9/29 PBE Update: More Splash Tweaks & Tentative Balance Changes

The PBE has been updated! As we continue the 11.20 PBE cycle, today's patch includes more splash art tweaks and tentative balance changes!

Splash Tweaks

A few splash arts were tweaked:
  • Nightbringer Kayn (around face)

Balance Changes

NOTE*: The PBE is a testing grounds for new, tentative, & potentially experimental changes. Be aware that what you see below may be relative to other changes from earlier this cycle! These are not official notes and may be incomplete.

Champions
Elise
[Changelist]
  • Base HP increased from 534 to 555
  • Armor per level increased from 3.35 to 4

Hecarim
  • Spirit of Dread (W)  
    • Cooldown changed from 22/21/20/19/18 to 18
    • Non champ heal cap increased from 90/120/150/180/210 to 120/150/180/210/240

Irelia
  • Ionian Fervor (Passive) 
    • AD ratio lowered from 30% to 20%

Jarvan IV
[Changelist]
  • Martial Cadence (Passive) damage lowered from 10% Current HP to 8% current HP

Singed
  • Fling (E) damage lowered from [50/65/80/95/110 (+75% AP)]  to [50/60/70/80/90 (+60% AP)]

Taliyah
  • Threaded Volley (Q) subsequent hit monster damage lowered from 80% to 75%

Udyr
  • Phoenix Stance (R) cone damage increased from 50/95/140/185/230/275 to 60/110/160/210/260/310

Items
Imperial Mandate

  • Initial hit damage increased from 36-60 to 45-75

TFT Champions

Tier 1
Kha'Zix
  • Isolation damage lowered from 750/1050/1500 to 750/1050/1350

"Post PBE update:

We have made following changes to the VFX:
  • Tormented Soil (W) reworked to be completely unique! (https://imgur.com/a/y4Yam3P)
  • Black Shield (E): Wings on the sides are now dark instead of gold, there are also some subtle roots on the edges of the shield https://imgur.com/a/qrSTEY7)
  • Soul Shackles (R) - added additional swirling ghosts on the target, after it has been stunned

"Post PBE update:
  • Prowling Projectile (Q) on hit was made a bit brighter to enhance power feeling
  • Zoomies (E) was made a bit brighter to be easier noticeable

The team decided not to make any significant changes to the skin.
Her face design does not feature any 'fishy' features as she's made more human for this Skin, therefore her Splash looks appropriate for the intention.

- Splash has been fixed to make the tooth appear on the same side as in game
- Fixed desynchronized grunt sound during the recall
