4/1 PBE Update: Tentative Balance Changes

The PBE has been updated! As we continue the 11.8 PBE cycle, today's patch includes tentative balance changes!

Balance Changes

* NOTE*: The PBE is a testing grounds for new, tentative, & potentially experimental changes. Be aware that what you see below may be relative to other changes from earlier this cycle! These are not official notes and may be incomplete.

Champions
Gwen
  • Base armor increased from 34 to 37
  • A Thousand Cuts (Passive) damage AP increased from .006% to .008%
  • Needlework (R) base damage increased from 20/50/80 to 30/55/80


Items
Shurelyas Battlesong
  • Inspire active:
    • movement speed lowered from 60% to 40%
    • [Removed] self movement speed 
    • [Removed] additional magic damage
  • [New Passive]  Motivate: Empowering or Protecting another ally Champion grants both allies 25% decaying Move Speed for 1.5 seconds. 
    • Rules: An ally can only be effected by Motivate once every 4 seconds.
  • Mythic passive changed from [2.5% movement speed] to [5 ability haste]

Staff of Flowing Water
  • Rapids passive
    • [Removed] 15% movement speed
    • [New]+20 ability haste
    • Duration increased from 3s to 4s

Moonstone Renewer
  • Starlit Grace passive 
    • health changed from [50-100 based on ally level] to [60 health]
    • time spent in combat buff changed from [increases this healing effect by 12.5% (to a maximum of 50%).] to [increases you Heal and Shield Power by 4% (to a maximum of 20%)]
  • Mythic passive changed from [5 Ability Haste] to [10 health increase to Starlit Grace's heal.]
