10/27 PBE Update: Skin Tweaks, Continued Runes Reforged Testing, & More

[Recent NewsLeague Client Strike Team: An Update!]

The PBE has been updated! As we continue the 7.22 PBE cycle, today's patch includes tweaks to Victorious Graves and Mecha Rengar, continued Runes Reforged testing, and more!

Skin Tweaks

Victorious Graves and Mecha Rengar received tweaks in today's PBE update!

Mecha Rengar

Here's  KateyKhaos with a Mecha Rengar PBE changelist for today's update:
"Updates 
Early next week 
  • Thrill of the Hunt (R) indicator will appropriately show the range.
  • VO processing on his roar for Unseen Predator (P) leap/Thrill of the Hunt (R).
  • Joke animation will be similar to that of Night Hunter Rengar 'cause he doesn't have a beard.
  • Rengar's head will be ever so slightly larger. Change will not be extreme to avoid clipping with his adjacent armor.
Friday, October 27th
  • Speed buff on Thrill of the Hunt (R) no longer uses classic VFX.
  • Bola (E) no longer stands out and is more aligned with the base - it's more clear where the bola will hit/do damage.
  • Recall now has VFX.
  • Classic on-hits/auto (blood) are being removed (some of these may still be WIP!)  See edit below.
  • Critical attack and Savagery (Q) auto animations have been updated to better match how the weapon should be used.

 EDIT: Some miscommunication - since he's got blades, on-hits will be bloody!

As mentioned by Riot Stellari, Victorious Graves received further tweaks to his skin, darkening colors and adding gem accents:


Continued Runes Reforged Testing & Changes

Rune Reforged, the new combination of runes and masteries into one new system, continues testing on the PBE this cycle - including runes themselves, the runes panel, the client run inventory and editing UI, base stat and jungle tuning, & more.


10/27 Rune Changelist

Resolve
  • Mirror Shell
    • MR lowered from 7 to 5
    • Shields magic resist increase lowered from 8% to 5%
  • Iron Skin
    • Shields armor increase lowered from 8% to 5%
  • Second Wind
    • heal changed from [10+4%] to [4% of your missing health +6]

Domination
  • Dark Harvest
    • Bonus damage lowered from 60-120 to 60-100
    • Champion soul value lowered from 10 to 8
  • Ingenious Hunter
    • Active item CDR increased from 1% to 10%

Inspiration
  • Glacial Augment
    • Ranged attack slow changed from [25% - 40%] to [20% - 40%]
    • Melee Attack slow changed from [35% - 50%] to [40% - 50%]
    • Cooldown chaned from [6-3s per unit] to [7-4s per unit]

  • The 2017 Victorious Ward was tweaked, darken the colors a bit to match with Victorious Graves' skin changes:

    • cooldown reverted from 6 to 8
    • cooldown refund for hitting a monster reverted from 30% to 60%
    • initial dart damage reverted  from 35/40/45/50/55 to 25/30/35/40/45
    • spike damage reverted from 35/40/45/50/55 to 25/30/35/40/45

Jayce
  • To The Skies (Q Hammer) damage increased from 40/75/110/145/180/215 to 45/80/115/150/185/220
  • Shock Blast (Q Cannon) damage increased from 75/125/175/225/275/325 to 80/130/180/230/280/330

Leona

  • Base armor increased from 27.208 to 47

Malphite

Balance team is silver, lol

Been seeing this statement, or something similar to it, crop up quite a bit recently. It's been a common enough joke at times in the past of course, feels like there are quite a few people treating it as fact right now however. Figured the easiest way to talk about it as a result was just to link a bunch of accounts from people on the Live Gameplay team who are fairly highly rated this season.  
Note that I've used op.gg below simply because it's a site I personally use, not because Riot endorses it any more or less than any other similar site. Divisions listed are where people are in solo/duo, some people have higher ratings in Flex, others don't play flex at all.
A few other notes:
  • While the Live Gameplay team is the team that does most of the patch to patch balance changes they also do a lot of other stuff too (e.g. item changes, smaller champion updates, runes work etc). They're also not the only team that does balance work (the new champion team for example is responsible for the release balance of a champion, with Live Gameplay taking over after that). 
  • This isn't the full Live Gameplay team. There are some lower ranked folks on the team too, and some other Diamond+ players as well. We've generally found being good at LoL makes it more likely someone will be good at designing on LoL, but also frequently had people who don't do so well in game perform really strongly as designers. 
  • We've also got a separate team called Playtest with a higher average ranking again (generally high diamond to masters) who are focused on assessing upcoming changes and how they'll impact the game.
Health Bar Improvements 
Most people have probably seen this already, for anyone that hasn't, we've got a bunch of health bar changes coming soonish (not in 7.22, but soon after):

In addition to general feedback on those changes thoughts on other ways we could improve health bars further would be really useful too. We're planning a second round of work for early next year, looking at things like conveying HoTs and DoTs well for example. Since we're working on health bars already that makes that the ideal time to add any other features to them that would also be really valuable before the people looking at them move on to other work. 
Bandit on the support items 
For now at least we're putting the old Bandit mastery on the support items to avoid hitting support income in pre-season. Longer term we may look at better ways to deliver that income, at least at present we'll be delivering it there though."
2) Here's Riot skiteacher2 with a reminder on PBE FPS performance:
"There have been a few reports about FPS drop between live and PBE. One thing to note is that video settings are not shared between your PBE install and your Live install. 
For instance, I run on low settings on my live account, and noticed FPS was lower in PBE until I changed the video settings on my PBE install. 
Give it a try!"
