Just wanted to give everyone a heads up that I am working on an AP Teemo guide for mobafire. Expect it completed within a few days. A guys got to have something to do while the world is trolling on April Fools, right? More Commentary on the Recent IP changes

I know this is the umpteenth I've made a post about it but, I like to beat this into peoples heads because some of them still think the recent changes to the IP system is some sort of devious plot to screw them over. Dominatius Maxim created a helpful excel sheet to figure out your IP gain. Phreak replied to the thread giving everyone a little more insight into why the values were changes; it wasn't just an arbitrary choice to mess with us but an overhaul to the actual system to streamline it for future content.

"In short, you're mostly correct. We took a "snap shot" of the average game time, took the relevant IP gains, and said, "Okay, this is going to be the IP gain per minute for League of Legends going forward." We constructed a system that would produce those values (plus accounting for time in champion select, loading, etc., so it has a "base" value in addition to the "per-minute" IP).

As has been said by others, some users will end up losing IP in the long run because their games were shorter than the average. Some users will end up gaining IP in the long run because they games were longer on average. This is unfortunate for those of you who ended up getting hurt by this system change, so I'm sorry for that.

The reason we are using the new system is to allow for a better balance between maps. Instead of forcing -22% on Treeline for average shorter game times, we have a system that makes everything fair regardless of averages. This is a much cleaner way to go about making all maps accessible without having to constantly research and update multiplier values for IP/XP gains.

Riot catering to High Elo or Casual Players?

Summoner Yondaimee asks the tough questions and is man enough to endure the answers. He recently channeled the power of the @Riot and asked which player base the game is balanced more around, the High ELO players or casual blokes. Dancemaster Phreak quickly crowstormed in and let loose a Dark Wind of answers.
"Here's what I understand about our philosophy. I may have inaccuracies in here, but I'm fairly confident I'm mostly right

We ideally balance for top-level play. This means nerfing champions like Janna, Cho'Gath, and Gragas despite massive forum outcry about how we're "ruining all tanks/support/whatever."

However, as we pride ourselves on League of Legends having broad appeal, we try to make sure the game isn't aggravating for everyone else. Not everyone is pro, and most people don't even want to be pro. This means that even though Evelynn 3 months ago wasn't going to be a first-pick-or-ban champion for the IEM invitational, we're going to nerf her because the other 99.99999% of players really don't want to play against Evelynn every game."

ELO penalty for que dodging being lowered.

For those who either don't know or are of a summoner level to participate in ranked play, when you que dodge by exiting the client during a ranked game you lose 20 rating. This is a pretty steep cost considering the average fluctuation of rating is around 12 points. Lima Beans has given those of our fellow summoners who just can't bare to play with "that" team composition some hope.
"From feedback we decided 20 was a bit too high, and we will be dropping it a bit lower in the future. However, we will not be removing it altogether, as its necessary to prevent gaming of the rating system by cherry picking your comps."

Patch Notes for

This weeks patch notes have dropped and are... rather boring. Small Caitlyn/Galio/Garen buffs and a slew of clean up changes. I was also hoping for the Alister changes to go live this patch but, alas. Tower changes aren't very surprising either as Riot is has been shifting around game times and minion power a lot lately.

Lee Sin on April 1st? I fear you will only break my heart Riot Games.

Three new skins are coming out way this next patch. Workshop Shaco, Firefang Warwick, and Kennen M.D all look like promising new editions of our favorite champions. I think the Warwick and Shaco skins look amazing. The bad taste buying Surgeon Shen makes me leery of that Kennen skin though.

League of Legends for Mac's in beta.

Fellow summoner jroy326 is finally fed up with waiting around for League of Legends to be released for his beloved Mac. He finally threw down his horn-rimmed glasses and created a thread about it, to which a red replied.This is the first I've ever heard mention of LoL in development for the Mac, despite my constant lurking of the forums like a big nerd.

 Over the past few months, I have gotten a handful questions in comments here and there. I typically address them in the comment box but I thought a few of them would be interesting enough to share. Combine this with little things friends and fellow summoners ask from time to time and wallah!

