Balance Changes

Tier 4
Talon
- Bonus damage lowered from 125/200/600 to 100/150/600
Cassiopeia
- Ability damage taken amp increased from 10% to 20%
Tier 5
- Ability Armor and MR reduction increased from 60% to 90%

"11/12 update: Hey Everyone! We are bumping up the Q slightly and are fixing the W bug, it shouldn't have a big hole in the middle of the pool.
We are also giving Cosmic Vladimir a secondary title upon popular request: "Cosmic Devourer Vladimir"

Thank you all for the feedback! We made a few SFX adjustments to her abilities, including a bit more oomph to her Tentacle Smash (Q), and made a small change to her hair to give it a bit more life. We also added secondary titles to the 10.24 Cosmic skins. Changes should be rolling out to PBE starting tomorrow!"

"11/12 update: Hey everyone! We will be changing the W VFX to become more like an exoskeleton due to feedback, thanks for helping!! We totally agree that it should be less like a karma shield and more inline with his other skin's W VFX!Cosmic Hunter Varus
