Level Beyond 30

Here's Riot Cactopus with an article covering the leveling changes that are now live with patch 7.22:
We’re removing the level 30 cap, and the new cap is… infinity! We’re also replacing the IP grind with a revamped rewards system that levels up with you. 
Level Up, Get Loot 
Instead of getting IP after every game, you'll now receive an unlocked chest each time you level up. Capsules contain champ shards and blue essence, and if you hit special milestone levels, you'll earn special rewards like gemstones or rare emotes. 
IP Turns Blue 
To tie all these changes together, we're connecting the leveling and loot systems by merging IP and blue essence. The newer, bluer essence will work in all the places IP and BE worked before, including loot and the champion store. And everything in the store still costs the same as it did in the old, IP-based system—for example, it’s still 6300 BE for a newer champ like Kayn. 
These are major changes to some of the oldest systems in League and we’ll be keeping a close eye on them. We’ll continue to iterate and improve these systems to ensure the new foundations of League remain strong.

Preseason & Runes 7.22 Update 

With the Runes Reforged system now live, here's Riot Sparkle with a bugs list and FAQ on them:
"Hey, everyone! 
It’s Riot Sparkle, back with another Runes Reforged & Preseason update today. No graphics this time, sorry. :) 
Runes Reforged just went live on all regions, and we’ve found a few bugs with this massive change (surprise!). Some bugs can be fixed this patch but other fixes will come in the 7.23 patch. Here's a list of runes bugs we're currently aware of and actively working to solve.** 
Runes Bug Hit List 
  • BUG: The runes editing window closes when the last player has locked in their champion (“loadout stage”), resulting in a lot of confusion and unfinished pages. Then the dropdown shows/selects the wrong page. Also known as “the annoying AF champ select bug”.
    • FIX: We are currently working on a fix for this. Top priority bug, but it looks like it’s a somewhat complicated one. 
  • BUG: Settings for runes are not saving between pages or log out (long description checkbox and grid mode).
    • FIX: The fix for this one should go out in 7.23 
  • BUG: Renaming rune pages sometimes bugs out. This bug may make it look like your page isn’t saving - but it’s usually only the name.
    • FIX: We’re working on this bug at the moment. 
  • BUG: Tooltips are broken or incorrect in different languages.
    • FIX: Currently working on these and work will be ongoing. 
  • BUG: Sometimes the runes panel crashes in champion select and you're left unable to edit your rune page. The window will either show up black or not show up at all.
    • FIX (?): We’re still investigating this one but haven't found a consistent way to make this happen. It would help us a lot if you post your logs in the comments if you hit this bug! 
  • WAIT, NO EMERGENCY GAMEPLAY BUGS?: There are currently no game breaking bugs that we know of right now (game crashes, one shot PBE Nunu etc.). We’ll be fixing these as we find them. 
    • FIX: We’ll be monitoring and fixing these ones as they're discovered. 
**Please note this is not a comprehensive list, just wanted to hit the big ones here. Special shout out to our early bird players for helping us catch all of these!

Okay and now for something completely different. We’ve seen some questions crop up around Preseason rewards and we wanted to do a little review of all the important bits regarding your goodies. Check out the longer FAQ for more in depth answers and additional questions around Preseason.  
Quick Rewards FAQ  
  • Q: I just logged in but I don’t see my rewards. Where are they?
    • A: You should receive your Preseason rewards after completing one game of League (check your missions panel!). And yes, you must complete that game. No AFK’ing or disconnecting early. 
  • Q: Wait, so I finished my game but my Blue Essence total looks the same. Did I not get my Blue Essence?
    • A: After you complete your game, head over to the Loot tab. It should have a glowing dot next to it. You can open your Blue Essence orbs there to add them to your total. 
  • Q: I saw that I was receiving Epic Skins, how do I see which ones I got?
    • A: A pop up notification should show up the same way as if a friend had gifted you after you complete your game. Occasionally, this notification will time out before you see it. If that happens, click the notification bell to see if you received your Epic skin(s). If you don’t receive your Epic skins (double check your store history to make sure) please send us a support ticket and we can help you out.
A Note About Preseason Rewards & Realm Transferring 
If you are one of the folks who specifically transferred to a new server when it had just opened and you feel you did not get the correct rewards for games playes and runes purchased, please send us a support ticket with your account information. We’re aware of some issues with account history not transferring properly with newly opened servers specifically. If you transferred to an existing server using the regular Store interface (ex: NA → EUW etc.) you should not experience any issues with your rewards."