On a side note, I'll be out of town for two days and won't be returning until late Monday night. I hope this special post satisfies your cravings until then.

Q: Whats your LoL user name?
A: Moobeat and I play on the US realms.

 Q: Do cool down reduction items with the same % stack? They say Unique passive yet I see players running around with things like Ionian Boots and Glacial shroud.
A: Yes, as long as it isn't two of the SAME item, it will stack. Two Kindle Gems (10%) will not stack, but a  Stinger (10%)  and a Kindle Gem (10%) will stack.

Bonus tip! CDR caps at 40% reduction so plan masteries, runes, and items accordingly!

 Q: How do you the King Rammus skin? I can see it on the champion selection screen but its not in the store and doesn't seem to be any sort of holiday related sin.
 A: The King Rammus skin released as a special thank you for closed Beta testers. If you account was created before 10/22/09, Rammus and this delicious skin become unlocked for you. Here is a red post from way way back.

Q: I saw a Jax running around the other day with a brown staff and a samurai hat on. Where is that skin from?
A: That would be PAX Jax, a nod to the Card Board Tube Samurai character from the Penny Arcade comics. The skin handed, via a redeemable code card, out to patrons of the Penny Arcade Expo. PAX East just ended a few weeks ago, so the influx of new codes being redeemed would likely be the reason you're seeing them float around. You can actually pick up a copy via Ebay pretty easily at the moment. It's going to run you about $25 though.

Q: Why does Jax fight with a lamp post?

A: Jax amassed such a devastating win streak after joining the league that officials put official restrictions on him. In response, Jax limited himself to fighting with only a brass lamppost.
"Jax proved himself to be an immediate terror in the Fields of Justice. The self-proclaimed Armsmaster of the League rattled off a streak of consecutive wins that to this day has not been matched. A number of summoners in the League grew concerned that the perceived objectivity of the League of Legends would be questioned by the presence of an unknown fighter who was unbeatable. For this reason, the new leader of the League (following Reginald Ashram's disappearance) , High Councilor Heyward Relivash, created special restrictions for Jax to fight under. This was something the League had never done before, and something which has never been done since. The burly fighter responded by imposing his own special conditions; as a means of protest, he permitted himself to fight using only a brass lamppost. Neither the League's sanctions nor his own has affected his winning ways. The League has since rescinded its sanctions, but Jax has not; he fights and fights well with his trusty brass lamppost. "

Q: Whats up with the goggles on that guys face? ( Referencing Master Yi )
A: Luckily enough, there was a red post by RiotBabagahnoosh, Lead Creative Designer, about this very topic. Long story short, they were given to him by fellow champion Heimerdinger and gives him increased visual prowess.
"OK, the goggles. Here we go:

The goggles Master Yi wears are a techmaturgical device that was gifted to the champion by Piltover's own Hermerdinger, the Revered Inventor. Master Yi first used these goggles when defending his homeland from Noxus invaders in the time after the League has just formed and before Ionia had affiliated itself with the League. The goggles are fitted specifically for Master Yi; while someone else may wear them, they won't receive anywhere near the same benefit as he does himself.

The one-of-a-kind goggles, known as the Seven Lenses of Insight, allow Master Yi to see across a wider range of the spectrum than normal people see. They also give him abilities not dissimilar to that of real world binoculars and telescopes. The goggles are synced to Yi's own magical resonance, allowing him to adjust settings without the use of his hands. He simply thinks what he needs, and the goggles act accordingly.

Rallying around Shurelia!

As has been the theme this week, Shurelia has clued fellow summoner Yetis In Need in to something else she has taken interest in. I'm surprised she has time to read other forums posts over the massive amount of "@SHURELIA MARRY ME U R CUTE" threads that have been cropping up lately. Must be pretty time consuming to be a girl on the internet. Anyway, Rally has been practically useless since I started playing. I don't think I've played a single game where someone used Rally who didn't just instant lock in with it and revive for giggles.

