6/27 PBE Update: New Champion KAYN, Chroma for Pool Party Fiora, Graves, and Lulu, and more!

The PBE has been updated! As we kick off the 7.14 PBE cycle, tonight's update includes our new scythe wielding champion Kayn, his release skin Soulhunter Kayn, new chroma sets for Pool Party Fiora, Graves, and Lulu, tentative balance changes including a new Singed passive, and more!

New Champion - Kayn, the Shadow Reaper

KAYN, THE SHADOW REAPER is now on the PBE for testing!
From his champion reveal:
"A peerless practitioner of lethal shadow magic, Shieda Kayn battles to achieve his true destiny—to one day lead the Order of the Shadow into a new era of Ionian supremacy. He audaciously wields the sentient darkin weapon Rhaast, undeterred by its creeping corruption of his body and mind. There are only two possible outcomes: either Kayn bends the weapon to his will... or the malevolent scythe consumes him completely, paving the way for the destruction of all Runeterra."
Before we get into his full details, here's Riot Szymba with a bug thread to report anything crazy happening with Kayn, the Shadow Reaper:

With today's PBE deploy, we've enabled Kayn on the PBE for testing and feedback! We've spent a lot of time trying to burn down our bug count, but there are still a few things to take care of. If you happen to come across something odd during your time playing as, with, or against Kayn, please let us know through the Report a Bug tool with a description of what happened and whatever other information you can provide. 
As a heads up, we are aware of an issue with Kayn not appearing properly in the client and in champ select (he's the character with a blank square right now). This should be fixed sometime this afternoon.

Below are Kayn's tooltips and ability information. During a match, Kayn undergoes a one way transformation into either Darkin or Shadow Assassin:. Once transformed, his abilities vary based on which form you assume. We've listed the base tooltips as well as both the Darkin and Shadow Assassin variants.

The Darkin Scythe (Passive):
"Kayn wields an ancient weapon and fights Rhaast, the darkin within it, for control. One will win, the other will die. 
The Darkin Rhaast thrives on fighting melee enemies, while hunting vulnerable ranged enemies strengthens Kayn, the Shadow Assassin.

Darkin: Heal for a percentage of spell damage dealt to champions. 
Shadow Assassin: For the first few seconds in combat with enemy champions, deal bonus damage. "
    • Once one side is full, you can activate it immediately or you can wait four minutes to active the other form. 
    • Transformation is a one way street - permanent once you choose! 
Darkin "Heal for [25% + 1% per level] of spell damage dealt to champions."
Shadow Assassin "For the first 3 seconds in champion combat, deal [10% + 1.9% per level] of all damage dealt to champions as bonus magic damage."
Becomes available again after 8 seconds out of combat with champions."
    • This is based off of *post*-mitigation physical damage.

Kayn dashes forward to strike nearby enemies. Both dash and strike deal 55/75/95/115/135 (+65 % bonus AD) physical damage. 
Darkin Deal a percentage of the target's maximum health instead.
Deals 70 bonus physical damage to monsters.
Darkin "...Both dash and strike deal 50% Total AD physical damage + [5% + (4% per 100 bonus AD)] of the target's maximum health (max 200 vs monsters).

Blade's Reach (W):

Kayn deals 80/125/170/215/260 + (120% bonus AD) physical damage and slows enemies hit by 60%, decaying over the next 1.5 seconds. 
Shadow Assassin: Gain extra range and the ability to move during Blade's Reach.
Darkin: Gain a knock up.
Darkin "Enemies hit are knocked up for 1 second,, "

    • Range increase is 200. 


Shadow Step (E):
Mana: 90
Cooldown: 21/19/17/15/13
Kayn gains 40% movement speed and the ability to walk through terrain for 1.5 seconds. When he first enters terrain, he is healed for 100/115/130/145/160 (+ 40% bonus AD) and the duration of this effect is extended to 5 seconds.
Shadow Assassin: Gain more movement speed and slow immunity.
Maximum duration in combat with enemy champions: 1.5 seconds. Immobilizing effects end Shadow Step immediately.  
Shadow Assassin "....While in terrain, Kayn gains slow immunity and his movement speed bonus is increased to 70%."
 

Umbral Trespass (R):
Mana: 100
Cooldown: 120/100/80
[Range
Kayn infests an enemy champion he has recently damaged, becoming untargetable for up to 2.5 seconds. Reactivate to end this effect early. When Umbral Trespass ends, the target takes 150/250/350 (+110% Bonus AD) physical damage. 
Shadow Assassin: Gains extra range and refresh The Darkin Scythe on exit. 
Darkin: Deals percent maximum health damage and heals for a percentage of target maximum health.
Darkin "... the target takes [10% + (13% per 100 bonus AD)]% of their maximum health as physical damage and Rhaast heals for [70% of damage value]% of target maximum health."
    •  Heal is pre-mitigation.

Shadow Assassin "...When Umbral Trespass ends, the cooldown of The Darkin Scythe is reset and the target takes..."

Lethality
  • Lethality now calculated based on owner's level.
    • LIVE: "Lethality reduces your target's armor by a flat amount based on your target's level when applying physical damage."
    • PBE: "Lethality ignores a flat amount of your target's armor based on your level when applying physical damage."