Blue Essence Earn Rates - Learning the Numbers with Carl and Henrietta 

Here's Mortdog with more on how fast you gain BE with the new system, including a small increase to blue essence earned on level up:
"Hey everyone. We've seen some questions about the speed you earn BE in the new system (compared to the earn rate on IP in the old system). We've always said that most players would earn champions either as quickly or faster than before. To prove it, let's look at the numbers. We want to be as transparent as possible about how everything works. 
First, a couple baselines to get us started.
A Leveling Capsule contains champ shards with a BE value of either 720, 900, 960, or 1,240. (The average value is 910 based on drop rates)
A Milestone Capsule (every 10 levels) contains champ shards valued at 1,980, 2,160, or 2,220. (The average value is 2,120 based on drop rates)
  • First win of the Day was worth 150 IP, and is now worth 575 XP.
  • A 37 Minute Game of PVP SR you WON was worth ~100 IP, and is now worth 251 XP.
  • A 37 Minute Game of PVP SR you LOST was worth ~67 IP, and is now worth 205 XP. 
So with all this in mind, let’s look at two sample cases: 
Carl the Casual plays two games every night. He wins one and gets his First Win of the Day, and then loses the other.
Henrietta the Hardcore plays 12 games every night. Wins six, Loses six, and gets First Win of the Day.
  • Carl will Level to 31 after 6 games and 3 Wins of the Day. In the old world, he would have earned ~801 IP. Now, he'll earn either 720 (The worst drop), 900, 960, or 1,240 blue essence.
  • Henrietta will Level to 31 after 9 games and 1 Win of the Day. In the old world she would have earned ~885 IP. Now she'll earn either 720 (The worst drop), 900, 960, or 1,240 blue essence.
Let's stick with Carl and Henrietta for a little bit longer. What happens when they play over a long period of time?
  • When Carl hits level 39, he would have earned a total of ~7,358 IP in the old system. Now he'll have 6,480 blue essence (if every roll was bad which is 0.005%), 8,190 blue essence (the average rolls), or 11,160 blue essence (if every roll was perfect)
  • When Henrietta hits level 39, she would have earned a total of ~8,381 IP in the old system. Now she'll have 6,480 blue essence (if every roll was bad which is 1 in 0.005%), 8,190 blue essence (the average rolls), or 11,160 blue essence (if every roll was perfect) 
But now they are about to hit the milestone. At Level 40, they will get the much larger box. So:
  • When Carl hits level 40, he would have earned ~8,309 IP in the old system. Now he will have 8,460 blue essence (if every roll was bad which is 0.002%), 10,310 blue essence (the average rolls), or 13,380 blue essence (if every roll was perfect).
  • When Henrietta hits level 40, she would have earned ~9,383 IP. Now she will have 8,460 blue essence (if every roll was bad which is 0.002%), 10,310 blue essence (the average rolls), or 13,380 blue essence (if every roll was perfect).
So based on this, in the very unlikely event that every box you open is the worst case, you can end up a bit shorter in the new world. But most players will end up quite a bit better off. 
And this is BEFORE one more consideration. Let’s say you drop a Jinx shard which DE’s for 1,240 Blue Essence. If you need to unlock Jinx, you can use the Shard to get her for an extra 20% off. This means instead of paying 6,300 Blue Essence, you actually only pay 3,780 and use the shard. You basically get DOUBLE the BE value if you need that champ. So if you’re a new player who wants to unlock all the champions, each time you drop a champ you still need, we’ve greatly increased your IP/BE gain even more. 
Hopefully this shines some light on what you can expect moving forward in the new system. As you can see, we honestly take want to make the best experience possible, and wanted to be sure things were an improvement. If you need champions, you are earning them a ton faster, and that’s not even including the new free runes. That being said, we also take feedback seriously. Reading all the feedback, and even triple checking our work, we see room for improvement. 
The 720 drop from the leveling chest feels low to us, so we’re going to bump that up to 810 (This will change Henrietta’s worst case at level 40 to 9,270 blue essence, and the average to 10,580). This change will go live in the next 24 hours or so.

I’m Riot Novalas & I’m a QA Analyst on Riot’s Playtest Team, a group of high elo players who work on Core Gameplay playing new champions, reworks, balance tweaks, items, and map updates before they’re released. It’s our job to test the changes that our designers come up with and ensure that we’re introducing positive changes to League in terms of both balance and fun.

"Rune page re-ordering and the ability to hide the default Rune pages should be coming in the next patch or two."

Reminders

To round out this red post collection, here are a few reminders on current promotions or limited time events!

  • With preseason comes a handful of missions to complete matchmade games and earn rewards based on things you've previously owned, time played, etc. Be sure to check your missions in-game!