I wish there was a person out there who did remakes that could remake rally.
Perhaps that person would be a person that does reworks and remakes.
Perhaps that person would be on some sort of "live design" team.

Personally, I'd like to see Rally  give either a percentage increase to core stats or have much longer duration, perhaps functioning like a ward with minor stat boosts. At any rate, reworking summoner skills is pretty big and can potentially change the game on several levels

I like to judge people. I constantly look at creep kills, how the lanes are pushed, and what items they are buying. Most of all, I like to judge myself. On a character like Nasus, the most important part of his play style is charging the damage on his (Q) Siphoning Strike. For those who don't know, SS permanently gains 3 damage every time it is used to kill a minion. Getting a plethora of minion kills at the hands of SS will make you hit like an absolute truck end game. You can monitor your progress pretty well by looking at the spells tool top which will read X+Y, where Y is the amount of bonus damage you have gained. Now, another champion shares a similar ability. Veigar's (Q) Baneful Strike echos Siphoning Strike in that it permanently increases your ability power by one every time you kill a minion with it. Yet, unlike our good friend Nasus, he has no tool tip or easy way to gauge how much AP you have gained from your hard work. Recently, summoner Vytaan made a forum post humbling requesting such a mechanism. Soon, the clouds parted and a small, emotional mummy answered his calls.

A Lich Bane by any other name...

It isn't anything ground breaking but I'm always looking for a red post to lend me credibility. An alarmingly high percentage of people, for whatever reason, assume that Lich Bane's Unique Passive will translate into bonus magical damage. I've had arguments about this with a slew of people in the past and I am bound to get into it again. Lich Bane's in game tool tip reads "+350 Mana +80 Ability Power +30 Magic Resist +7% Movement Speed UNIQUE Passive: 100% chance when an ability is used that your next physical attack deals an additional 100% of your Ability Power in damage. This effect has a 2 second cooldown." I present you with a red post I can proudly display here like trophy that I can flaunt off to those non believers.

"Ranged attacks proc it, but be aware that, even though it's based on your AP, it's physical damage, so it's mitigated by armor."

SMS Payments unpracitcal?

Fellow summoner and disgruntled customer reticull recently posted a thread on the forums regarding how silly it was to offer a $15 SMS payment and only receiving 972 RP. Now, his beef wasn't that he was receiving far less RP than paypal payers or credit card payers, but that 972 RP was not enough to purchase the highest price point of champion via RP, which is 975.Then a wild REDPOST entered the fray!

Lee Sin, The Blind Monk, ablities "revealed"

The Blink Monk's ablities have official been revealed, whether they are real or just some sort of cruel April Fool's Joke. The screen shots of the character all include the haunting Urf just as the art spotlight and official reveal did. At any rate, he looks pretty awesome. He "will" be energy based and be the first bruiser that utilizes that resource system. His W and passive also make him look like an extremely viable jungler on paper, perhaps tier 2 or the fabled tier 1.

As a young teen, Lee Sin was intent on becoming a summoner. His will and dedication were unmatched by any of his peers, and his skill drew the attention of Reginald Ashram, the League’s High Councilor at the time. While studying at the Arcanum Majoris, Lee Sin became frustrated with instruction paced for the other students. He spent his free time researching the nuances of summoning in hopes of graduating sooner. He made amazing advances in his arcane studies, surpassing all other students. By all indications, he would have become one of the League’s greatest summoners were it not for one terrible mistake. Too impatient, he attempted to test his ability by summoning a beast from the Plague Jungles. What he summoned instead was a young boy, but not in one piece. He barely had time to look the boy in what was once his face before the jumbled human mass fell lifeless to the floor. A League investigation later revealed that the boy’s entire village was obliterated by feedback from the ritual.

Lee Sin’s talents were so promising that the League was willing to overlook the incident, but he could never forgive himself. He left the Institute and journeyed to the Shojin Monastery for eternal repentance, swearing never to practice magic again. Years later, hoping to atone for his crime with martyrdom, he set himself ablaze as a protest of the Noxian occupation of Ionia. He remained alive in this state, enduring searing agony for weeks. His actions paved the way for a League match wherein Ionia prevailed, but by the time he was doused, his eyes had been burned completely from their sockets. Hailed as a savior, he was reborn, and his will to act invigorated. He joined the League of Legends to continue his atonement with sweat and blood, a true monk’s only possessions.

