2/25 PBE Update: Tentative Balance Changes

The PBE has been updated! As we continue the 10.5 PBE cycle, today's patch includes tentative balance changes!

Balance Changes

NOTE*: The PBE is a testing grounds for new, tentative, & potentially experimental changes. Be aware that what you see below may be relative to other changes from earlier this cycle! These are not official notes and may be incomplete.

  • Base Armor lowered from 40 to 37

  • Magic resist increased from 30 to 32
  • MR per level increased from 1 to 1.25
  • End of the Line (Q) 
    • Mana cost changed from 60/65/70/75/80 to 60 at all ranks
    • cooldown lowered from 13/12/11/10/9 to 12/11/10/9/8

  • Living Forge (Passive) 
    • Level for Ornn to start masterworking items for himself increased from 12 to 13
    • Level for Ornn to start masterworking items for allies increased from 13 to 14
  • Bellow's Breath (W) 
    • Brittle damage lowered from [12-20.5% based on Ornn's level] to [10-18% based on Ornn's Level]

  • Icathian Rain (Q) 
    • AP ratio lowered from 40% to 25%
    • Evolved Missiles increased from 10 to 12
  • Void Seeker (W)
    • Damage increased from [20/45/70/95/120 (+60% AP)(+150% tAD) to [30/55/80/105/130 (+70% AP)(+130% tAD)
    • Evolved CD refund increased from 50% to 70%

[Changelist - Wukong has extensive changes in testing on the PBE!]
  • Mana increased from 265 + 38 per level to 300 + 40 per level
  • Stone Skin (Passive)
    • Changed from [armor and regen increased by 400% if 3 or more enemy champions are nearby] to [the armor and regen increase by 100% for 5 seconds whenever Wukong or his clone hit an enemy champion or large monster, stacking up to 5 times]
  • Crushing Blow (Q)
    • Damage changed from [30/50/70/90/110 (+70% bAD)] to [30/55/80/105/130 (+60% bAD)]
  • Warrior Trickster (W)
    • Mana cost increased from 50 to 60
    • Damage amp changed from [30/40/50/60/70%] to [40/45/50/55/60%]
    • Cooldown lowered from 22/20/18/16/14 to 20/18.5/17/15.5/14
  • Nimbus Strike (E) 
    • Damage lowered from [80/125/170/215/260 (+100% AP)] to [80/120/160/200/240 (+80% AP)]
    • E no longer follows the target like Lee Sin Q
  • Cyclone (R) 
    • Damage changed from [120% tAD +2.5/5.5/8.5% Max HP (+1% per 100 tAD)] to [110% tAD +3/6/9% max HP (+1% per 100 tAD)]
    • R recast window increased from 7s to 9s
    • Lockout time between R casts increased from .5s to 1s
    • "Fixed a bug where the clone was attacking while casting R"

Turret Plates
[Changelist / Context]
  • Gold per plate increased from 120 to 160
  • Turret plates take -20% damage from Ranged champions
  • Resistances per Bulwark Stack, per nearby enemy champion increased from 35 to 45

TFT Changes
  • 6 champ magic damage increased from 350 to 375

  • 6 champ AD increased from 25 to 30

  • Stun duration changed from 1.5/2/5 to 1.5/2/10

  • Damage changed from 225/450/900 to 250/450/900

Master Yi
  • Bonus damage lowered from 75/100/500 to 40/80/500

  • Damage lowered from 200/375/750 to 200/350/700
    • Vs Live: from  200/400/800 to 200/350/700 

  • Damage increased from 175/350/600 to 225/375/650

  • Number of plants increased from 2/3/4 to 2/3/5

Context & Notes

1) Riot August provided a preview of Kai'Sa and Wukong changes coming later this cycle:

2) Riot Scruffy also provided a full changelist of balance changes this cycle:
"Patch 10.5 tentative changes: Close to final numbers, but a few things may change before it goes live."
Riot Captain Gameplay also provided further explanation on Turret plating changes:
this is actually not the most accurate representation. it would be better to say turrets take 20% more damage from melee champs 
turret plates gained damage resist vs anything that's not a melee champion, but turrets lost armor and mr so that damage is roughly equivalent 
More clarification 
Turret plates gained 18% damage resist vs anything that's not a melee champion 
Pre 14 minutes, outer turrets have 40 + 40 per lost plate Armor and MR >>> 15 + 35 per lost plate Armor and MR 
Post 14 minutes, they have 40 armor and mr like before 
Which literally means VS Live, melee are dealing ~ 120% increased damage, and ranged are dealing ~2% reduced damage"
