering stealth or brush grants Wukong a shield equal to 40 (+10% of his maximum health). This effect can trigger every 16/14/12 seconds at levels 1/7/13.
  • Crushing Blow (Q)
    • 8/7/6/5/4s Cooldown
    • 30 Mana
    • Wukong's next attack gains 125 extra range, deals 15/30/45/60/75 (+65% bonus AD) bonus physical damage and reduces the target's armor by 10/15/20/25/30% for 4 seconds.
  • Warrior Trickster (W)
    • 22/20/18/16/14s Cooldown
    • 50/55/60/65/70 Mana
    • Wukong dashes towards the cursor and becomes Invisible for 1 second, leaving behind a stationary clone for 3.25 seconds. The clone attacks nearby enemies Wukong has recently damaged, and deals 30/40/50/60/70% of normal damage.
      • Stealth - Invisible: Wukong can only be revealed by nearby enemy Turrets or True Sight.
  • Nimbus Strike (E)
    • 10s Cooldown
    • 40/45/50/55/60 Mana
    • Wukong dashes to an enemy, sending out clones that mimic the dash up to 2 additional enemies nearby. Each enemy struck takes 65/100/135/170/205 (+80% bAD) magic damage. 
    • After dashing to an enemy, Wukong gains 30/35/40/45/50% Attack Speed for 4 seconds.
  • Cyclone (R)
    • 120/105/90s Coldown
    • 100 Mana
    • Wukong spins his staff around for 4 seconds, gaining 30/40/50% movement speed.
    • While spinning, he deals (2.5/5.5/8.5% (+.1% per 10 total AD)% target max health) physical damage per second to nearby enemies and knocks them up for 1 second the first time they get hit. 
    • Damage to monsters capped at a maximum of 200/400/600 at 6/11/16 physical damage per second.

Items
Bami's Cinder
  • [Changed] UNIQUE Passive - Immolate: Burns nearby enemies for [6 to 23] magic damage per second. For 4 seconds after immobilizing any enemy, the burn deals an additional (+1% Bonus Health) damage per second. Immolate's damage is increased by 100% to minions and monsters.

Cinderhulk
  • [Changed] Unique Passive: Immolate: While in combat, burns nearby enemies for [12 to 29] magic damage a second. For 4 seconds after immobilizing any enemy, the burn deals an additional (+1.5% Bonus Health) damage per second. Immolate's damage is increased by 300% damage to minions and monsters.

Forgefire Cape (Ornn Masterwork Item)
  • [Changed] UNIQUE Passive - Immolate: Burns nearby enemies for [26 to 43] magic damage per second. For 4 seconds after immobilizing any enemy, the burn deals an additional (+1.5% Bonus Health) damage per second. Immolate's damage is increased by 50% to minions and monsters.

Sunfire Cape
  • [Changed] UNIQUE Passive - Immolate: Burns nearby enemies for [26 to 43] magic damage per second. For 4 seconds after immobilizing any enemy, the burn deals an additional +1.5% Bonus Health) damage per second. Immolate's damage is increased by 50% to minions and monsters.

Glacial
[Context]
  • [New Effect] Basic Attacks from Glacials have a 25% chance to stun their target for 1.5 seconds and do bonus Magic Damage.
    • 2 Champs: 50 Magic Damage
    • 4 Champs: 125 Magic Damage
    • 6 Champs: 250 Magic Damage

Malphite
  • Damage changed from 150/300/1000 to 150/250/1000

Master Yi
  • Attack speed and bonus damage duration increased from 6 to 8

Nami
  • Damage increased from 100/200/300 to 100/200/1000
  • Ally bonus damage increased from 25/50/300 to 50/75/500

Senna
  • Damage increased from 50/100/150 to 100/200/300
  • Ally on hit buff duration lowered from 5 to 4
  • Ally on hit buff damage increased from 15/40/65 to 25/60/100

Taliyah
  • Knockup duration lowered from 2s to 1.5s

Taric
  • Immunity duration changed from 3/3/5 to 2.5/2.5/8

Context & Notes

1) Captain Gameplay provided a full changelist for Phase Rush, coming to the PBE soon:
"this changelist seems semi scuffed

actual changes to phase rush are
  • 3 attacks and spells within 3s >>> 4s
  • Grants 25 - 40% Mspd (increased to 30 - 50% Mspd for Melee) And 75% slow resist for 3s"
2) Riot Mort noted Glacial changes now on the PBE for testing:
"TFT - Coming to PBE as an experiment for 10.4. Looking to make Glacial a bit more of a playable option without making it more frustrating to play against. If you're on PBE starting tomorrow, try it out and let me know what you think. Will likely be tuned quite a bit before ship."

"Hey all! 
I’m back to share some best practices for PBE feedback when it comes to skins, in hopes of shaping the community feedback to help us better understand the changes you’d like to see, but to also give y’all guidelines so you aren’t shooting in the dark and suggesting changes that aren’t feasible to begin with. 
CONVEYING FEEDBACK 
I’m going to start by saying that it’s okay to not like things! I’m not the biggest fan of every single skin we make, and that’s okay! Being able to give constructive feedback is an important part of development, and that includes PBE. The key to that last part is, the feedback is constructive. 
Saying something sucks only provides the notion that you dislike a portion of the skin -- but which portion is that? Sure, we could guess, but it’s likely we’d change the wrong part and mess up something you did like. 
Instead, try something like this: “I don’t like this skin because __.” It’s clear, it gives us a reason, and helps pinpoint what you aren’t a fan of. 
Bad: This skin sucks, Riot, cancel it.
Good: I really dislike how Nami’s bubble is so opaque in this skin, it feels like it’s pay to lose because it’s more obvious. :\ 
TL;DR Tell us what you like or dislike, but be sure to include the why. 
SCOPE OF CHANGES 
Once content is on PBE, we have limitations of what can and cannot be changed due to scope, or time it takes to make these changes. 
The following are some general changes that are or are not feasible during the PBE cycle. 
Stuff We're Able to Modify:
  • Small model tweaks (i.e. adjusting to minimize clipping -- can also be done through animation, depending!).
  • Small texture color changes (i.e. making a color brighter or darker, modifying hair color).
  • Small sound tweaks (i.e. if something is too loud, sounds too metallic).
  • VFX changes, especially when gameplay impacting/there are gameplay concerns. (i.e. an ability reads like another champion’s).
Stuff We Aren't Able to Modify
  • Adding new animations (i.e. homeguard).
  • Large scope model changes (i.e. giving a champion a different hairstyle).
  • Large scope texture changes (i.e. design pivots, a different outfit).
  • Large scope audio changes ( i.e. adding/removing voice processing, adding new VO).
  • Large scope VFX changes (i.e. changing the color of the entire kit).