Sonic Wave / Resonating Strike:
  • Sonic Wave: Lee Sin projects a discordant wave of sound to locate his enemies, dealing physical damage to the first enemy it encounters. If Sonic Wave hits, Lee Sin can cast Resonating Strike for the next 3 seconds.
  • Resonating Strike: Lee Sin dashes to the enemy hit by Sonic Wave, dealing physical damage plus 10% of their missing health.
Safeguard / Iron Will
  • Safeguard: Lee Sin rushes towards a target ally, shielding them both from damage. If a shield is broken, half the energy cost is returned. After using Safeguard, Lee Sin can cast Iron Will for the next 3 seconds.
  • Iron Will: Lee Sin's intense training allows him to thrive in battle. For 5 seconds, Lee Sin gains lifesteal, spell vamp, and armor.

Tempest / Cripple

  • Tempest: Lee Sin smashes the ground sending out a shockwave that deals magic damage and reveals enemy units hit. If Tempest hits an enemy, Lee Sin can cast cripple for the next 3 seconds.
  • Cripple: Lee Sin cripples nearby enemies revealed by Tempest, reducing their Movement and Attack Speed for 4 seconds. Movement and Attack Speed recover gradually over the duration.

Dragon's Rage (Ultimate)

  • Lee Sin performs a powerful roundhouse kick launching his target back, dealing physical damage to the target and any enemies they collide with. Enemies the target collides with are knocked into the air for a short duration.

Flurry (Passive)

  • After Lee Sin uses an ability, his next 2 basic attacks gain 50% Attack Speed and return 10 energy each."

Nocturne discussions.

Here are two different posts from Morello regarding last weeks champion release. The first is a response to a post complaining on how Nocturne's kit is unfair and the second relates to if there will be nerfs to him in the next patch .
"Generally, it's because we balanced him out by making him very squishy and melee with no real escape. Squishy melee without escapes have to have a lot more punch to be effective, since they tend to get cut down in teamfights.

His spellshield CD might be too short, or something, but I think "how is this fair" is pretty exaggerated. Yi has double steroid, great closing ability, awesome jungling, slow immunity, and the highest damage in the entire game. Why isn't Yi overpowered? Because he is a melee squishy.

Influence Point gain increased or decreased?

There has been a lot of dismay around the forums in the passing weeks regarding IP, an in game currency used to unlock new champions and runes,system was tinkered. The IP system was reformulated to award IP based on time played, rather than the inflexible and flat system of old. Players from all ELO's of life have been swearing up and down the IP gains have been dramatically reduced compared to what they used to receive.  Here is a red post concerning the numbers to quell the rumors.

"Hey all!

We've actually been watching the numbers closely since the change and all signs point to the average amount of IP that people earn having been increased since after the change. Here's a graph that represents the before and after.

The "Before" data reflects average IP gain from February 4th to February 10th.

The "After" data reflects average IP gain from March 2nd to March 8th.

We will continue to watch the numbers closely, but we're really happy with that the results of the new system.

Is Lee Sin, The Blind Monk, real or April Fools?

 The Blink Monk may finally be coming to fruition. The fabled champion spotlight was released show casing Lee Sin's art. Just as with the original announcement, it was laced with Urf. For those ignorant to the might that is Urf, Urf was fish and spatula wielding manatee that was due to enter the league but met an early demise. Obviously an April Fools Joke, his presence in all of Lee Sin's information makes it hard to believe that Riot isn't just pulling our chains.

One popular belief supported by the forums is that Lee Sin will meet the same fate as Urf and be forever remembered as an exclusive skin. Warwick currently sports a skin where he dons the carcass of the late Urf. The art below, from the champion announcement, resembles Xin Zhao, a popular candidate.
