Below you will find a comprehensive list of new content, balance changes, and whatever else  is included in the current PBE cycle! Be aware that these changes are extremely tentative, there is a possibility that things you see below will be changed or even reverted prior to the live patch.

Hecarim VFX Update

Riot LankyTree noted an update on Hecarim's VFX headed to the PBE for testing! Here's more from twitter:
"Spooky Horse with a fresh new spooky look should hitting pbe soon.  
New features 
-HOOF PRINTS on a l l skins
- An actual Fire tail no more solid shape! 
- Cleaner Arcade Visuals
- further enhanced thematic  elements on elderwood and other skins"

    • Soldier auto attack damage lowered from 60-160 to 50-150

  • Barrel Roll (Q)
    • Mana cost increased from 60/65/70/75/80 to 80

  • AD per level increased from 3.38 to 4.25

  • Inner Flame (Q)
    • Cooldown lowered from 9/8.5/8/7.5/7 to 8/7.5/7/6.5/6

  • Bio-Arcane Barrage (W)
    • On-hit magic damage increased from 3/3.75/4.5/5.25/6% to 3/4/5/6/7% max HP

Master Yi
  • Wuju Style (E)
    • On-hit damage increased from 18/26/34/42/50 to 20/30/40/50/60

  • Gift of the Drowned Ones (Passive)

  • Supreme Display of Talent (R)
    • Damage increased from 100/170/240 to 100/200/300

  • HP per level lowered from 95 to 80

  • Base armor lowered from 35 to 32
  • Ferromancy (W)
    • Cooldown increased from 11 to 13

  • AD per level increased from 2.3 to 3
  • Flair (Q)
    • Damage ratio increased from 80/87.5/95/102.5/110% to 80/90/100/110/120%

  • Winter's Wrath (W)
    • Second hit damage increased from 5.25% to 6% max HP

  • Stage Presence (Passive) 
    • [Removed] Notes deal 95% damage of the previous one to non-minions.
    • [Added] Notes from allies deal 25% damage
    • Note damage increased from 4-16 to 4-24
  • Encore (R) cooldown increased from 160/140/120 to 180/150/120

  • Shock passive 
    • AA damage lowered from 2.5% to 1.5% max mana as damage
    • Ability damage changed from [2.5% max mana +6% tAD physical damage] to [(3.5% for Melee users | 2.7% for Ranged users) Max Mana + 6% Total AD]

Black Cleaver
  • Health increased from 300 to 400
  • Cost lowered from 3300 to 3100
    • Combine cost lowered from 1050 to 850
  • Passive changed from:
"Butcher: Damaging Abilities and Attacks (On-Hit) against fully Carved enemies deal an additional 5% missing Health physical damage. Damage over time effects deal 40% Butcher damage (0.5s cooldown)."
"Rage: Dealing physical damage to a champion grants 5 movement speed per stack of Carve on them for 2 seconds."

Guinsoo's Rageblade
  • Now notes: "Wrath cannot benefit from more than 100% Critical Strike Chance. Wrath's On-Hit damage conversion is affected by Critical Strike damage modifiers.
Maw of Malmortius
  • Cost lowered from 3100 to 2800
  • combine cost lowered from 700 to 400

  • Halting Slash passive 
    • damage lowered from 100% AD to 75%AD 
    • Slow lowered from 60% to 40%
    • [Source] Dash range increased by 100 units 

Serpent's Fang
  • Passive changed from 
"Shield Reaver: Attacks and spells deal (70 + 40% bonus Attack Damage) additional physical damage to Shielded targets."
"Shield Reaver: Dealing damage to an enemy champion reduces any shields they gain by (50% | 25% for Ranged Champions) for 3 seconds. When you damage an enemy who is unaffected by Shield Reaver, reduce all shields on them by (50% | 25% for Ranged Champions)."

TFT Champions

Tier 2
  • Shield amount lowered from 250/300/400 to 250/275/350

Tier 3
  • Damage increased from 450/600/900 to 500/650/1000

Tier 5
  • Max health damage increased from 25% to 30%

  • Shot damage changed from [50/60/80% AD] to [15/25/40 physical damage plus 30/40/60% AD]
