11/9 PBE Update: New Emote & Tentative Balance Changes

The PBE has been updated! As we continue the 8.23 PBE cycle, today's patch includes a new All-Star emote, skin bios, tentative balance changes, & more!

New Emote

A new emote was added to the PBE:

All-Star 2018 Emote


  • Skin bios were added for each of the skins this cycle, as well as a few others, including Astronautilus & Astronaut Teemo, Elderwood skins, each of Ezreal's skins, & more!
Pajama Guardian Soraka: The other girls (and Ezreal) seemed excited for the pillow fights, and staying up all night talking. Soraka was most excited for the cinnamon rolls she brought from Pantheon's Pastries. But nothing makes her happier than seeing her friends smiling and laughing. 
Coven Lissandra: They came to Lissandra as if in some waking dream-- visions of the Ivory Stag, and the old magics long lost to antiquity. Even now, the ageless witch resides among those twisted shadows of the old growth, awaiting the day her dead gods spill forth from their rotten and accursed graves.
  • The unnamed icon added in a previous update was renamed to "2018 Worlds Commemoration Icon" and its colors were tweaked slightly in today's update:
    • "This icon commemorates the winner of the 2018 Worlds Championship, Invictus Gaming."

Balance Changes

NOTE*: The PBE is a testing grounds for new, tentative, & experimental changes. Be aware that what you see below may be relative to other changes earlier this cycle! These are not official notes.



[Full Changelist - Changes below are relative to live!]
  • "Smoother AAs - animation and actual timing better synched, missile speed to 2200 (was 2000)"
  • Mana per level increased from .4 to .8
  • Attack speed increased from .625 to .656
  • [New] Iceborn Subjugation (Passive)
"When an enemy champion dies near Lissandra they become a Frozen Thrall. 
Frozen Thralls seek out living enemies, slowing their movement speed when nearby by 25%. After 4 seconds, Frozen Thralls shatter from the intense cold, Dealing [120 - 520] (+30% AP) magic damage."
    • Full damage value: [120/140/160/180/200/220/240/260/280/300/320/340/370/400/430/460/490/520] 
  • Ice Shard (Q) mana cost changed from 75 at all ranks to 60/63/66/69/72
  • Ring of Frost (W)
    • Damage lowered from 70/110/150/190/230 to 70/100/130/160/190
    • AP lowered from 40% to 30%
    • Mana cost lowered from 50 to 40
  • Glacial Path (E)
    • "Missile speed starts at 1200, decelerates to 640, takes 1.25s to get to end point (1050 range). Makes short casts a bit more useable without adding faster long range initiation or escapes."
  • Frozen Tomb (R) damage AP ratio lowered from 70% to 60%


[Taliyah has extensive changes in testing on the PBE!]
  • Threaded Volley (Q)
    • Mana cost changed from 50/60/70/80/90 to 60/60/80/90/100
      • [Assuming this is a bug and it should be 60/70/80/90/100!]
    • Worked Ground duration increased from 35 seconds to 45 seconds

Doran's Shield
  • Unique Passive health increased from 20 to 30**
    • [Captain Gameplay: "meant to be: "Up to 30 Regen over 10s, based on missing Health"]

Essence Reaver
  • [Accidental change per Captain Gameplay - "Another accidental revert. sorry, we've been dealing with some data reshuffling that's causing some reversions/stomping"]

Dark Harvest (Domination Keystone)
[Dark Harvest has extensive changes in testing on the PBE!]
  • Damage increased from [30-60] to [50-80]
  • Soul harvest damage increased lowered from 10 to 8
  • Cooldown changed from [45s, resets on takedown] to [45s, resets to 3s on takedown]

Ravenous Hunter (D4)
  • Healing lowered from [2.5% + 2.5% per Bounty Hunter Stack] to [1.5% + 2.5% per Bounty Hunter stack]

Context & Notes

1)Meddler posted his quick gameplay thoughts for November 9th, with thoughts on balancing for regular and pro play, Rune stats, & more as well as a few notes regarding this PBE cycle:

He noted the Galio and Sejuani changes wouldnt be heading to live until Patch 8.24:
"Additional note since time of writing: Looks likely we'll put some more time into Sejuani and Galio changes. They'll be in 8.24 or later as a result. Will likely see them gone from the PBE shortly, work's still ongoing though, that just reflects preparing 8.23 for launch. 
For Sejuani something we'll be looking at in addition to, or instead of some of the above changes, is how much power her passive's giving her in pro given how much front loaded power is valued there. Might be a good angle to reduce that instead of some of the CC changes. 
For Galio, considering bigger changes potentially."

Meddler also provided a full changelist for Lissandra (including undataminable items):
"Skins VFX - yep, they're on the way. Blade Queen at least should hit PBE today, not certain on exact timing for Program. Coven and Bloodstone should already be there. 
Nerfs - Assessment off a bunch of playtesting is that the current changelist is likely slightly power positive. Going into this patch Liss is already in pretty well performing spot, so our room to tone down on nerfs and/or swap them for different ones with less impact isn't great. Will be adding the 10 base damage at rank 1 onwards back onto W though, no need to nerf early laning at least, later in the game's where we're more cautious about overall power. Also, if our assessment ends up being wrong and she ends up meaningfully weaker than before my starting point would be to consider putting power back in where it was removed. 
Since some of it's not easy to spot on PBE, here's the current full changelist: 
  • Removal of old mana passive
  • W - Damage 70-190 +0.3 (was 70-230+0.4)
  • R - Ratio to 0.6 (was 0.7) 
  • New passive - Enemy champions who die near Lissandra become Frozen Thralls. Frozen Thralls hunt out living enemies and slow enemies around them by 25%. After 4s they explode, dealing 120-520 (+0.3 AP) magic damage
  • MP5/level to 0.8 (was 0.4)
  • Smoother AAs - animation and actual timing better synched, missile speed to 2200 (was 2000), Base attack speed increased to 0.656 from 0.625. AS ratio for AS scaling is still 0.625
  • Q - Mana cost 60-72 (was 75)
  • W - Mana cost 40 (was 50)
  • E - Missile speed starts at 1200, decelerates to 640, takes 1.25s to get to end point (1050 range). Makes short casts a bit more useable without adding faster long range initiation or escapes. Previous version for reference is 850 speed throughout, takes 1.25s to get to end point (1050 range) 
Can understand concern around removal of some ratio and a bit of base damage later in the game, in particular from the angle of 'will Lissandra still be able to burst squishy targets?'. Belief off testing so far is yes. If that stops being the case will move power around so she's still got some burst threat though."
Meddler commented that some issues caused some changed to be reverted (Ex. Nunu & Kai'Sa) but they would not be heading to live servers:
"There are a couple of things that went out in 8.22 that look like they've been reverted on the PBE. I'm 99% sure that's just the result of how we've moved a lot of data around internally getting preseason changes onto the PBE, which has lead to a few older changes getting unintentionally overwritten. Will double check with the team, I don't believe we're planning to revert anything from 8.22 at present though. 
Edit: Yep, just some data clashing temporarily, nothing should actually change in 8.23."
