7/2 PBE Update: Tentative Balance Changes

The PBE has been updated! As we continue the 9.14 PBE cycle, today's patch includes tentative balance changes!

Balance Changes

NOTE*: The PBE is a testing grounds for new, tentative, & experimental changes. Be aware that what you see below may be relative to other changes earlier this cycle! These are not official notes.

Champions
Blitzcrank
  • Overdrive (W) 
    • cooldown increased from 10 to 15
    • Movement speed reverted from 20/25/30/35/40% to 70/75/80/85/90%
    • Duration reverted from 4 to 5
    • [Re-added] slow decays
    • Attack speed reverted from 30/35/40/45/50% to 30/38/46/54/62%
    • [Removed] Can be recast up to 3 times to refresh the duration and stack the movement speed effect. Can be recast a final time to end the effect early.
    • [Removed] At the end of Overdrive, for each time it was stacked, Blitzcrank is rooted for 1 second
  • Static Field (R) 
    • Name reverted to Static Field (was 'Hardwire' in 7/1 PBE)
    • Cooldown reverted from 90/60/30 to 60/45/30
    • [Removed] No longer removes movement impairing effects from Blitzcrank

Galio
  • Colossal Smash (P)
    • [Removed] No longer reduces cooldown when Galio hits a champion with an ability.
    • Next basic attack damage increased from 12-80 to 12/24/36/49/61/73/85/98/110/122/134/147/159/171/183/196/208/220
    • Cooldown lowered from 8s to 5s
    • MR ratio increased from 40% to 60%
  • Wind of War (Q) 
    • Cooldown increased from 10/9.5/9/8.5/8 to 14/12.5/11/9.5/8
    • Cost lowered from 80/90/100/110/120 to 80/85/90/95/100
    • Damage increased from 70/105/140/175/210 to 80/120/160/200/240
  • Shield of Durand (W) 
    • cooldown lowered from 16/15/14/13/12 to 16/14.5/13/11.5/10
    • Self slow lowered from 30% to 15%
    • Can no longer use Flash while taunting
  • Justice Punch (E) damage increased from 80/120/160/200/240 to 80/125/170/215/260

Jayce
  • Shock Blast (Cannon Q) damage changed from [70/115/160/205/250/295 (+100% bAD)] to [55/110/165/220/275/330 (+120%bAD)]

Malphite
[Malphite has tons of changes in testing on the PBE!]
  • Seismic Shard (Q) movement speed steal lowered from 20/25/30/35/40% to 15/20/25/30/35%
    • Vs Live: from 14/17/20/23/26% to 15/20/25/30/35%
  • Thunderclap (W)
    • first attack after activating ability damage lowered from 30/45/60/75/90 to 20/35/50/65/80
    • Armor increased from 10% to 10/15/20/25/30%
  • Ground Slam (E) mana cost reverted from 40/45/50/55/60 to 50/55/60/65/70

2) Meddler noted the Wukong changes were being reverted off the PBE for now:
"Should be fixed today. I pulled the Wukong update off the PBE build late last week but missed some stuff so there were some buggy interactions between old and new data in yesterday's build. 
For anyone wondering we are going ahead with the update, doesn't need further PBE testing at present though. Timeframe is dependent on when artists are available in particular which isn't clear yet."
