2/8 PBE Update: More Tentative Balance Changes

The PBE has been updated! As we continue the 8.4 PBE cycle, today's patch includes more tentative balance changes!

Balance Changes

NOTE*: The PBE is a testing grounds for new, tentative, & experimental changes. Be aware that what you see below may be relative to other changes earlier this cycle! These are not official notes.

Champions
Darius
  • Crippling Strike (W) cooldown lowered from 9/8/7/6/5 to 7/6.5/6/5.5/5
  • Apprehend (E) armor pen increased from 5/10/15/20/25% to 10/15/20/25/30%

Gangplank
  • Remove Scurvy (W) mana cost changed from 80/90/100/110/120 to 100 at all ranks
  • Powder Keg (E) keg duration lowered from 60 seconds to 40 seconds

Kalista
[Context]
  • Sentinel (W) cooldown reverted from 90/80/70/60/50 to 30 at all ranks

Poppy
  • Heroic Charge (E) 
    • Initial damage increased from 55/75/95/115/130 to 60/80/100/120/140
    • Terrain collide damage increased from 55/75/95/115/130 to 60/80/100/120/140

Renekton
  • Cull the Meek (Q)
    • Damage increased from 65/95/125/155/185 to 75/105/135/165/195
    • Enhanced damage increased from 95/140/185/230/275 to 110/155/200/245/290

Rengar
[Context]
  • Battle Roar (W)
    • Damage reverted from 60/90/120/150/180 to 50/80/110/140/170
    • Ferocity damage reverted from [60 - 230 based on level] to [50 - 220 based on level]

Shyvana
[Context]
  • AD per level lowered from 3.4 to 2.8
  • Twin Bite (Q) second hit bonus damage lowered from 40/55/70/85/100% to 20/35/50/65/80%

Twitch
[Context]
  • Contaminate (E) base damage lowered from 20/35/50/65/80 to 20/25/30/35/40

Xin Zhao
[Context]
  • Wind Becomes Lightning (W) duration extend of other abilities lowered from 0.60 to 0.50

Zoe
[Context]
  • Paddle Star (Q)
    • Paddle Star no longer applies More Sparkles' damage to enemies past the first hit.
  • Spell Thief (W) 
    • Minions can no longer drop Teleport.
  • Sleepy Trouble Bubble (E)
    • [Removed Effect] No longer notes "When an enemy champion falls asleep, Sleepy Trouble Bubble's cooldown is reduced by 10/15/20/25/30%."
    • "Removing Drowsy now prevents the affected target from asleep."
      • "This includes effects such as Cleanse, Mikeal's Crucible, or Quicksilver Sash, as well as champion CC removals such as Alistar ult.

Items
Haunting Guise
  • Unique Passive - Essence Drain effect changed from [While damaging champions, increase the damage you deal by 10% (max 2% per second)] to [Deal 2% more damage for each second in combat with champions (10% maximum).]

Hunter's Talisman
  • Unique Passive - Tooth
    • health steal increased from 25 to 35
    • burn damage increased from 20 to 40
    • [Removed Effect] No longer gives Kindle effect.

Hunter's Machete
  • Life steal vs monsters lowered from 10% to 5 %

Liandry's Torment
  • Unique Passive - Essence Drain effect changed from [While damaging champions, increase the damage you deal by 10% (max 2% per second)] to [Deal 2% more damage for each second in combat with champions (10% maximum).]

Lost Chapter
  • AP reverted from 20 to 25

Morellonomicon
  • Name reverted from Morello's Cursed Tome to Morellonomicon


Remnant of the Ascended
  • [New] Now gives +10 Movement Speed

Wit's End
  • Cost lowered from 2500 to 2400
    • Combine cost lowered from 480 to 380
  • Unique Passive bonus magic damage increased from 40 to 42
  • Unique Passive changed from[basic attacks steal 5 MR on hit (stacks up to 5 times)] to [basic attacks steal 3 MR on hit (6 if attacker is melee), up to a max of 30 MR.]

Runes

[New] Time Warp Tonic (I4)
  • Replaces Celestial Body
  • "Your potions and elixirs last 20% longer, and you gain 5% [Movement Speed] while under the effect of potions or elixirs."

The Timeless (I+R Set Bonus)
  • [Removed] No longer grants +20% Potion & Elixir duration

The Stargazer (I+S Set Bonus)
  • [Removed] No longer grants +20% Potion & Elixir duration

The Elegant Duelist (I+P Set Bonus)
  • [Removed] No longer grants +20% Potion & Elixir duration

The Ruthless Visionary (I+D Set Bonus)
  • [Removed] No longer grants +20% Potion & Elixir duration

[New] Bone Plating (R2)
[Context]
  • After taking damage from an enemy champion, the next 3 spells or attacks you recieve from enemy deal 15+35 (+1% of your bonus health) less damage.
    • Duration: 5s
    • Cooldown: 45s

Second Wind (R3)
  • Moved to Resistance (R3)

Unflinching (R4)
  • Moved to Vitality (R4)

