Not that these are coming as a shock, but here are the final patch notes for the Fiora patch. I think the real question here is will the new use for the PBE continue or was it just an experiment?

Fiora, The Grand Duelist
  • Duelist (passive) - Fiora regenerates health over 6 seconds each time she deals damage. Striking champions will cause this effect to stack up to 4 times.
  • Lunge - Fiora dashes forward to strike her target, dealing physical damage. Fiora can perform the dash a second time within a couple seconds at no mana cost.
  • Riposte - Fiora's Attack Damage is increased. When activated, Fiora parries the next basic attack and reflects magic damage back to the attacker. Works against champions, monsters, and large minions.
  • Burst of Speed - Fiora temporarily gains additional Attack Speed. Each basic attack or Lunge she lands during this time increases her Movement Speed. Killing a champion refreshes the cooldown on Burst of Speed.
  • Blade Waltz (ultimate) - Fiora dashes around the battlefield to deal physical damage to enemy champions. Successive strikes against the same target deal less damage.

  • Triumphant Roar mana cost increased to 28/41/54/67/80 from 20/35/50/65/80
  • Unbreakable Will mana cost reduced to 100 from 150
  • Trample damage increased to 10-27 per second from 10-23

Fizz
  • Base damage increased to 56 from 54
  • Armor per level increased to 3.4 from 3.1
  • Chum the Waters mana cost reduced to 100 from 150

  • Fixed a particle issue with Transcendent Blades (Hotfixed 2/21)

  • Fixed a bug where Grandmaster's Might passive attack canceled if the buff ran out during the attack animation

  • Sonic Wave base damage increased to 50/80/110/140/170 from 45/75/105/135/165 (Hotfixed 2/21 due to an unintended nerf in the Nautilus patch)

Lux
  • Lucent Singularity
    • Now additionally grants vision while in flight to its destination
    • Now starts its cooldown when cast rather than when detonated
    • Cooldown increased to 10 seconds from 9
    • Now displays a buff showing how long Lucent Singularity will last until it automatically detonates
  • Finales Funkeln
    • Now grants vision of the affected area during the spell and vision of enemy champions hit for a short duration afterwards
    • Lux can no longer use Flash while casting Finales Funkeln

Malphite
  • Granite Shield now shows a cooldown timer
  • Unstoppable Force
    • Area of effect radius on impact increased to 325 from 300
    • Malphite can no longer flash while using Unstoppable Force

  • Umbra Blades now has a passive cooldown timer like Ziggs and Shen

  • Axe Throw
    • Damage increased to 80-260 from 50-210
    • Scaling changed to +1.0 bonus AD from +0.5 total AD
    • Base cooldown reduced to 8 seconds from 10
    • Cooldown reduction for picking up the axe reduced to 4.5 seconds from 6
  • Ragnarok now provides 30/45/60 Armor and Magic Resist instead of 20/30/40 flat damage reduction
  • Movement Speed increased to 325 from 320

Poppy
  • Paragon of Demacia now shows you over its icon how many stacks you have

Shen
  • Fixed a few bugs with ability sounds
  • The following changes were hotfixed out on 2/21:
    • Base armor reduced to 19 from 23
    • Vorpal Blade health scaling lowered to 1.5% from 2%
    • Feint Energy cost increased to 50 from 40 at all levels
    • Base shield value reduced to 70/115/160/205/250 from 70/120/170/220/270

Teemo
  • Health per level increased to 82 from 77
  • Move Quick's passive component now shows a cooldown timer
  • Noxious Trap arm time reduced to 1 seconds from 2

Tristana
  • Explosive Shot cast range increased to 625 from 600

Ziggs
  • Hexplosive Mines
    • Mana cost reduced to 70/80/90/100/110 from 80/90/100/110/120
    • Slow duration reduced to 1.5 seconds from 2
    • Damage from 2nd and subsequent mines reduced to 40% from 50%
  • Fixed a bug where Ziggs' Mad Scientist skin was leaving particles on the map (Hotfixed 2/21)

