9/29 PBE Update: Continued Evelynn Update Testing, Continued Runes Testing, & More Tentative Balance Changes

The PBE has been updated! As we continue the 7.20 PBE cycle, today's patch includes Tango Evelynn skin changes, continued runes testing, an update to the Runes ward, and more tentative balance changes!

Continued Evelynn Update Testing

As the Evelynn update continues to test on the PBE, today's update brings a change to Tango Evelynn to better match her new splash art:

While they already debuted with her champion reveal, the new base and skin splash arts for Evelynn update are all now all on the PBE.


Continued Runes Reforged Testing & Changes

Rune Reforged, the new combination of runes and masteries into one new system, continues testing on the PBE this cycle - including runes themselves, the runes panel, the client run inventory and editing ui, base stat and jungle tuning, & more.

- 9/29 Runes Reforged PBE Changes:

-Eyeball Collection 
NEW: Capped at 20 eyeballs (20 adapative force) 
NEW: After completing collection, gain 10 lethality and 7 mpen.

- Coup De Grace 
Bonus damage changed from 10% to 3% 
Additionally, you gain 10 AD/AP Adaptive for 5 seconds after takedowns. This effect stacks 
- Zombie Ward: 
Has 1 HP from 3 
Dies when its timer bar reaches 0."
ZenonTheStoic also noted that Kleptomancy is disabled while they correct a bug:
"Hi friends! 
When the PBE comes back up, Kleptomancy will be disabled until we can micropatch an oopsie. Remember how Glacial Augment did a thing a couple of days ago where you could taunt and get the ray to shoot out? Remember how I made fun of the Rioter who accidentally left that in their script? 
Yeah, I accidentally left a cheat in where if you dance you get an item for Kleptomancy. Instant Karma is best Karma. 
We're preparing the micropatch concurrently with the PBE deploy, which is happening at the moment, to get you back to conjuring weird consumables out of thin air as soon as possible."

  • The new Runes themed ward was updated, increasing the size and quality:
Selected 129 times, Lee Sin is the most picked champion across all World Championships 
Banned 86 times, Alistar is the most banned champion across all World Championships

Balance Changes

NOTE*: The PBE is a testing grounds for new, tentative, & experimental changes. Be aware that what you see below may be relative to other changes earlier this cycle! These are not official notes.

  • Base HP regen increased from 1.5 to 1.6
    • Vs. Live: 1.3352 to 1.6
    • Vs. PBE: 1.5 to 1.6

[** Note: These changes were hotfixed to live on 9/28]
  • **Tailwind (Passive) percent of bonus movement speed dealt as magic damage changed from 35% to 15/25/25% at levels 1/7/13
  • Eye of the Storm (E) 
    • ** shield decreased from 80/120/160/200/240 to 70/105/140/175/210
    • Bonus AD lowered from 10/17.5/25/32.5/40 to 9/13/18/21/25

  • Gathering Fire (Passive) cooldown reducing effect changed from 2/2.5/3 (1/1.25/1.5 for basic attacks) to 2/3/4 (1/1.5/2 for basic attacks)

  • Bellows Breath (W) 
    • initial fire damage changed from 10/11.5/13/14.5/16% to 12/14/16/18/20%
      • VS Live: [15/17.5/20/22.5/25% of enemy's current health] to [12/14/16/18/20% of enemy's max health]
      • VS PBE: [10/11.5/13/14.5/16% of enemy's max health] to [12/14/16/18/20% of enemy's max health]

Fewer champion gameplay updates coming for a little bit 
For a little while (approximately the rest of the year) we'll be putting less time into gameplay updates like Xin Zhao's or Azirs and a lot more into getting pre-season ready and then balanced once it's out. We'll get back to gameplay updates at around the same speed sometime early next year, but expect to see fewer of those for a bit. VGUs (the large updates) by contrast will keep going at their usual speed, given the folks working on those aren't generally involved too much with pre-season. 
Runes Feedback 
Now that all the runes are on the website and people are getting a bunch of play on them on PBE we're poring through feedback about them. There are some things it would be particularly helpful to get people's thoughts on in addition to general feedback, including:
  • Whether it feels like specific champions have no choice of primary and/or secondary tree
  • Runes that you'd always want to take, or never want to take 
  • Runes where how they function isn't clear from the tooltip, or where there's information missing from the tooltip that's essential to making informed choices before the game starts 
Build a Rune page website 
As some of you may have noticed the rune page website doesn't reflect some of the recent changes to runes that are on PBE. We will be updating that website, but not as frequently as the PBE itself changes. Should see an update to it next week, and more regular ones following that, there'll be times where it's a bit out of date though and we're more focused on getting stuff into game and tested quick. 
Balancing in 7.20 and 7.21 
Generally we'll be balancing champions and the game in general for the new Runes system much more than the old one. We'll hit anything that's massively out of line in the new system still, but we're focusing work on how things will be for the long term, rather than the 2-4 weeks any changes in those patch will have on Live before old runes/masteries are replaced and balance around them's no longer relevant. Evelynn's one of the champs most likely to be affected by that (might be temporarily stronger or weaker than she will be long term)."
