2/22 PBE Update: Loading Screen Tweak & Tentative Balance Changes

The PBE has been updated! As we continue the 12.5 PBE cycle, today's patch includes a loading screen tweak & tentative balance changes!

TFT Corner

A b-patch is now live for TFT Neon Nights! Here's the full details from the patch notes:
"MID-PATCH UPDATES 
February 22nd, Balance Changes 
Our newest mid-set, Neon Nights, brought over 80 Augments, and over 20 new units into the fray. But amongst all this new content, there’ve been a few bumps in the night. Not to worry—we’re here now to smooth out some of the over (and under) performing Augments, traits, and units. 
Augments 
No longer fool’s gold.
  • Golden Gifts I (Gold) number of gray orbs: 1 ⇒ 2
  • Golden Gifts II (Prismatic) number of gray orbs: 2 ⇒ 3 
Traits 
The era of Hextech is too powerful across the board.
  • Hextech Shield: 140/180/400/600 ⇒ 100/150/300/600
  • Hextech on-hit Magic Damage: 20/50/100/170 ⇒ 15/30/60/120
  • Innovator, Mechanical Bear Power Surge Self Bonus Attack Damage: 100% ⇒ 70% 
Units 
Champions with three traits are tricky to balance due to the power they can add if you are able to utilize all their traits. This creates incredibly powerful highs in select scenarios that we have to control for by keeping their individual strength in check. Ekko, Rek’Sai, and Sejuani are providing so much value to each composition, while also being strong units on their own, so we’re answering with a series of nerfs targeting their individual strengths. 
Sivir has been overperforming despite having a bug that’s negatively impacting her performance. Don’t worry Sivir mains, even with the nerf below, her KO Boomerang will still be an OK BOOMERang. 
Arcane’s second best dad is proving to be an even better 5-cost. Expect buffed allies to be a little less buff, and detonate sooner, which should have you questioning whether or not he’ll be doing more harm than good in your comp.

  • Rek’Sai Attack Damage: 70 ⇒ 60
  • Rek’Sai Furious Bite Armor and Magic Resist steal percent: 30/35/40% ⇒ 10%

  • Sejuani Fury of the North bonus Armor and Magic Resist: 75/100/150 ⇒ 50/75/125
  • Ekko Parallel Convergence Attack Speed slow: 35/35/50% ⇒ 25/25/35%
  • Vex Mana buff: 50/100 ⇒ 40/80
  • Zac Yoink! Damage Reduction: 75% ⇒ 50%
  • Irelia Bladesurge Damage: 90/135/600 ⇒ 75/100/600

Bug Fix 
  • Sivir no longer sometimes cancels attacks while Ricochet is active

Balance Changes

Champions
Kennen
  • Electrical Surge (W)
    • 4th attack damage increased from 20/30/40/50/60 (100% bAD)(+25% AP) to 35/45/55/65/75 (+120% bAD)(35% AP)

Master Yi
  • Alpha Strike (Q)
    • Damage increased from 25/60/95/130/165(+90% AD) to 30/60/901120/150 (+60%AD)
    • Crit hits changed from [60% (+Bonus Crit Damage%) extra damage] to [50% (+Bonus Crit Damage%) extra damage]
    • Now applies on hit effects (On Hits from subsequent hits are also reduced)
    • CD Refund now scales relative to the max cooldown reduction from ability haste (no longer double dips haste) 
  • Wuju Style (E)
    • Damage lowered from 30/40/50/60/70 (+35% bAD)>> 30/38/46/54/62(+35% bAD)
    • Duration changed from [does not decrease during W] to [Does not decrease during Q or W]
    • Can now cast during Q
  • Highlander (R)
    • Duration changed from [does not decrease during W] to [Does not decrease during Q or W]
    • Can now cast during Q

Samira
  • HP per level increased from 88 to 94
  • Armor per level increased from 3 to 3.5
  • Inferno Trigger (R) cooldown lowered from 8s to 5s

Context & Notes

1) Riot Phlox provided a changelist for 12.5 balance changes:
"👋 
A bit of a smaller patch because of President's day etc. Still have some changes worth your time though! 
I know the Hullbreaker changes are rough for Urgot :( We'll def have eyes on him 
As always full context on individual changes will come with the patchnotes"
2) Squad5 notes a Renata Glasc hotfix going out soon:
"Renata micropatch nerf coming live very soon here. Put in some quick context as to why we're targeting what we're targeting. Generally looks like her WR growth will continue a bit so we want to get some nerfs in now."