Champions
Alistar
  • Unbreakable Will (R):
    • Damage reduction effect increased from 50/60/70% to 60/65/70%
    • Damage reduction duration changed from 7 seconds at all ranks to 7/8/9 seconds.

Diana

  • Moonsilver Blade (P) [removed] no longer grants 20% attack speed.

Patch 7.14 
There's a chance 7.14 might be a bit smaller than usual in terms of number of balance changes in it. That's from a combination of a holiday weekend coming up during the patch's development and that we're putting more focus than usual into some upcoming work (focus on research for qualifiers/Worlds patches, plus other stuff) 
7.14 Balance changes on PBE today 
Usual deal, some stuff will still be under development so likely to change. Particularly worth calling out that the Udyr and Diana changes are pretty new to testing, so haven't been validated directly yet (possible those don't even hit PBE just yet). Lethality and other item changes are also still going through a bit more testing, so some likelihood of further change there, both since they were last mentioned and between now and the patch locking (Black Cleaver change for example hasn't tested as originally hoped so that's likely gone). 
Speaking of PBE today 
Not much of a surprise alas, given some stuff went up early, keep an eye out a couple of hours from now though for both some details about our next new champ and at some point some more Darkin details for those of you interested in that side of the lore. 
Starting Items 
Something we've been finding as we work on the new runes system is that there are some choices existing runes/masteries offer via stats that are interesting choices but not currently included in the new runes system. In some cases that means creating new runes that cover those stats, in some other cases though we've been looking at a wider range of starting items to cover those needs to. A good example of that which we're currently testing is a Doran's Attack Speed item, allowing an AD for AS tradeoff for those that want to go deeper down the AS path. Let us know if there are particular starting item niches you can think of that seem really promising, we still won't want to have too many, avoid overloading the system, but think there's probably room for at least a couple more than there are today."

2) Solcrushed on Yorick changes for 7.14 PBE cycle:
"Hey guys, another changelist coming (probably tomorrow) wanted to give some context as certain changes will not be datamined. (The jump part especially) 
Passive 
Ghouls now immediately attack upon landing with E.
Ghoul damage adjusted to 10~90 -> 2-100
Radius that ghouls react to E: 1000 -> 1400 
R
CD: 160/150/140 -> 160/130/100
HP: 700/1500/3000 -> 700/1500/4000 
Yorick has a really early-mid focused power curve, which will always be true to some extent but trying to make it less so. At the same time he does much better in low elo compared to high elo. The goal is to keep his early game in high elo similar, while nerfing it in low. 
With the changes if you hit E, you are guaranteed at least one hit from the ghouls, but their dps will be lower early 
R cd probably needs no explaning, and hp is there since Maiden has 0 resists and could stand to be a bit more tanky lategame."

4) GreaterBelugaWhale posted posted context on the Lethality item changes on reddit.
"Internally we don't really see these changes as nerfs. Granted Moobeat hasn't posted all of them (as of most of these comments), so I'll put in the full changelist as well as my understanding of the changes: 
Lethality scales with the owner's level 
  • Mid biased change. 
Serrated Dirk and Poacher's Dirk OOC Mspd 20 >>> 0 Re-worked and Re-added: After killing an enemy, your next damaging spell will deal 50 bonus physical damage. 30s CD. 
  • Dirks have their unique back that allowed for cool moment to moment optimizations, but is now no longer just way better for ranged champs. This is a little hard to understand mechanically so let me give you an example: Zed with dirk last hits a minion. His next damaging spell (the ENTIRE THING) will do 50 more physical damage to each unit hit (obviously one unit can only get damaged once by this). It then goes on cd for 30s. 
Ghostblade AD :: 60 >>> 55 Gold Cost :: 2900 >>> 3000 OOC Mspd 20 >>> 40 Active: Grants 20% MSPD >>> 40% MSPD decaying down to 20% over the duration 
  • Much more power in mobility vs small raw AD drop. More Niche. Item was already in a purchasable state (the only purchasable one). 
Duskblade Now builds from Serrated + Caulfield's Gold Cost :: 3250 >>> 3000 AD :: 65 >>> 55 OOC Mspd 20 >>> 0 0% CDR >>> 10% CDR Nightstalker Proc deals 75 + 200% Lethality true damage >>> 150 Flat physical damage This along with the CDR Change allow it to compete with Ghostblade as a first item Nighstalker Proc now also slows the target by 99% for 0.25s 
  • Way easier to build, much cheaper, no longer requires other lethality items (hard for an assassin who relies so heavily on 1-2 item spikes to utilize stacking effects), and has CDR. Now directly competes against Ghostblade as a first item (Mobility vs Vision and damage).
  • Also all you zeddos seem to be missing that your ult multiplies off of physical and magic damage. 
Edge of Night Now builds from Serrated + Pickaxe + Ruby Crystal Gold Cost :: 3100 >>> 3000 OOC Mspd 20 >>> 0 Health 0 >>> 250 MR 35 >>> 0 
  • Generally feel there is tons of bloat in the AD+MR Space (Maw + Mercurial), so moving EoN out of it makes sense - now it combos much better with a Maw or GA - should be much more purchasable.
