12/2 PBE Update: Tentative Balance Changes

The PBE has been updated! As we continue the 9.24 PBE cycle, today's patch includes tentative balance changes!

Balance Changes

NOTE*: The PBE is a testing grounds for new, tentative, & experimental changes. Be aware that what you see below may be relative to other changes earlier this cycle! These are not official notes.

  • Bop & Block (Passive)
    • shield increased from [50-300] to [50-390]
      • Full values: 50/60/70/85/100/115/130/150/170/190/210/230/250/270/300/330/360/390
    • Now restores mana
      • Value: 50/56/63/69/76/82/89/95/102/108/115/121/128/134/141/147/154/160
  • Prowling Projectile (Q)
    • Mana increased from 75/80/85/90/95/100 to 85/90/95/100/105/110 
    • Damage AP ratio lowered from 45% to 30%
    • Empowered damage increased from [50/85/120/155/190/225 (+65% AP)] to [50/95/140/185/230/275 (+40%)]
    • Projectile duration lowered from 3s to 2s
  • You and Me! (W)
    • Flat adaptive force increased from 5/7/9/11/13 to 12/14/16/18/20
    • Adaptive Force % increased from 4/7/10/13/16% to 12/14/16/18/20%
    • [New Rules]
      •  "Immobilizing effects on Yuumi place You and Me! on a 5 second cooldown."
      • "Yuumi will Unattach if her ally uses Teleport."
    • [New] now has .2s channel time and can be interrupted
  • Zoomies (E)
    • No longer has charges
    • Cooldown: 12/11/10/9/8s
    • Cost increased from 30/40/50/60/70 to 100/115/130/145/160
    • Duration increased from 2 seconds to 3 seconds
    • Movement speed lowered from 25% to 15%
    • Heal AP increased from 10% to 30%
    • Minimum heal increased from 30/40/50/60/70 to 70/110/150/190/230
    • [New] Now gives attack speed: 25/30/35/40/45%

Context & Notes

1) Squad5 noted more changes for Diana this cycle:
"Putting in another change for Diana today - her passive cleave attack should be treated like an AoE spell now rather than a proc, so she should now apply talisman to everything hit with it in the jungle, and can apply other effects like Ludens or Rylais with it."

2) Stashu noted some model changes for Aphelios soon:
" Update: Character/concept artists agree and will be making some model adjustments to match his hair/face a bit better to the splash. Look out for those in the upcoming days~"

3) Riot Scruffy provided a look at 9.24 balance:
[1] "9.24 Patch Targets:  
-Game snowball is better after the hotfix
-Conqueror viable on fighters and a few mages (no changes yet)
-Small rift herald buff
-Changes for Yuumi/Braum to help them be viable for normal play (not just pro)
-Working on Sylas mechanics for a later patch"
[2] "Update - Patch 9.24 targets: 
Digging in more, we see conqueror as too good on too many ranged users so we're adding a ranged focused nerf to the keystone. 
-Asol nerf removed 
-Ryze nerf will be softer"
4) Riot August noted some Senna changes testing this cycle:
"These are the Senna nerfs we're currently testing. 
Goal is to nerf Senna in all positions, but hit ADC Senna MORE than support (ADC is 2-3% stronger on preseason patch). 
Hitting her safety(root duration and HP), Q poke/waveclear, and soul generation while CS'ing"
