8/16 PBE Update: Tentative Balance Changes

The PBE has been updated! As we continue the 9.17 PBE cycle, today's patch includes tentative SR and TFT balance changes!

Balance Changes

* NOTE*: The PBE is a testing grounds for new, tentative, & experimental changes. Be aware that what you see below may be relative to other changes earlier this cycle! These are not official notes.

Champions
Garen
[Changelist - Garen has tons of changes in testing on the PBE!]
  • Courage (W)
    • Cooldown reverted from [24/23/22/21/20] to  [23/21/19/17/15] 

Pantheon
[These changes were hotfixed to live on 8/15!]
  • Comet Spear (Q) Damage reduction against monsters lowered from 15% to 0%
  • Aegis Assault (E) damage reduction against non-epic monsters lowered from 33% to 15%

TFT
Assassin
[Changelist]

  • 3: +75% critical strike damage & 10% Critical strike chance
  • 6: +150% critical strike damage & +25% critical strike chance


Context & Notes

1) Riot Axes provided a changelist for Garen in today's PBE:
"Changes tomorrow will be: 
  • Q works much more like a regular attack reset, including scaling with attack speed
  • W cooldown reverted
  • Fixed God-King Garen's E animation behavior (the animation uses totally separate logic from base, unlike other skins, so had to be handled separately)
  • R execute damage bugfix (was meant to be 20/25/30% by rank, not 20% flat)
2) Riot Mort provided an experimental TFT changelist now testing on the PBE!
"TFT EXPERIMENTAL CHANGES - On PBE starting tomorrow you'll see two changes.  
1.) The Assassin bonus is now Crit Dmg & Chance. This is DPS neutral, but should be more consistent.
2.) We've made some adjustments to Assassin movement logic so they should feel better.