Items
  • Madred's Bloodrazor attack damage increased to 40 from 30

General
  • Improved minimap visibility of turrets in Colorblind Mode
  • Colorblind announcement colors now reference blue (friendly) and purple (enemy) teams
  • Important items purchased by your team will now be called out in chat (Aura items, Sight and Vision Wards, top tier items, etc)
  • Champion Kill messages are now more specific
  • You can now activate a timestamp for game chat in the options menu
  • When colorblind mode is activated, movement cursor is included with new color scheme (was not before)
  • Announcer callouts no longer reference blue team/purple team, and instead should reference friendly/enemy team (ie. A friendly inhibitor is respawning soon/the enemy inhibitor has respawned)
  • Champions will now attempt to run home immediately when disconnecting, rather than attempting to Recall
  • Small monster camp sigils now restore up to 30 Mana in addition to Health
  • Small Golem camp
    • Movement Speed increased to 300 from 180
    • Medium Golem base damage increased to 59 from 54
  • Fixed a bug where whisper messages were the wrong color

Co-Op Versus AI
  • Added Blitzcrank bot to the roster of bots in Co-Op versus AI.
  • Improved bots' ability to last hit and reduced how much they push their lanes.
  • Reduced the amount of gold given to bots on Summoner's Rift Intermediate.
  • Added the ability for bots to call for help from nearby bots.
  • Improved the precision of skill shots and ground targeted AoE abilities.
  • Minor bug fixes with Leona, Lux, and Shyvana bots.

Art
  • Fixed animation bugs on the following skins:
    • Toy Soldier Gangplank
    • Jade Dragon Wukong
    • Superb Villain Veigar

Cost Reductions for Miss Fortune and Irelia!

It seems Riot is continuing to lower the prices of a few "older champions", this time hitting the two of the more popular post season one releases Irelia and Miss Fortune.
Summoners!

As part of our continued commitment to bringing you even more value for your Influence Points, we’ll be dropping IP prices on even more champions in the coming months.

Over the course of 2011, we cut prices on 16 of our classic champions, including Malphite, Morgana, Ryze, Annie, Cho’gath, Taric, Jax, Teemo, Warwick, Poppy, Garen, Anivia, Blitzcrank, Corki, Karthus and Twitch. Starting today with Irelia and Miss Fortune, more Season One champions will also be coming down in price as we progress through the new season. 

The new IP prices for these champions are:
  • Irelia, the Will of the Blades, (normally 6,300 IP) will be only 4,800 IP!
  • Miss Fortune, the Bounty Hunter, (normally 6,300 IP) will be only 4,800 IP!

Whether you favor lithe, agile women at arms or buxom, gun slinging beauties there’s never been a better time to pick up these fantastic champions! Head on over to the League of Legends Store to snag them at reduced cost, and look for even more IP price reductions as Season Two progresses!

Fiora Patch Slated for 2-29

If the lack of patch notes last night or patching this morning weren't enough, I'd like to inform you that the Fiora patch did not happen last night and is slated for deployment on Wednesday the 29th. Stay tuned for later tonight when we are likely to see the final patch notes and perhaps even a champion spotlight! If you need something to do in the mean time, might I suggest checking out Fiora's Art Spotlight or even her ability preview videos that have been siphoned from the PBE?

Fiora, the Grand Duelist, is sharpening her blades on her way to the League of Legends. With all the buzz on the fields surrounding this new champion, we want to make sure conditions meet our highest standards for her big debut. Fiora’s arrival is now set for February 29. So stay tuned for more updates on when the battlefields will shut down for her arrival.

Fiora, The Grand Duelist, Revealed

It's time again for the official reveal of our next champion, Fiora, The Grand Duelist. This melee AD carry should be hitting the shop next Tuesday baring any sort of last minute delays or bugs.


It’s been quite a while since we’ve had the opportunity to explore the design space of a true melee carry in League of Legends. Fiora, the Grand Duelist, is our first all-out take on this type of champion since our initial launch, and our new addition to this role has let us really focus on a particular aspect: speed.

Not content to leave melee to the guys with oversized weapons, Fiora makes up for it in raw agility and lightning speed, using a fencer’s grace to shred opponents apart and keep herself in the fight. One way she utilizes this is by parrying her enemy’s attacks if she times it right. Parrying returns damages in the same swipe, making enemies think twice before directing attacks at her. 

A melee carry must consider how to engage a fight, such as when to attack and how to stay on important targets with stuns, slows and snares flying around the battlefield. Fiora doesn’t deal with these by being immune to crowd control, or being too stubborn to lose that last bit of health – that would be uncouth. Instead, her Blade Waltz moves her from target to target at light speed, making her so fast that no spell or weapon can lay a hand on her during its duration. Popping Blade Waltz early will give Fiora some additional up-front burst, but will leave her vulnerable to burst damage and counter attacks. This “de-aggro” timing is an important choice that can result in either a swift death or a Pentakill. 

