6/11 PBE Update: Ultimate Spellbook Gamemode & Tentative Balance Changes

The PBE has been updated! As we continue the 11.13 PBE cycle, today's patch includes details on the latest game mode testing on the PBE, Ultimate Spellbook, and more tentative balance changes!

New Game Mode: Ultimate Spellbook

A new game mode, Ultimate Spellbook, is now up for testing on the PBE! We've already shown off a ton of assets as they've been added to the PBE, but today we have a rundown and feedback thread from HBBONG:
"Hello everyone! I'm HBBONG, Product Lead on the Modes team. 
A brand new game mode, Ultimate Spellbook, will be available for extended testing on PBE starting today! This mode asks the question "What dream plays could you pull off with another champion's ultimate?" It won't be releasing right away; look for more information on our release date in the future. 
Here's how the mode works:
  • The queue is blind pick, so play all your favorite League of Legends champions! However, you only get one normal Summoner Spell plus one Ultimate Placeholder where your second Summoner Spell usually goes.
  • Once you load into the game, you’ll have 30 seconds to pick from one of three ults randomly chosen from the pool below. You can't get your own ult, and the ult pool consists of the following:

    • Amumu
    • Ashe
    • Azir
    • Bard
    • Cho’Gath`
    • Ezreal
    • Fiddlesticks
    • Gragas
    • Gwen
    • Janna
    • Jarvan IV
    • Jhin
    • Karthus
    • Kayle

    • Kha’Zix
    • Lee Sin
    • Lissandra
    • Lucian
    • Lux
    • Malzahar
    • Maokai
    • Miss Fortune
    • Mordekaiser
    • Morgana

    • Talon

  • The ult you pick takes the place of your Ultimate Placeholder for the rest of the game, and you can't change it. You can use your Ult-ernate Summoner Spell after its initial 135 second cooldown, even before hitting level 6.
  • Ult-ernate Summoner Spells level up as your Champion’s ultimate levels up to rank 2 and 3 (levels 11 and 16) and benefit from Summoner Spell haste.
    • Ults that only scale with AD now also scale with AP.
    • Ults that only scale with AP now also scale with AD.
    • Ults that only scale with Health now also scale with AD and AP.
    • Ults that scale with nothing continue to scale with nothing.
  • You can see everyone’s chosen Ult-ernate Summoner Spells on both the scoreboard and next to their healthbar. Pay attention for a teal indicator above champions’ heads that indicate when their Ult-ernate Summoner Spell is off cooldown.
  • Ultimate Spellbook has accelerated pacing similar to that of One for All. You start at level 3 and with more starting gold, so level up and spend your money! Passive XP and gold are increased, you share some minion gold with teammates in lane, and objectives work differently.
  • Rather than four Elemental Drakes, Ultimate Spellbook has Mordekaiser's old drake.
    • A drake will spawn every 3 and a half minutes.
    • Stacks grant a buff that makes auto attacks on towers apply a DOT that deals percent health magic damage to towers.
    • The Soul grants the ability to reanimate on death with rapidly decaying Health. This ability has a 5 minute cooldown.
  • The map looks different. For some reason.

Balance Changes

NOTE*: The PBE is a testing grounds for new, tentative, & potentially experimental changes. Be aware that what you see below may be relative to other changes from earlier this cycle! These are not official notes and may be incomplete.

[Hullbreaker is a new items replacing Sanguine Blade! - Context]
  • Health lowered from 400 to 300

Force of Nature
  • Absorb passive reverted to live effect.

Prowler's Claw
[Prowler's Claw has other changes in testing! - Changelist]
  • Lethality lowered from 21 to 18

TFT Traits
  • 6 unit damage increased from 40% to 45%
  • 6 unit shield reverted from 95% to 90%
  • 8 unit damage increased from 50% to 60%
  • 8 unit shield reverted from from 150% to 140%

  • 9 unit Armor & MR increased from 90 to 100
  • 9 unit Ability Power increased from 90% to 100%

  • 2 unit attack speed increased from 70% to 75%

  • 6 unit % max health reverted from 95% to 90%
  • 8 unit % max health lowered from 150% to 140%

TFT Champions

Tier 2
  • AD lowered from 150/160/180% to 145/150/165%

Tier 3

  • Damage lowered from 300/400/700 to 280/380/700
  • Bonus true damage lowered from 30/40/70 to 28/38/70

  • Damage lowered from 300/500/1000 to 300/450/750

Tier 4
  • Damage lowered from 240/300/700 to 230/290/700

Tier 5

  • Damage lowered from 140/175/666 to 130/160/666

1) Here's the latest from the QA teams over on r/LeaguePBE for the Astronaut skins:

Hello hello! Thank you for the all the feedback. The team read through everything and we were able to make a couple of changes to Astronaut Veigar. Have a look:
  • The hitbox visibility of his Event Horizon (E) was increased.
  • The Primordial Burst (R) impact VFX was also pushed a bit to increase its impactfulness.

Hello all! Thank you everyone that was able to leave feedback. We very much appreciate hearing from you. The team had a look at everything and feels that Astronaut Maokai is good-to-go as is. A couple of points for context:
  • In regard to his Taunt (Ctrl+2), the team had a good discussion here. A rework at this point would be a very expensive and the team didn't feel the current animation was too far off thematic, after all he throws saplings at enemies and they explode. The Taunt (Ctrl+2) will remain as is.
  • For those concerned about the size of his saplings in his Sapling Toss (E), they align with his previous skins. If they appear larger, it's most likely due to the brighter coloring.

Hello again! Thank you everyone that took the time to leave feedback. We genuinely appreciate hearing from you all. The team had a look at everything and feels that Astronaut Corki is ready-to-go as is. A couple of points for context:
  • The logo that is present on his vehicle is unique to the 11.13 set of Astronauts, which is why it is different than the logo from the previous set.
  • In regard Astronaut Corki's facial expression in his splash and model, he is not angry, he is just doing his best to fulfill his mission. Maximum determination!!
