2/22 PBE Update: Tentative Balance Changes

The PBE has been updated! As we continue the 11.5 PBE cycle, today's patch includes new Clash assets and tentative balance changes!

Balance Changes

NOTE*: The PBE is a testing grounds for new, tentative, & potentially experimental changes. Be aware that what you see below may be relative to other changes from earlier this cycle! These are not official notes and may be incomplete.

Champions
Seraphine
  • Stage Presence (Passive) 
    • [Removed] Notes deal 95% damage of the previous one to non-minions.
    • [Added] Notes from allies deal 25% damage
    • Note minion damage increased from 200% to 300%
      • [this is on live already!]
  • Encore (R) cooldown increased from 160/140/120 to 180/150/120

Items

Manamune
  • Total cost reverted from 3000 to 2900

Muramana
  • Shock passive damage increased from [(3.3% for Melee users | 2.5% for Ranged users) Max Mana + 6% Total AD] to [(3.5% for Melee users | 2.7% for Ranged users) Max Mana + 6% Total AD]

Black Cleaver
  • Health increased from 300 to 400
  • Cost lowered from 3300 to 3100
    • Combine cost lowered from 1050 to 850
  • Passive changed from:
"Butcher: Damaging Abilities and Attacks (On-Hit) against fully Carved enemies deal an additional 5% missing Health physical damage. Damage over time effects deal 40% Butcher damage (0.5s cooldown)."
to
"Rage: Dealing physical damage to a champion grants 5 movement speed per stack of Carve on them for 2 seconds."

Guinsoo's Rageblade
  • Now notes: "Wrath cannot benefit from more than 100% Critical Strike Chance. Wrath's On-Hit damage conversion is affected by Critical Strike damage modifiers.
Maw of Malmortius
  • Cost lowered from 3100 to 2800
  • combine cost lowered from 700 to 400

Shard of True Ice
  • Conquest passive reverted.

Black Mist Scythe
  • Conquest passive reverted.

Stridebreaker
  • Halting Slash passive 
    • damage lowered from 100% AD to 75%AD 
    • Slow lowered from 60% to 40%
    • [Source] Dash range increased by 100 units 

Serpent's Fang
  • Passive changed from 
"Shield Reaver: Attacks and spells deal (70 + 40% bonus Attack Damage) additional physical damage to Shielded targets."
to
"Shield Reaver: Dealing damage to an enemy champion reduces any shields they gain by (50% | 25% for Ranged Champions) for 3 seconds. When you damage an enemy who is unaffected by Shield Reaver, reduce all shields on them by (50% | 25% for Ranged Champions)."

1) Riot Scruffy provided a preview of upcoming balance for 11.5:
"11.5 Patch Preview  
There are a number of these where we're targeting nerfs or buffs on a specific position, so some of the changes will be skewed towards that.  
Full changes should be ready tomorrow."

Yuubee
2/22 update: Hey everyone! I has an update: 
  • Eyebrows - We'll be thinning Yuubee's eyebrows due to popular feedback to make her look less angry.
  • Book - We tried the flower instead of the book but we found that this end result was the best compromise on power and lore.
  • Name - We will be keeping Yuubee, sorry all #Beemi team. We think it fits the best and we see a lot of team #Yuubee comments in here as well.
  • Tail - We will look in what makes the honey dipper part awkward and consider moving the pattern up by one. We'll need to check if it's a animation compression issue.
Bee'Maw
2/22 update: Hey everyone, unfortunately the rig and anim set for monarch Kog'Maw is too old to use on our newer Kog'Maw models. We cannot add Monarch's walk cycle onto Bee'Maw. I'm so sorry, I really really wanted this too :(