While all carries have a boost to help their auto attacks get the job done, Burst of Speed has a high effect, very short duration, and a moderate cooldown. To compensate this higher opportunity cost, it refreshes when Fiora runs an enemy through. This not only makes Fiora players consider their timing as when to use this powerful buff, but her enemies can also deny her the opportunity by saving their escapes and disables for when this is up, suppressing her massive damage increase.

Being a melee carry is no longer a boy’s club – Fiora adds grace, class and a rapier wit to the group. While she may not be as large or overbearing as her contemporaries, underestimating her is an often fatal mistake

Abilities:

Lore:

As the youngest child of the noble House Laurent, Fiora always considered herself destined for greatness. The Laurents had dominated the dueling culture of Demacia's aristocracy for centuries, and Fiora's father was regarded as one of the finest swordsmen the nation had ever seen. Inspired by his tales of glory, Fiora began training as soon as she could wield a blade and quickly showed greater talent than any of her siblings. As she grew older, her self-confidence and rigid discipline only widened the gulf of expertise between Fiora and her peers. Her fellow duelists perceived her confidence as arrogance, but none could defeat her in combat, and each victory only heightened her lofty self-esteem. Even so, Fiora never allowed herself to become complacent in her training, and she drove herself ever harder to become a worthy successor to her father's legacy.

Her devotion turned out to be misplaced. On the eve of an arranged duel, Fiora's father was caught slipping a slow paralysis poison into his opponent's drink. Following the incident, many of his past opponents came forward with their own accusations: envenomed weapons, bribery, blackmail, and more. In an instant, he had destroyed his family's honorable reputation. Fiora was outraged. Not only had her hero betrayed her ideals, but Demacia's dueling elite now doubted her own ability. She desperately wanted to wipe the stain from her family's history but, even more, she wanted the world to acknowledge her mastery. She found her solution in the one arena where she could fight the world's strongest warriors without being accused of dishonesty: the League of Legends.

Fiora Patch Preview

While this week's patch preview isn't throwing us any curve balls ( as the notes have been readily available and updated on the PBE ), it does still offer some helpful developer rationale behind the changes and what Riot was shooting for. Check it out below!


Recap:

Lux
  • Lucent Singularity's cool down now begins on cast instead of when it is detonated. To compensate, the base cool down has been increased.
  • Lucent Singularity gives vision while it's in flight and Finales Funkein reveals fog of war while "priming"
Olaf
  • Undertow has had its base damage and AD ratios increased but now only scales off of bonus AD.  Additionally, The base cooldown and cdr from picking up the axe have both been reduced.
  • Ragnarok now gives bonus armor and magic resist instead of flat damage reduction.
Ziggs
  • The damage from multiple mines and slow effect on Hexplosive Mines have been nerfed and the mana cost has been lowered.
Misc
  • Heath Regen sigils now restore mana in addition to health.

Wherever your travels might take you here in Valoran, it’s important to learn a little bit about the local color. Take Demacia, for instance. While it might be picturesque, you might find it useful to learn they’re famous for their dueling culture before you pencil any indignant remarks or uncouth villainy onto your vacation itinerary.

Fiora, the Grand Duelist, has even made quite the name for herself by dealing with any scamp, scoundrel, miscreant, rogue, scalawag or rapscallion she runs across according to this time-honored Demacian tradition. If you happen to run into each other, it’s probably best you keep your temper level if you don’t want to find yourself staring down her sword point!

New skins from the PBE!

Similar to how Fiona was discovered on the PBE, we a new batch of skins have made their way int other files after the most recent update. As a pleasant surprise, all three of the skins appeal to "less popular" champions that haven't received skins in a very long time. Brace yourself for new Urgot, Orianna, and Gragas skins! If you couple these with the two Fiona skins we already new about, we are in for quite a skinlicious patch!

Dark Crystal Ryze now available!

Dark Crystal Ryze is now available for a 975 Riot Points! Featuring a glowing crystal when he ults, this bad boy presents a fresh demonic look for our lightning hurling rogue mage.

In light of this new skin, the Uncle Ryze skin has been reduced in price from 975 Riot Points to 520 RP. Woohoo.