Press The Attack (P1)
  • Damage increased from [30 - 120] to [40 - 180]
  • Vulnerable champion damage taken changed from[12% to [4% - 12%]

The Brazen Perfect (P+S Set Bonus)
  • Changed from [+18% Attack Speed] to [+9% Attack Speed, +6 AD or 10 AP, Adaptive]

The Merciless Elite (P+D Set Bonus)
  • Changed from [+18% Attack Speed] to [+9% Attack Speed, +5 AD or 9 AP, Adaptive]

The Twisted Surgeon (D+P Set Bonus)
  • Changed from [+11 AD or 18 AP, Adaptive] to [+8 AD or +13 AP, Adaptive, +5.5% Attack Speed]

The Incontestable Spellslinger (S+P Set Bonus)
  • Changed from [+12 AD or 20 AP, Adaptive] to [+8 AD or +14 AP, Adaptive, +5.5% Attack Speed]

Context & Notes

1) Riot Aether provided a changelist of further Zoe changes in today's PBE:
We're testing some Zoe nerfs on PBE that are hard to pick up on from tooltips alone. More context coming in tomorrow's Quick Gameplay Thoughts.

He also provided some context on other changes this update:
"Twitch stuff (and Shyv and partially Xin) is tied to Press the Attack changes. Expunge's damage per passive stack isn't being hit—if I'm getting my math right, a 6-stack rank 5 E is going from 290 to 250 base damage before ratios or PTA's proc are applied. 
Removal of Zoe's E cooldown refund is one of a set of nerfs we're looking at for 8.4. Meddler's Quick Gameplay Thoughts tomorrow will go into this more, but most of these changes are rough to infer from data files (sorry moo!) Here's the list to tide conversation over until Meddler's post: 
  • Q now only applies passive damage to the first unit hit rather than everything
  • W no longer drops Teleport from minions
  • E cooldown refund removed, as already noted by S@20
  • Removing E's Drowsy with Cleanse/Mikael's/QSS now prevents the Sleep as well
2) Riot August with a new changelist and context for Rengar's changes this update:
"Hi frens. Changelist for tomorrow (2/8): 
We've got a few bug fixes and A WHOLE LOT OF SFX/VO GOODNESS coming your way (thanks to Matteo, Rengar's current sound designer)
Balance -
W Damage:: 60/90/120/150/180 >>> 50/80/110/140/170 
Bugs -
Fixed a bug where leap could only crit if used with Q. (now crits normally)
Fixed a number of Tooltip bugs for Rengar's buff bar icons. 
SFX/VO -
Updated Q SFX for Rengar's Mecha skin
Adjusted hit and cast SFX on regular and emp Q to make them sound more impactful
Rengar no longer plays Attack or Move VO while ulting (HE'S FOCUSING SHHHHH/
/dded VO that plays whenever he gets a bonetooth stack (changes based on stack number)
1 - "I'm just getting started"
2 - "More prey more prizes"
3 - "A token of my conquests"
4 - "A fine collection"
5 - "Leave only a trail of bodies"
Thoughts -
W damage revert is due to the change feeling uneeded, he's already getting a lot out of lowering the spell's cooldown, not sure we need to buff its damage as well (Especially since his jungle seems to be doing fine despite losing old Q AoE). 
Crit Rengar's rejoice, you can leap crit now (oh no) 
I added "Rengar's next attack takes his target on a trip to stab town" for the tooltip on his empowered Q buff bar icon. Too much? 
We got a lot of feedback that the new Q sounds didn't feel impactful. The new iteration should feel better. Tell us what you think. It's unlikely we go back to OLD OLD sounds, but we think we can iterate the new ones to a point that feels good for y'all. 
Rengar kept talking during his ult. What's up with that? HE'S PRIDESTALKING #$*@ IT! Now he should be nice and silent for feels of maximum SNEEK. (still says "focus" at the start ofc). 
We had these dope as hell bonetooth VO hookups that were going unused. Now they're used. You should hear some pithy quotes whenever you collect a new trophy. "Leave only a trail of bodies"

3) Here's PhRoXzOn with a request for feedback on the AP Item pass changes:
"Hi all,

We are really strapped for Playtesting resources at the moment.

I'm looking for feedback (clips especially) for the following things (if people playing on PBE could grab them):
  • Liandry's Balance.
  • First item balance.
  • People who can waveclear with items where they couldn't before (especially Ludens), eg. Lux
  • General Mages vs Anybody balance.
  • Individual item balance (our thoughts are: Rylai/Liandrys > GLP > Ludens atm)
  • Ryze/Cassio/Anivia/other mana stacker balance.
  • First mini mana item balance in mid lane (Lost Chapter vs Dirk vs Revolver vs Catalyst) eg. Zed/Talon/Kat/Jayce/Yasuo, etc. 
General
  • Please accompany clips/screenshots with the scoreboard if possible.
  • Mathematic analysis is also appreciated. (eg. Spreadsheets of damage vs targets)."
