11/13 PBE Update: Victorious Aatrox Splash Art, True Damage Border Update, & More

The PBE has been updated! As we continue the 9.23 PBE cycle, today's patch includes the splash art for Victorious Aatrox, the updated borders for the True Damage skins, and more!

Skin Tweaks

As noted by Riot Eggo McLego, Victorious Aatrox's ult wings were updated:

The splash art for Victorious Aatrox is now on the PBE:

True Damage Border Update

As noted by Riot Eggo McLego, the True Damage borders were updated:
    

Miscellaneous 

  • The Shadow Isles Tree Icon was tweaked:

Balance Changes

NOTE*: The PBE is a testing grounds for new, tentative, & experimental changes. Be aware that what you see below may be relative to other changes earlier this cycle! These are not official notes.

Items
Duskblade of Draktharr
  • Lethality back to being a Unique passive
  • Lethality reverted from 23 to 21

Edge of Night
  • Cost lowered from 3000 to 2900
  • Combine cost lowered from 625 to 525

Sanguine Blade
  • Unique Passive - Blood Pursuit attack speed lowered from 50-120% to 40-100%

Umbral Glaive
  • Lethality increased from 10 to 12
  • Cooldown lowered from 60s to 45s

Runes

Prototype: Omnistone (Inspiration Keystone)
  • Cooldown changed from [8 seconds] to [8-4 second cooldown]
  • Ranged cooldown changed from [12 seconds] to [12-8 seconds]

TFT Changes
These changes are tentative and may not be complete! Always refer to official notes for the full picture!
Ocean Trait
  • 4 unit mana increased from 30 to 35
  • 6 unit mana increased from 50 to 60

Glacial Trait
  • 4 unit chance to stun lowered from 40% to 35%
  • 6 unit chance to stun lowered from 60% to 50%

Brand
  • Damage changed from 250/450/650 to 300/450/600

Diana
  • Ability damage reverted from 65/85/105 to 80/100/120 

Ivern
  • Shield value changed from 200/400/600 to 200/350/500

Malzahar
  • Summon health lowered from 300 to 250

Maokai
  • Heal lowered from 100/200/300 to 100/175/250

Ornn
  • Ability crit strike chance reverted from 50% to 20%

Rek'Sai
  • Damage changed from 200/550/900 to 250/550/850

Singed
  • Damage changed from 250/500/2000 to 200/400/2000

Vladimir
  • Damage lowered from 200/350/500 to 200/325/450

Context & Notes

1) Riot Scruffy provided a balance update:
[1]"After looking at 9.22 data, we don't have any significant champion outliers that we want to do balance work on before 9.23 (including Senna).  
With 9.23 being a huge preseason patch, we plan to hotfix anything crazy and do a large amount of followup in 9.24."
2) Squad5 noted Diana would have PBE work in 9.23:

Here's the gist of what you're going to see- 
 Updated VFX, SFX and ability icons. (No new VO or Model changes.)
