10/5 PBE Update: More Tentative Balance Changes

The PBE has been updated! As we continue the 7.20 PBE cycle, today's patch includes a TON of reverts for everything related to the Runes Reforged system, and more tentative balance changes.

Leveling PBE Feedback Thread

Here's Riot Ranger XIV with a feedback thread for the leveling system changes that went into testing with the Runes Reforged update:
"Hello everyone! I am Ranger XIV, QA on one of the many new preseason changes. Also monitoring the thread is the product manager Amirelle. 
We really want to know how everyone feels about the new leveling changes. So please, let us know what you think :D 
Here’s what you should expect to see on PBE:
Earn XP for playing matchmade games: You should see how much XP you earned on the end of game scoreboard, including bonus XP if you completed the First Win of the Day mission. Note, custom games are not eligible for XP. 
Level up: When you level up, you should receive a capsule. These capsules are full of different loot depending on what level you’ve hit. You can open them up in loot and see all the cool stuff you’ve gotten. 
View current level progress: We also updated the profile page to show you XP to level and also on your icon in the top right of your screen! 
Lastly, if you see a bug you can report it here and I will look into it. Thank you very much everyone and look forward to the comments!

  • The full Runes Reforged system has been removed for the time being, expect this back and all the other changes in a future patch!

Balance Changes

NOTE*: The PBE is a testing grounds for new, tentative, & experimental changes. Be aware that what you see below may be relative to other changes earlier this cycle! These are not official notes.

PRESEASON NOTE: The Runes Reforged system and all related changes will be testing on the PBE for a few more cycles. Although we are seeing everything reverted today, these changes WILL RETURN! Don't panic!

Champions

Evelynn
  • Hate Spike (Q) mana cost lowered from 55/60/65/70/75 to 40/45/50/55/60

2) Riot Wreks provided a new Runes Reforged change list in this tweet chain. Considering the Runes Reforged system has been removed from the PBE in today's PBE Update, expect to see these changes when they come back to the PBE in Patch 7.21:
"Runes Reforged 10/5 Update:
TLDR: 2 rework style changes and some minor balancing. 
Press the Attack
Now reads "attacking the same target 3 times deals X true damage and increases damage dealt from all sources by Y% for 6s" 
Coup De Grace
Max stack count 1 
Last Resort
Now activates at 60% instead of 80% health, damage rescaled to begin at 5% instead of 2%. 
Lethal Tempo
Cooldown increased to 10s from 6s 
Overheal
Increased shield contribution from ally heals. Is now 300% always instead of 100-300%. 
Presence of Mind
[Rework] For 5 seconds after leveling up or gaining a takedown your mana costs are refunded.

RESOLVE:
Demolish
Base Damage :: 375 >>> 125
HP Ratio :: 20% >>> 30%
Cooldown :: 60s >>> 45s 
SORCERY
Phase Rush
Movement Speed :: 15-40% >>> 20-50% 
Nullifying Orb
Cooldown now starts when the shield starts
AD ratio is .15 bonus instead of .15 total
Base Shield Value :: 30-120 >>> 40-120"
He added:
"Yes. My plan is to keep up transparency until then so that people can follow our changes and ask questions. You'll be able to test again once runes is back up on PBE."
